Chapter 169: The Price of Progress Part 2
No one reached for the ledger.
For several long, suffocating seconds, the only sound inside the conference room was the steady, mechanical tick-tock of the tall mahogany grandfather clock standing near the stone hearth.
Arthur was the first to break the heavy silence.
"I’ve checked it four separate times," he said softly. He removed his wire-rimmed spectacles and rubbed the red marks on the bridge of his nose before looking up at Ernest. "I even scrapped my original scratch paper and started over from the very beginning." He offered a faint, exhausted smile that didn’t reach his eyes. "I was desperately hoping I’d misplaced a decimal point or misread a row of zeroes."
Ernest slowly reached across the mahogany table and pulled the thick leather ledger toward himself.
His eyes moved deliberately down the columns of crisp ink figures, reading the cold reality of their ambition line by line:
Land Acquisition & Crown Titles.
Bulk Earthworks & Site Grading.
Blast Furnace Masonry & Refractory Stacks.
Coke Battery Construction.
Pneumatic Converter Shop.
Heavy Rolling Mills.
Machine Construction Bays.
Central Steam Electric Station.
Internal Railway Network & Gauge Installation.
Worker Residential Cantonments.
Fireproof Freight Warehouses.
Metallurgical Laboratories.
High-Volume Water Supply & Pumping Facilities.
Central Administrative Offices.
Each individual estimate had seemed entirely reasonable—even modest—when evaluated on its own engineering merits.
Together... they formed a sum that felt almost absurd.
Ernest leaned back in his leather armchair, interlacing his fingers over his chest. "I expected it to be expensive."
Arthur let out a quiet, breathless laugh. "This isn’t ’expensive,’ Ernest. This is..." He paused, searching the air for a word heavy enough to match the paper in front of them. "...this is historic."
Hollen remained remarkably unshaken, leaning against the armrest of his chair with his briar pipe in hand. "I don’t suppose anyone sitting at this table expected the largest integrated steelworks in the entire kingdom to cost the same as a neighborhood bakery."
Arthur turned toward the old forge master. "I understand scale, Hollen! But this figure..." He tapped his knuckle against the bottom of the ledger page. "...this single figure is larger than the total annual tax revenue of several western provinces combined."
Samuel Wright folded his arms across his chest, staring grimly at his survey maps. "And that’s before we calculate the baseline contingency reserves for winter weather or material freight delays."
Arthur looked genuinely horrified, shaking his head. "Please, Samuel. Don’t remind me."
Ernest picked up a fresh sheet of white drafting paper from the stack. Instead of staring at the terrifying total at the bottom of Arthur’s page again, he took a charcoal pencil and drew a single, straight line down the exact center of the blank sheet.
At the top of the left-hand column, he wrote: Capital Cost.
At the top of the right-hand column, he wrote: Compounded Return.
Arthur frowned, leaning over the table. "What are you doing now? The calculation isn’t finished."
"It certainly looks finished," Arthur muttered, pointing at the bottom of his ledger.
"No," Ernest said quietly, shaking his head. "We’ve only calculated what we will spend." He tapped the charcoal point against the blank right column. "We haven’t calculated what we will earn."
The room grew quiet once more. Arthur slowly leaned back in his seat, watching Ernest attentively. "...Go on."
Ernest uncapped his fountain pen, the dark ink catching the light of the overhead lamps.
"The kingdom currently bleeds massive amounts of foreign gold importing finished steel whenever domestic ironworks fail to meet demand," Ernest began.
Samuel nodded in agreement. "That’s correct. The Royal Engineers had to buy foreign structural beams for the river bridges last spring."
"We also import specialized heavy rails," Ernest said, writing swift headings beneath the right column. "Boiler plate. Precision drive shafts. Massive structural castings."
Arthur added softly, "And every single overseas shipment costs a small fortune in shipping tariffs."
Ernest penned a heavy heading: Import Substitution.
"Every ton of high-grade steel we manufacture in this basin," Ernest said, "is one ton of wealth that no longer leaves the kingdom."
He wrote another heading: National Rail Production.
"The National Railway network alone will require tens of thousands of tons of heavy-section rail over the next decade. We will supply every single yard of it ourselves."
Another heading followed: Locomotive & Rolling Stock Manufacturing.
"Instead of purchasing steam engines from foreign workshops at exorbitant markups..." Ernest looked at Hollen. "...we build them right here."
Hollen smiled through a cloud of pipe smoke. "And charge them for maintenance whenever they break a drive rod."
"Exactly," Ernest said.
He penned another line: Machine Tools & Automation.
"Factories across Belfast are already purchasing specialized machinery from Teucher Machine Works," Ernest explained. "When high-quality steel becomes cheap and accessible, they will purchase ten times as much."
Arthur leaned forward, his eye for corporate growth catching the spark. "Because cheap raw materials lower the cost of building new factories."
"Correct," Ernest said, looking around at the three men. "A modern steelworks doesn’t simply sell steel, gentlemen. It enables every single industry that relies on steel."
His pen moved across the paper, adding line after line:
Shipbuilding.
Mechanized Agricultural Implements.
High-Pressure Steam Boilers.
Civil Bridge Construction.
Commercial Building Frames.
Deep-Shaft Mining Equipment.
Factory Expansion.
Every single industry in the realm eventually circled back to one indispensable foundational material.
Steel.
