Three months passed faster than anyone expected.
The reconstruction of Helmarte no longer resembled an ambitious proposal debated behind the closed doors of the Royal Council. It was no longer a collection of engineering drawings, budget estimates, schedules, and promises written on paper.
It had become the heartbeat of the capital itself.
From sunrise until well after sunset, the city echoed with the sounds of industry. Steam whistles announced the beginning and end of every shift, while the rhythmic strikes of hammers rang from temporary fabrication yards scattered across the eastern district. Heavy wagons moved through designated supply routes without pause, carrying cast-iron pipes, bricks, cement, structural steel, timber, tools, and replacement machine parts toward the active construction zones.
At nearly every major intersection, soldiers and traffic officers directed the endless flow of workers and materials. Temporary signs warned carriage drivers away from excavated streets, while wooden bridges allowed residents to cross trenches that now divided entire neighborhoods.
Dust had become as common as morning dew.
It settled on windowsills, market stalls, coats, rooftops, and passing carriages. Shopkeepers swept their entrances several times a day, only for another thin layer to appear before noon. During dry afternoons, the streets around the construction zones sometimes disappeared behind pale clouds stirred up by wagons and steam machinery.
Every citizen noticed it.
Yet very few complained anymore.
The inconvenience that had frustrated merchants during the first few weeks had slowly transformed into curiosity. Curiosity soon became excitement, because for the first time, ordinary people could see the promised future taking shape beneath their feet.
Every completed section brought visible proof that the reconstruction was real.
New drainage channels appeared along streets that had flooded for generations. Public water stations began receiving temporary connections from newly installed mains. Electric lamps illuminated work zones that had once fallen into complete darkness after sunset. Even the deep trenches, which had initially frightened nearby residents, became popular gathering places whenever the safety officers allowed supervised viewing.
Children watched the steam cranes with endless fascination. Merchants studied the utility plans posted outside every work zone, trying to determine when their streets would reopen. Property owners who had once protested the excavation now asked when the project would reach their neighborhoods.
Expectation had replaced doubt.
Deep beneath King’s Avenue, Ernest stood inside the largest excavation completed since the reconstruction began.
The trench stretched nearly half a kilometer along one of Helmarte’s busiest roads. Massive timber supports reinforced both sides of the excavation, preventing the packed earth from collapsing inward. Wooden ladders and temporary stairways connected the bottom of the trench to the street above, while reinforced platforms allowed workers to move tools and materials safely between different sections.
Hundreds of laborers worked inside the enormous underground corridor.
Some carried measuring rods, hammers, ropes, and lanterns. Others guided heavy pipes into position or tightened the enormous bolts holding each section together. Foremen walked between the crews with notebooks in hand, checking progress against the daily schedule before marking completed tasks.
Sunlight barely reached the deepest sections.
Instead, portable electric lamps hung from temporary poles along both sides of the trench. Their steady white light illuminated the work area without the smoke, heat, or flickering shadows produced by oil lanterns.
Many of the older laborers still found themselves glancing upward at them.
Some had worked in mines, tunnels, and construction sites for most of their lives. They were accustomed to laboring beneath dim lantern light while struggling to breathe through smoke and dust. None had imagined that one day they would build beneath electric lamps bright enough to make underground work feel almost like daylight.
Chief Engineer Wallace approached Ernest while carrying a rolled blueprint beneath one arm and a thick inspection report in the other.
"Lord Ernest, the primary sewer interceptor has been completed. All ninety-six sections are now connected, and every joint has passed both the pressure and flow tests. The inspection teams found no leakage."
Ernest looked toward the enormous brick-lined tunnel running through the center of the excavation.
"Already?"
Wallace smiled with obvious pride.
"The crews finished the final section shortly before sunrise. We repeated the test twice to make certain the first result wasn’t an error."
Ernest accepted the inspection report and examined the first page.
Three different signatures appeared beneath the results.
