Border Guardian Hal Akircius

Chapter 7: Urban Renewal and Promotion Plan (Part 1)

A few more days later, the Cilentium Administration

With pitiful gray eyes, a man in his mid-thirties, Turius Sittius was witnessing a ghost that he was a young border guardian and his advisor.

"Nice to meet you, I'm Turius Sittius. Thank you for inviting me this time.

"No, please come a long way. I'm Hal Akircius, the border guardian.

"It is Gaius Altrius, our advisor.

"My predecessor's story was about Adamantius Defensive Commander... now you were the leader of the 22nd Legion Corps, and I am eager to hear from him, thank you.

Sittius politely thanked Altrius without looking particularly frightened.

Both families had arrived three days earlier in an abandoned city once named Cilentium, but after receiving housing arrangements, they offered a three-day respite to the street to look around the city.

Although time could not be said to have been sufficient, Sittius came to the administrative office in three days to get an overview of the city and its surroundings.

He was a Sittius with a strong determination to achieve greater development than he had come to, although he often ruled for amateurs.

Sittius remembered all the way here as he greeted the border guardian of the young group of islanders.

Though he fought within the empire over noble possessions and the boundaries of the public administration and won the ruling and succeeded in reducing the noble territory, he was forced to retire to his home city after being pursued in the post of Governor.

But the obsessive aristocrat found out where Sittius was retiring and repeatedly persisted in harassing him, even though he subsequently turned the ruling upside down and restored his possession.

My boss smoked me and made me retire the same way, and I was denied the fruits of my job, and besides harassment, I didn't enjoy it.

There were enough bounty and salary reserves, and Sittius' life was financially affordable, but I really didn't enjoy it because my surroundings wouldn't allow it to immerse me in the writings of my hobbies, and I've been particularly depressed here lately.

Due to obstinate harassment, the family was unable to go outside remembering their danger, and at the end of having to go out with a clan outing to shop as well, Sittius revived himself by reading a letter from the Northern Border, which set him up where he had been open to such a cramped life.

I still have a place where you need me.

The letter was accompanied by a verbal note from Adamantius, whom I had previously known when I had deposited the administration of the Detention post, but I should have done a stern trick on that old general as well, and I never dreamed that it was bought that way.

The letter from the strangely named Border Guardian Officer Hal Akircius spelled out that he wanted to do his utmost to recruit himself as administrative officer to the abandoned city of Cilentium on the Northern Border, freeing Sittius's humbled heart.

I am confident in my abilities, and I am also proud that what I did when I was Governor was not a mistake, even though I ended up wasting it in a noble sidecar.

I had a bad feeling about the recent tide of the Empire, but it was true that I was dissatisfied with the fact that I had been pushed into such a situation simply by exercising my proper administrative authority, and I was moved by the willingness of the border guard officer to expel them.

Sittius immediately opened the matter to the clan, and with the consent of his grandfather, his father, and his father-in-law, he decided to abandon his homeland and move to the northern border.

It was the northern border, which came prepared for a miserable and uncultural life, but against its will the streets were maintained, from the barracks to the Cilentium to the garrison of soldiers, able to travel safely.

Moreover, the arriving Cilentium was full of free vibrancy, and the building was built with the skill of the Empire, but it was exotic and beautiful, reflecting the cultures of the Northern tribes in colour, which surprised the whole family, Sitius.

The families were glad to finally arrive in a place of peace after seeing how Cilentium was doing and erasing their previous grief.

"... you don't look like you were listening.

"Um, the waist is normal, but..."

The two men, who had heard of their previous reputation from Adamantius and were terrified of battle, sometimes whisper to each other in an unexpected manner of politeness, when Sittius, who had been struck by emotions, was just a few moments away.

Sittius' petite voice broke in there.

"Quickly... would you mind if I put a lot of hands on it?

"Ha, ha."

Sittius began to talk to Hal, who accidentally stretched his spine, with a forethought that he was okay.

Sooner rather than later, the lead moves to Sittius.

"By the time I got here, I had a look at the city all the way... the city is beautiful, but the truth is, it's terrible!

"... how is it?

To the quick harsh words, Sittius continues his words as he sees Hull to face.

"First of all, barbarians... let these people stop bartering. All transactions in the city shall be made in currency. If there doesn't seem to be any currency, we should buy the goods that we bring in once in the administration and let them do the shopping in that currency. Failure to level the value of goods may result in frequent disputes and troubles due to differences in values for goods. It hasn't manifested itself yet because it's only a deal for neighboring nations, but when this begins to enter the sophisticated merchants of other countries and empires, the people of Cilentium will be turned into lawn mowers grass and unilaterally sucked out of profits. It must not be a city in which only the wicked and the profitably savvy gain.

"I see..."

To Altrius, who nodded at Sittius's suggestion, I remembered that the same problem had arisen in the harmonium I had once ruled.

At that time it was to misrespond and cause dissatisfaction, but this time this competent administrator will take corrective action.

With his arms together and his admiring Altrius intact, Sittius shakes the Noble Valve.

"The blue sky market is fine in itself, so let's rather take active advantage of this to activate the interaction between the periphery and Cilentium. If you know you have something to sell, it will also lead to an increased willingness to work, and there will be people out there who will have the opportunity to touch and be inspired by the artefacts of other countries through Cilentium.

"Right..."

There is certainly an increase in the number of visits to Cilentium, raised to the relics of the Empire.

Just looking at the city, the Craftsmen and Craftsmen of Cliffonam see the technical skills that they do not have, and more and more are asking their mentors from the Empire.

Veterans began to enter the city, and not only civil engineering technology, but also the bottom line of technology used in daily goods, starting with metallurgy and sewing, was remarkable these days, and those interested in the technology were beginning to gather from all over the northern border to learn.

