Border Guardian Hal Akircius

Chapter 7: Post-War Urban Renewal (Part 2)

Teito Central and Noble Neighborhoods, Sir Lucilius and Teito Mansion

The great hall of the mansion where the word luxurious and rugged rightfully deserves.

The polished bright white marble boasts a mirror-like glow, and sophisticated sculptures and wall decorations colour the entire mansion.

The hosts of the aristocratic nobility were notified of the holding of the House of Lords, and it was this White Asian mansion that headed first.

"Sir Lucillius, did you hear about that little hateful border guardian?

He wore a bright white oval coat and opened his mouth so that a man with a look that seemed to stain the black objects in his belly would fall asleep.

But no one responds to that voice, and the place remains quiet.

Silence dominates the neighborhood when the man who uttered the word shuts up a little awkwardly.

At the heart of the gathering of more than a dozen nobles, Sir Lucilius, the owner of the mansion, had closed his eyes with his mouth tied to a single letter.

Though they were the occasional roaring nobles, they continue to take great care not to disturb Sir Lucilius' thoughts.

"... Sir Lucilius?

An earlier man, Sir Plutus, one of the high nobles, does not read the air again, and when he asks so, a blood vessel appears all the more fond of Sir Lucilius' left temple.

Slowly opening his eyes to the breathtaking nobles, Sir Lucilius glanced at Plutus, slowly opening his mouth to the room with a trembling Plutus.

"Nothing like this, I have made my family's successors scratch their shame, and they will make amends for it.

"What do you want to do? Will you change your department again?

When one of the nobles said so, Lucillius hummed his nose.

"Stupid, old, northern hero who defeated King Alford? Can you make a slight left transition as before? First, there is no way the citizens and subjects of the Imperial Capital will forgive you.

In the words of Lucillius the field is once again engulfed in silence.

Some time later, when one old nobleman never asked to speak of his will, and Lucilius urged him with his jaw, the old nobleman opened his mouth with a grace.

"But we can't do anything more than rebuild Cliffona Superior, the emperor's state? He's a central official in the first place. All we can do is put pressure on him and push him into idle duty like before.

Lucilius snorts at the words of the old aristocrats.

"Exactly, we don't have executive authority when it comes to senators. The position is suppressed by both central officials, and he's a central official in the first place, so HR doesn't mess with you. But there are many things to do. Let's burn the faction fools and take their troops from the northern border.

The old aristocrats nod at Lucillius' words.

"Okay, let's put a hit on the high-ranking general.

"Please... then try to strengthen your surveillance of the northern border. Plutus!"

"Ha, ha!

Lucilius, who had a satisfying grin and watched the old aristocrats leave the room, followed by Lord Plutus.

"Hey, what is it?

"Sir, have you got a good face for merchants everywhere?

"Ha-ha."

Sir Lucilius, who sees Sir Plutus returning a pig-like reply with a dirty eye, says as he diligently recalls that he is nevertheless a person likely to take advantage of it.

Plutus once held the position of Secretary of Commerce and Industry, still having black handouts and friendships back then.

In fact, Lucillius is one of those who benefits unilaterally, and appearance thinking runs out of silly words, but the likes call their friends, and they are strangely close to the profitable merchants and the locals, and they cannot even be described as incompetent.

"Find out what supplies and people go into Cilentium and the northern border.

"I understand.

Lucilius slowly lifted his hips as Plutus left shaking his sagging body.

"Then let's go to our battlefield.

A high-ranking nobleman, entrusted to several Senate members, raises his hips and follows Lucillius.

The special meeting of the House of Lords attended by the Emperor is to be held shortly.

Central Neighborhood, Imperial Army General Command

"Really great!!!

As he proceeded to read the tentative report by transmission stone sent by Adamantius, the tough short-haired middle-aged general raised his admiration.

A loud voice commensurate with their musculoskeletal physique is loud enough to vibrate the surrounding objects, and the accustomed deputies instantly block their ears and gain nothing.

Shields and swords swayed lightly at the officer's shouts, which were raised on the wall as minimal decorations.

"Who is it? What about this border guardian named Hal Akircius? Defeating the King of the North with a single horseback would not be just a central official!

Titos Scipius, its general commander-in-chief of the Imperial Army, asks aloud as ever while handing the report to his deputy.

"I checked, and they say he's a former Yamato swordsman on the group island.

An undersecretary answers, blurring his ear because he had to accept the report and taking a direct blow out of his voice.