One belonged to the contractor’s site engineer. Another came from the Royal Engineering Office. The third belonged to an independent inspector appointed by the Helmarte Capital Infrastructure Authority.
Exactly as required.
Ernest turned several pages, checking the measurements, test pressure, material batch numbers, construction dates, and the names of the foremen responsible for each section.
"Excellent work. Were there any requests to reduce the testing period or approve sections before the inspections were complete?"
Wallace looked almost offended by the question.
"Not under your system. Every supervisor knows that untested work will be removed and rebuilt at the contractor’s expense. No one wants to explain that kind of loss to their employer."
"That is precisely the point."
Ernest closed the report and handed it back.
One failed sewer beneath a populated district could undo years of work. A hidden crack might allow waste to contaminate the soil, weaken the street above, or pollute the new water system. By the time residents noticed the problem, repairing it could require reopening an entire avenue.
Construction created infrastructure.
Inspection ensured it survived.
Farther down the trench, another team prepared to install the city’s first modern water main.
Unlike the narrow wooden conduits used in older districts, the new cast-iron pipes measured nearly seven hundred millimeters in diameter. Each section was so heavy that a steam crane had to lower it into position while workers guided it with thick ropes from a safe distance.
The process was slow and careful.
Before connecting the pipes, workers cleaned every flange with wire brushes and dry cloth. They inspected the surfaces for cracks, dents, and casting defects before fitting thick rubber gaskets between the joints. Once the pipe sections aligned, teams tightened the bolts in a fixed sequence to ensure equal pressure around the entire connection.
Nearby, several Royal Engineers observed every step while recording measurements inside leather notebooks.
One young lieutenant watched a clerk copy the pipe identification number into three separate records.
"I’ve never seen this level of documentation," he whispered to the officer beside him. "They record the pipe number, the foundry batch, the installation date, the depth, the position, the crew, and even the weather."
His companion nodded toward the row of clerks working behind a temporary drafting table.
"They record everything. Every bolt, every inspection, every repair, and every material delivery."
An older supervising engineer overheard them and turned around.
"That information may seem excessive today, but twenty years from now, someone will need to know exactly what lies beneath this road. Without these records, future engineers would have to dig blindly and hope they don’t strike a water main."
He tapped the notebook in his hand.
"A city’s memory cannot depend on people remembering where something was buried."
The young officers glanced at the completed drawings hanging from the nearby board and immediately understood.
Infrastructure was not built only for the present generation.
It had to be maintained by people who had not yet been born.
Elsewhere in the eastern district, Teucher Machine Works introduced another innovation that quickly attracted crowds of curious tradesmen.
Portable concrete mixers.
Before their arrival, workers mixed mortar and concrete by hand using shovels, wooden platforms, and large amounts of physical labor. Maintaining a consistent mixture depended entirely on the judgment and strength of the workers assigned to each batch.
The new machines changed everything.
Rotating steel drums powered by compact steam engines blended sand, gravel, cement, and water into uniform mixtures. Once a batch was ready, the operator tilted the drum forward and poured the contents directly into waiting wheelbarrows.
Production tripled almost overnight.
More importantly, every batch had nearly the same consistency.
Masons gathered around the machines with expressions that ranged from admiration to suspicion. Some feared the equipment would make their jobs unnecessary, while others quietly calculated how much faster they could complete walls and drainage channels.
One veteran bricklayer folded his arms as another smooth batch poured from the rotating drum.
"I’ve spent thirty years mixing mortar by hand," he muttered. "Now that machine does it before I’ve even finished sharpening my trowel. I’m beginning to feel unemployed."
The mechanic operating the mixer laughed.
"You’re not unemployed. You’ll simply spend more time laying bricks instead of making mud."
The mason scratched his beard while watching several laborers wheel the mixture toward a nearby foundation.
"I suppose my back won’t complain about that."
"It may even allow you to work another ten years."
"Don’t push your luck."
The men around them laughed before returning to work.
The reconstruction had changed far more than the physical appearance of Helmarte.
It had transformed the capital’s economy.
