The Steam Council assigned Cold Mountain and Sword Star the task to investigate the three main figures of the Bright Lamp Report, focusing mainly on whether they had contacts with Transcendents.

Connor can be spared, while the other two can be cast out, testing the waters.

If they could test whether the two have problems, or lure out the Steam Council, it would be ideal, if not, Cold Mountain and Sword Star could still document it and submit the mission, infiltrating the Steam Council in a smooth progression.

Employing native inhabitants of the plane to do what only natives can do is the proper usage for them.

Utilizing the identity advantage of native inhabitants to complete the instance is not only known by Wu Chang; the Peace Church excels at this too.