"Whew!? A group island...! Sure enough, I did a lot of tricks on them!!

Scipius eats into the story of his deputy with a face of intrigue.

"Yes, and it means I'm from Kushu, where I continued my fierce resistance to the end.

"What!? Why is such a delicacy in a central government official or something? Besides, why are you a border guard officer?

Scipius unexpectedly rises from his seat in momentum and knocks down the lavish chair behind him.

Scipius admires the tenacious and brave Swordsmen of the islands.

We are therefore eagerly soliciting the swordsmen of the islands to the Imperial Army, and we have already deployed troops to the border with Western countries that gather the archipelago.

The lieutenant took over the words after making a whimpering noise and waiting for the fallen chair to settle down.

"Anything, he worked as an Imperial Magistrate to send to the clan, and it seems that the control of Sir Lucilius' eldest son put pressure on him from the aristocracy and caused him to move left. He said his work attitude was serious, but he was forced to struggle without accommodation, which is what his former boss said and did.

"... really interesting!

Skipius, slapping his desk and looking up at the ceiling, smiled with a full face on his face.

"I would love to make some arrangements!!

"... there's a bad habit..."

Skipius says so with an innocent smile to his deputy who answers slightly away trying to avoid shouting

When released, the deputy sighed.

"Yeah? What!?

"No, it's nothing. Border Protection Officers are very busy in their duties, and they are few minutes away from the northern border, and cannot be called in just to make arrangements. In the first place, he's not in a position to be a central official and we can order him, so it's impossible.

Skipius, who listened to his deputy's blur, looks back and explains that Skipius' request is not feasible, even though he deludes his stupidity.

"Mmm, that too... but that's a spare piece of delicacy. As much as I'd like to entrust my legions with Operation Southern Invasion!... you, just go and pull it out!

"I said I couldn't do that.

"... too bad..."

Skipius poked his hand at the desk in response to the words of his unobtrusive deputy, but a footsteps approaching his room came into his ear.

"Hmm? Are these light, unbearable footsteps... aristocrats?

"What do you do?

"Let him through, you're going to talk rotten again with suggestions and omissions, but you can't possibly not ask!

To the deputy's question, Scipius puts the chair back together and when he seats himself correctly in his residence, he pokes his elbow at the desk and combines his hands on it.

"I look forward to seeing what kind of ear gussets are coming today!

"The dwarf doesn't mind at all... Commander-in-Chief, please don't lose sight of our main purpose.

"I know!

The deputy, who saw Scipius somewhere groaning, held him slightly around his stomach.

Teito Central, Senate and Consul's Office

The Senate is soon to be held and there is no time left.

As the Senate was notified shortly after the arrival of the early horses, all factions will be following suit and consultation by now.

High-ranking civilians assembled in a room that had no decorations that seemed somewhat unforgiving as the consul's office, the chief administrator of an empire that would reign west of the continent.

"... Anyway, the aristocrats will move to focus on dismissing the border guard officer, for whatever reason, this must be stopped at all costs. The northern border is important for the development of the Empire. Its important northern border is beginning to spin around that group of islanders, there is no way to stop it.

"But the only thing cited as a reason is that it's unstable as a state and still immature, and it's impossible to push it through?

When one of the senior officials tells Cassius to ask questions, Cassius also answers them a little bitterly.

"Um... but there won't be any other reason.

"Going to invade the South, what the faction thinks..."

Yet another high-ranking official spoke with concern about the movement of the army.

"I had a discussion on this once, but instead of saying no, I've told them to transfer the border guard officer to the military. I turned it down because it was a fall.

"The army is quite remarkable, isn't it? Is it Commander-in-Chief Scipius who's been saying that?

"No, it's my deputy, Hiltius. Preliminary reading as usual, but he's the only one who's not alarmed at all.

Cassius said abominably, remembering the face of the deputy commander-in-chief with pitiful eyes.

Although the commander-in-chief Scipius has immense expectations for soldiers, he is a soldier, for better or worse, and his ideas and forms of thought are, to put it badly, simple and not roughly as a politician.

For this reason, it can be said that it is easy to give, but its deputy, Hiltius, is a person with no guard at all, rather it is the words, deeds and thoughts of the deputy who should be wary.

I had several discussions in the budget negotiations, but I was also drunk of boiled water.

Even if he swallowed more boiling water than that, Cassius was alert to the bearers of thoughts other than the military.

"... So the military also threatens to agree to dismissal?