Samuel quietly nodded to himself, a small smile breaking across his face. "The capital reconstruction project taught us something very similar."
Everyone turned to look at the civil surveyor.
"When Lord Teucher paved the primary transport roads, regional trade increased," Samuel recalled. "When trade increased, municipal tax revenues soared. And when tax revenues soared, the city built better water mains and electric lines." He looked up at Arthur. "It became a self-sustaining cycle."
Ernest pointed the tip of his pen directly at Samuel. "Exactly. A master steelworks operates on the exact same economic principle. It doesn’t merely produce metal for market. It accelerates the productive capacity of the entire national economy."
Arthur slowly reached up and rubbed his temples, staring intently at the two columns on Ernest’s sheet. "I think I finally understand what you’re doing, Ernest... You never intended for this enterprise to pay for itself through simple steel invoices alone."
"No," Ernest said softly. "It pays for itself by making the entire kingdom wealthier."
Ernest smiled faintly. "Now you’re thinking like an economist."
Hollen chuckled dryly, shaking his head. "I preferred it when we only had to worry about how much coal to toss into an open hearth."
The old forge master stood up, stretching his heavy shoulders, and walked over to the wide bay window overlooking the estate grounds. Outside, the electric arc lamps lining the stone driveway glowed softly beneath the midnight sky.
"When I was a young apprentice back in the mountain foundries..." Hollen spoke without turning around, his deep voice carrying across the quiet room, "...my old master used to tell us something over the anvil."
The others fell silent, listening closely.
"’A forge only exists because the farmer grows grain,’" Hollen quoted softly.
Arthur tilted his head, frowning slightly. "I don’t quite follow."
"He meant that no craftsman or industry survives in isolation," Hollen explained, turning back to face the table. "The blacksmith needs the miner to dig the ore. The miner needs the farmer to feed him. The farmer needs the blacksmith to forge his plow. The merchant connects them all."
His eyes settled on Ernest with quiet respect. "I’ve spent most of my life thinking about how to forge iron. You’ve been thinking about the entire web that connects the world."
Ernest stood up from his chair and walked over to join the old master by the window.
"The railway needs steel," Ernest said, looking out toward the distant lights of Helmarte on the horizon. "The steelworks needs coal. The coal mines need steam locomotives. The locomotives need rails. The rails need steel." He looked back at his team. "The Industrial Revolution isn’t a single brilliant invention. It is thousands of interconnected industries strengthening each other’s momentum."
Arthur suddenly cleared his throat, holding up a secondary folder from his desk. "There is... one more critical problem we have to address."
Everyone turned back toward the legal director.
"I’ve estimated the raw construction and structural costs," Arthur said, opening the ledger to a marked page. "But physical construction isn’t our only ongoing expenditure." He turned several pages filled with dense labor estimates. "Payroll."
The room fell quiet once again.
"Two blast furnace crews," Arthur read out. "Converter vessel operators. Precision machinists. Mechanical engineers. Civil surveyors. Master bricklayers. Structural riveters. Carpenters. Rail crews. Administrative staff. Security details. On-site medical staff. Trade school instructors." He slowly lowered the paper. "Long before the first commercial rail is ever rolled or sold... we will already be paying monthly wages to thousands of workers."
Hollen nodded in agreement. "He’s right, Ernest. A blast furnace crew doesn’t work on credit while you wait for buyers."
Ernest didn’t look concerned in the slightest. "I know."
Arthur stared at him. "You keep saying ’I know’ with absolute calm!"
"Because I expected it," Ernest replied smoothly.
He reached for another blank sheet of vellum. Across the top, in bold, clean lettering, he wrote four words: Construction Phase Modular Financing.
Arthur leaned forward. "What does that mean in practical terms?"
"It means the steelworks will not be built as an all-or-nothing megaproject," Ernest explained, dividing the page into clear, chronological sections.
Phase One
Land preparation, temporary rail spurs, worker cantonments, and primary power generation.
Phase Two
Coking batteries and Blast Furnace One.
Phase Three
Pneumatic Converter Shop and Heavy Rolling Mills.
Phase Four
Machine construction works, facility expansion, and Blast Furnace Two.
Hollen studied the modular schedule, his eyes lighting up as he grasped the concept. "So each completed phase begins generating operational cash flow to support the construction of the next."
"Precisely," Ernest confirmed. "Blast Furnace One begins tapping pig iron and casting commercial ingots before the rolling mills are even fully framed. We sell pig iron and heavy castings to the domestic market immediately to generate working capital."
Arthur’s eyes widened as the financial mechanics clicked. "So revenue begins flowing long before full construction concludes!"
Ernest nodded. "We don’t need to wait five years without income before earning our first riel."
Samuel smiled warmly. "That’s remarkably clever."
"No," Ernest said, looking at the phased schedule. "It’s survival."
The grandfather clock in the corner struck two in the morning, its deep chimes echoing through the quiet manor.
No one seemed to notice the hour.
The terrifying grand total at the bottom of Arthur’s ledger still existed. It hadn’t shrunk by a single riel. If anything, everyone in the room understood its vast implications far better than they had hours ago.
Yet something fundamental had changed.
The figure no longer represented an impossible, crippling expense. It represented a calculated, dangerous, and necessary investment in the kingdom’s future.
For the first time that night, none of them were asking whether the project could be built.
Instead... they were actively debating how.