Until now, the craft compartment of Cilentium began to be vibrant, as the technology that could not be learned without going to the Empire could be learned in Cilentium, and the Cliffonam technicians and craftsmen who had struggled to study in the Empire had returned.

Those who suffered all sorts of persecution and discrimination within the Empire and struggled with differences in customs and customs are far easier to learn and work in terms of everyday life, albeit in the Cilentium, part of the northern border.

For the same reason, they acquired skills in the empire, and the Cliffonams and Orans who worked within the empire are also moving to Cilentium.

"As for the craft district, on a day not so far away, I think that everyday goods and clothing will be able to be produced in this Cilentium except for the ingredients. It is only natural that if the population increases, so does demand, and if demand increases, supply expands. We need to keep our eyes open about cheats, fraud, crude goods and fraud, but let us remain free to do so.

When he took it out, Sittius, who was speaking looking at the memoir he had written, looked up and asked Hull as he noticed.

"What's going on with the city council?

"No, we haven't gotten that far yet. For once, chiefs and village chiefs may get together, but they haven't made it to the city council.

A city council is a council set up in an imperial city, a reduced version of the senate, but its nature is closer to the citizens than the senate, and it will be more of a position of citizen representation.

That was once the senate of the Empire, but as its size grew, it degenerated and became a place of nobility and power.

Although the City Council has no powers, it is also an advisory body to the Governor General and an important organization for drawing citizens' demands and opinions.

Cilentium, which has only been granted state governorship and has not yet become an imperial state, is not essential for installation, but it is an effective way to listen to the citizens of Cilentium, which is about to reach 10,000 inhabitants of the city as well.

To Hull's answer, Sittius nods one and opens his mouth.

"Can you get your hands on that as soon as possible? For your convenience, choose from among the veterans who have previously been chiefs and village chiefs as ex-generals. As in any other city, the term of office will be three years and the election category will be per district, but the way is that the imperials are elected in an imperial manner, and the people of Cliffonam and Oran will have elected chiefs in the Presbyterian Council as senators.

"Aren't we going to have an election overall?

When Hal raises the question, Sittius replies naturally.

"We're going to turn it into an imperial method, but now we can still do it the way it's elected by each tribe. Suddenly, implementing everything in an imperial way will result in unnecessary confusion and rebellion. At first, we introduced the imperial method from a small and trivial point, and you can do what is important and what is not conceivable by custom, as long as it stays the same as usual, as long as it is not significant or inefficient. Of course, we will introduce that method for the part where the Cliffonam method is superior to the Empire. Especially though, unfortunately, few things say that Cliffonam is better in administration.

Cittius turns the dossier at hand while saying so.

"It seems that the legal development is over once and for all. But not enough officials to do it. Fortunately, the magistrate is Lucius, and this one won't be a problem because he's been trained and maintained. I'm a key administrator, but I'm going to pull out a few acquaintances, so let's use these people as an axis to recruit the most prominent people in this city and train the administrators. How is the administrative structure of Cilentium currently?

"Now an Oran elder named Dresines is leading the way in making the family registry, but there is none else at all. I haven't even levied taxes yet, have I?

"I see... okay, once I say Administrator, I'm going to head the administration of the city of Cilentium in general, okay?

To Hull's answer, once he stops turning the material, and after a while of thinking, Sittius says, Hull nods naturally.

"Yes, that's why you're here, thank you.

He invited Sittius to lead the administration in general, not the advisor.

So for the first time Sittius smiled nicely.

"Thank you, there's a difference in efficiency between being empowered and not being, so it's worth the swing of your arms. Then let Lord Dresines be the Registrar and Lord Lucius the Magistrate. I will continue to entrust you with the duties of the two Secretaries, as I have always done. I've brought a schematic diagram about the administrative mechanism, so let's use this as a reference to shape it.

When Sittius pulled one drawing out of the material he had, he indicated to Hull.

It contains the institutional and organizational charts of the administrative government used by the imperial city in general, and only the positions are filled in.

Sittius borrowed pens and ink from Hull and wrote down his name there.

Chief Administrator Hal Akircius (Border Guardian Officer)

Advisor Gaius Altrius

President of the Urban Council

Administrator Turius Sittius

Treasurer

Secretary of Commerce

Secretary of Crafts

Inspector General.

Secretary of Agriculture

Dormitory Secretary Dresines

Secretary of the Security Lucius Aetius

"Well, we'll be filling in this diagram after all, so for now, I'll be in charge of the blank clerk. Lord Border Guardian, can you please sign the right corner of this diagram?

"Oh, yes, I understand.

Hal signed to the right corner of the diagram with a pen he received from Sittius.

Sittius waits for the ink to dry and puts the drawing on the back wall of Hull's desk.

At that moment, the painted diagrams, not according to paste or pin, quietly gave off a strong light.

"Now the administration of Cilentium has been inaugurated.

At the same time that Sittius said so, the light changed to thin.

At the same time, to the top right of the diagram, today's date began to float and immediately became the same intensity as the other letters.

This figure is consecrated blessed by the priests of the Empire.

It is believed that those who bear their names will be able to carry out their duties in full; on the contrary, it is said that there will be a curse if they renounce their positions.

It is also possible to modify or write if you are in that position, but it is a drawing with an unclean, indelible and unbreakable strange effect, and when this drawing is placed in the room of the highest official of the Administration Building, it is assumed to be the date and time of the inauguration of the Administration.

Sittius had asked Adamantius to use his waiting time in the northern barracks to run a fast horse to the city of Lemesia, Colonia, and he had obtained this figure from a cleric he knew.

"It is an administrative organizational chart... I miss it, I once pasted it in the place, but unfortunately it seems to have disappeared with my death.

I said emotionally as Altrius looked at the pale and glowing diagram on the wall.