Restaurants near the active construction zones doubled their sales as thousands of workers purchased meals before and after their shifts. Tailors received enormous contracts for durable uniforms, gloves, aprons, and weatherproof coats. Blacksmiths who had once produced horseshoes and farming tools began specializing in machine repair, pipe fittings, crane hooks, and replacement gears.
Lumber merchants struggled to keep pace with demand. Brickmakers expanded their kilns. Quarry owners hired additional workers and purchased more wagons. Boarding houses filled with tradesmen arriving from distant provinces.
Entire neighborhoods that had once depended on seasonal employment now enjoyed steady wages throughout the year.
Even farmers in the surrounding villages benefited.
Every morning, wagonloads of vegetables, grain, eggs, meat, cheese, and milk entered the capital to feed nearly twenty thousand workers. Local producers no longer worried about finding buyers for surplus harvests. Contractors purchased food in bulk, while new merchants opened warehouses and distribution stalls near the city gates.
Money moved through Helmarte faster than at any point in its history.
One afternoon, Prime Minister Ashford arrived for his monthly inspection.
Unlike the ceremonial groundbreaking three months earlier, the visit had no musicians, banners, speeches, or invited nobles. Ashford wore a simple riding coat instead of formal robes and arrived with only a small escort, two ministry officials, and a clerk carrying a stack of reports.
Ernest met him near the entrance to the completed utility corridor.
After putting on a protective helmet, Ashford followed Ernest and Wallace down a temporary wooden staircase that descended beneath the avenue.
The moment he reached the bottom, he stopped.
For several seconds, the Prime Minister simply stared.
Beneath the street lay three carefully organized levels of infrastructure.
At the lowest elevation, the massive brick-lined sewer tunnel stretched into the distance until the electric lamps became tiny points of light. Above it ran the city’s primary water main, secured inside reinforced supports and separated from the sewage system by thick layers of concrete and compacted earth.
Along both sides of the corridor, raised utility shelves held empty conduits intended for future electrical transmission cables, telegraph lines, and communication systems. Maintenance walkways provided workers with access to inspection valves, drainage chambers, and service junctions without requiring them to excavate the road above.
Nothing overlapped.
Nothing crossed without purpose.
Every pipe, conduit, walkway, access point, and inspection chamber had a designated place.
Ashford slowly turned toward Ernest.
"This will never be seen by most of the public."
"It shouldn’t be," Ernest replied.
The Prime Minister frowned as he examined the polished cast-iron water main.
"You’ve spent millions of riels building something that no citizen will admire once the street is restored."
Ernest smiled and placed one hand against the pipe.
"They’ll admire what it prevents."
Ashford waited for him to continue.
"They’ll notice when their homes no longer flood after every heavy storm. They’ll notice when their wells stop carrying disease. They’ll notice when sewage no longer runs through open drains beside their streets. They’ll notice when repairs can be completed through maintenance chambers instead of tearing up the road every few years."
He looked down the long corridor.
"The best infrastructure is the kind people never have to think about. It simply works, day after day, until clean water, safe roads, proper drainage, and reliable electricity become ordinary parts of life."
For a long moment, neither man spoke.
Only the faint hum of the electric lamps and the distant echo of construction filled the corridor.
At last, Ashford gave a quiet laugh.
"I believe I’m beginning to understand why the King entrusted this project to you."
Ernest continued looking toward the seemingly endless tunnel.
"This is only the beginning. Once these foundations are complete, we still have roads, pumping stations, power distribution systems, public buildings, bridges, and entire residential districts to rebuild."
Above them, steam engines roared back to life as another shift began. Hammers struck steel, cranes lifted pipes, and thousands of workers continued reshaping the capital one section at a time.
Helmarte was changing.
Not from its rooftops downward, where the improvements could be easily admired, but from its foundations upward, where the most important work would remain unseen.
And long after the dust settled, the fences disappeared, and the final road reopened, those foundations would continue carrying the city toward a future its citizens had only begun to imagine.
