If you wonder if the survival of the Zaion Empire, one of the three main forces that sparked the final war, landed with great power, you came to Benoa in search of it. I was to guide the Ninas to Benoa because I was certain that even if I did not guide them, I would arrive on my own, and, more importantly, because Frodo thought it would be in the Knights' interest to enter into a cooperative relationship with the Empire. The Empire's three proud super ships Adelhein and the big trunk lines Cyril Roner and Melissa Noah can be an overwhelming force on their own. We can exert pressure just by floating by the sea. Plus, it's not impossible to attack from above the ship.