"There would be no such thing as a purpose too different. The nobility aims to make the border guardian a deceased, but the military is asking for that tactic, which I don't think will lead to an agreement..."

The army has military thoughts, which are incompatible with the aristocracy.

If we offer an exchange condition of transferring the worst Hal, the military should be on this side.

Apart from that, however, the central officials are negative for the Southern invasion, which is the main objective of the army, and we must cooperate with the nobility on that point alone.

"But if you dismiss me, won't you be free?

"It is not the position of the Border Protection Officer to dismiss a central official. The transfer cannot be done without both my consent, the consul, and the consent of the commander-in-chief. I made it clear that you didn't intend to agree with me.

The first high-ranking official to speak again asks Cassius a question, but when Cassius shook his head and denied the opinion, he rose from the desk and took over the words.

"In any case, today's agenda will be dominated by discussions on the identity and measures of border guardians with regard to the northern border. The real issue is after this matter is cleared up.

Teito Central District, House of Lords

Those who served more than a certain number of high-ranking civilian and high-ranking martial officers in the Empire are entrusted, with no exceptions, to a generation of nobles with no territory, and those who are at the top of them are entrusted to the Senate.

Since the status of the senator is lifelong even after he leaves office, the family lineage has always antagonized the number of senior nobles who become senators and former officials and military personnel of civilian and lower nobility origin, and until now this equilibrium has been unbroken and maintained, contributing to the sound running of the empire.

The House of Lords convenes once a year on a regular basis, the emperor asks the chairman to convene, and the chairman approves this on the emperor's call, at the request of the Senate side, there is a Senate call, this time on the emperor's call.

If there is an important case, the emperor's seat will be held, this time against the events on the northern side of the border. Therefore, because the emperor Magnus asked the Speaker to convene the Senate, Magnus has already taken a seat in the special seat of the emperor located behind the Speaker's seat.

"... I don't think it's appropriate to give any more authority. Given the nature of the official post of Border Guardian Officer, this would naturally become a formal imperial state, dismiss the Border Guardian Officer and not hold a new state governor.

From the opening of the meeting, the agenda focused on the identity measures of border guardians and what attitude they would take towards the northern border in the future.

Aristocratic nobility demanded the dismissal of the border guardian and the central summons, and the debate followed a parallel line as the central official demanded further extension of authority over the border guardian Hal Akircius.

When Sir Lucilius, the head of the aristocratic nobility, finishes his speech, Cassius the consul, the head of the central official, asks the President of the House of Lords for permission to speak, and the Speaker waits for Lucilius' seat before granting Cassius permission to speak.

"First of all, I would like you to think of a reward for Hal Akircius and those who helped him with this victory, but suddenly I would like to complain to Sir Lucilius, who offers to reduce his powers and dismiss him. It is such a great feat that if it were meant to be, you could summon it to the Imperial Capital and hold a triumphal ceremony.

Cassius so foreshadowed, making sure Lucilius turned away disgustingly before gradually taking over the words.

"I must disagree with Sir Lucilius... that his city and state maturity, still named Cilentium, is not considered sufficient. This should empower incumbent Border Protection Officers and aim to expand and develop further Imperial Prints. It became clear in this victory that his men had all that power. We should leave everything to good officials here.

"... so at what point does the consul believe that the upgrading to an imperial state should take place, and at what degree of development? I'd like you to give me a guide.

Lucillius raises his hand and asks the question.

"There is no provision by statute for the degree of development, and as usual I think this is good in the form of on-site surveys to be carried out from the centre and the application of the Border Protection Officer. Is there any inconvenience?

"It's not as inconvenient... but shouldn't such good officials be allowed to work in the center? Or maybe I could make it a proper mayor somewhere in the West and do it with labor.

To Cassius' answer, Lucillius returns words in such a way as a jerk, but Cassius, with a raised eyebrow, goes further.

"Oh... Hal Akircius should have moved to the northern border with Sir Lucilius's only wish.

"Hmm, was it? Either way, you can't leave the good guys to rot on the border. Well... you're a very good martial artist, so why don't you move to the army? I would recommend Sir Plutus to the succeeding Governor of the State.

Despite being poked in the pain, Lucillius switched the argument quickly empty-handed and then put his point in after making a statement that attracted the military's interest.

Faction officials had kept their current spooky silence and had not spoken at all about the case.

Lucilius glances at Scipius, the commander-in-chief, as he determines the effect of his words, but Scipius did not leave him slightly mobile with his arms on.

... What, what are you thinking?

Lucillius is anxious about Scipius' attitude, although he should have attached a uniform endorsement in a hasty prior consultation.

"... if it's customary, should the governor of the state be promoted by the border guard officer as he is?

However, as Cassius immediately expressed his opposition, Lucilius turned to Cassius unaware of the grin of his deputy, who would refrain next to Scipius.

"Times have changed, consul. I can't agree with the creation of such a hotbed of corruption. I think you should refresh your HR here once.

"Corruption? Corruption!?

Pushed by two quietly staring tempers, the floor was quiet, but in so doing the chief of the faction, Commander-in-Chief of the Scipius Imperial Army, asked the Speaker for permission to speak.

"I want permission to dismantle the Northeast Precinct Border Guard and move 15,000 soldiers south!

"Yes... what do you suddenly come up with?

Lucillius barely says it back in a frightened voice, shouting loudly at the floor.

Today's agenda is about the Northern Border and Border Protection Officers, and military placement shifts should not be included on the agenda.

But without any such opinion, Scipius took over the words.

"I want the Border Guard Officer to remain in the North! Give Adamantius 5,000 inside the Northeast Precinct Border Guard and create a new 22nd Regiment! If you have granted permission to the Border Guardian Officer to rebuild and strengthen the 21st Corps, you can easily push into Cliffonam without Alford. Moving troops to the south in preparation for the North can boost another 20,000! There's no way you're gonna miss this opportunity! Now is the time to grant permission to invade the Southern Continent!!

The floor was taken aback by Scipius, who finished expressing his opinion at once, but Cassius, who recovered as soon as possible, embarrassed Scipius with a loss and a voice.

"Commander-in-Chief! Today's agenda is about the Northern Border!

As soon as that happened, senators from neighboring factions everywhere began to argue just grasping at each other, and in an instant the Senate floor became a fuss as if it had poked a hive, leaving it unpacked.

"... quiet. I have a question from His Majesty the Emperor!

In the voice of the Speaker, the Members of Parliament, who had been enthusiastic about the debate until then, began to sit down and finally regained their calm after a while.

The Magnus Emperor, who had been perfectly quiet long after, but looked around the floor satisfactorily, slowly rises from his seat.

"An enthusiastic argument. Fine, this is the basis for the development of the Empire... first of all, I ask the Commander-in-Chief and the Consul... when did you grab the Northern freak? Why haven't I reported it? What was the army doing to prepare for the worst?

"Ugh!

"Oh, that's..."

Stuck in the emperor's lower questions, two people scratching cold sweat.

The army had grasped the Alford march and the Cilentium attack, but did not see it as anything like invading the Empire, and left it alone as a result of hanging the effort and effect on the balance to defend abandoned cities on the border.

Cassius also did not report and concealed not only the presence of Cilentium and its degree of development, but also Alford's enlistment, for fear that the presence of Cilentium would be exposed.

"Ask Lucillius. Who has the right to appoint a border guardian?

The Border Guardian Officer is a pro bono officer, and the personnel rights of the central official are directly connected to the Emperor.

I used to pressure him to change his dismissal and relocation from time to time, but by nature, it's not that Lucilius can talk.

But Lucillius, who smelled personnel interference in this statement, scratched a cold sweat just like the other two.

"Every day, it's good to reflect on your own incomprehensibility..."

But when he nodded to Eagle Yang to see how satisfied the three of them were with their fears, Emperor Magnus made no further pursuit and slowly uttered his words.

"Especially the consul's petition. If the barbarian king Alford was debated, this would be a pleasure for the Empire... but how about giving Border Guardian Hal Akircius a prize and a grand gold coin of 1,000, combined with the authority of the governor of the state?

When the senators applauded and agreed to the emperor's proposal, Emperor Magnus nodded and uttered words again.

"Sir Lucilius' proposal admits in part, I'm going to send one of the royal families to Cilentium as an inspector to inspect if the fraud has not been committed, but how about that?

Again, the senators applaud their approval.

"The General Commander's offer is accepted, but the military command authority in the north will take precedence over the border guards, and in emergency cases, one more legion will be allowed, but how about that? Also, after the Southern invasion is planned, first seek my and the consul's permission..."

"Ha! Certainly!

The emperor, smiling at Scipius, who answered with an unbeatable loud voice, declared the meeting closed, accompanied by closing words.

"He who should dilute the peace, security and prosperity of the Empire, measure well, and that is all about this matter.
