Civil War Diplomacy
"Civil War"
That is definitely the stage for tragedy.
A man belonging to the same country disputes in two or more divisions. I can no longer argue how sad that should be.
However, as there are regular visitors to the theatre looking forward to the stage of tragedy, many also enjoy theatre in the international community under the name of this "civil war".
It is often said that the misfortune of others is the taste of honey, but in some cases countries where the misfortune of other countries is the taste of honey may be more majorities there.
So what about the case of the "Rebellion of the Continental Calendar 638", the first, largest and most protracted civil war in the Kingdom of Silesia? In a nutshell, grieving humans were definitely more of a minority. But at the same time, it doesn't mean that those who enjoy it are the majority.
At that time, the hearts and minds of the countries surrounding the Kingdom of Silesia were complex.
In the civil war in the Kingdom of Silesia, it was not the factional forces within the Kingdom of Silesia that mattered. The fact that the Grand Duchy was large and that the Kings were unfavourable is reasonable from the point of view of domestic warfare.
But on the other hand, what happens when you look at the international situation? The thoughts of the nations were concentrated there precisely.
That is due to a geopolitical problem, which the Kingdom of Silesia says it has been able to survive as a "buffer state" even without trying for a long time.

- Senate of Liechtenberg, capital of the Union of Livonia Nobles.
That day, the Senate, the supreme decision-making body of the Union of Livonia Nobles, was urgently convened.
The Senate is a collegial group of 15 senators. In this country, where there is no monarch as head of state, the chairman of this House of Lords is the head, and all the members of the House of Lords are more noble than the Count who endorsed the House of Lords in the war of unification of Livonia.
And in particular, the five Dukes of Weber, Dietrich, Bierstadt, Hermesberger and Zyfeld, who became founding members of the House of Lords, are "permanent members" of the House of Lords, whose identity is guaranteed, while the seat of the Speaker of the House of Lords is also the rotation of permanent members.
Ten non-permanent members of Parliament are called "non-permanent members" and half five are re-elected every two years. As mentioned above, everything is ranked above the Count, and the indiscipline does not make him a congressman for two consecutive terms.
This system of seemingly complicated presbyterian houses is due to the history that the Union of Livonia Nobles has walked through. But the complex system largely shapes the destiny of this country, and in this day and age, it is also an important element.
"There is no other gathering this time. It's about the 'fire' that burned up in the neighboring country."
One of the leading Duke's houses, the head of the Duke of Zyfeld's house, will be the host. Otto Ulrich von Zaifert.
He is also a distant relative of Sergei Romanov, who became Emperor of the Eastern Continent Empire. Thus it is often seen as a pro-Eastern Continental Imperialist by each nobleman in the Senate, but he himself denied it.
"There's nothing to deal with. We are a country participating in the 'Anti-Silesian Alliance'. If so, there would be no reason to leave the fire burning in Silesia!
This borders the territory of the Kingdom of Silesia, a statement by the non-permanent legislator. It was also an obvious selfish statement that he wanted to quickly invade and softly expand his territory.
However, there is an immediate objection to this statement.
"Invade, support one or the other, a war is not something you can start right now. We need to see the mobilization of the army, the securing of the budget, the coordination of all aspects and, above all, the international situation. I think we should be cautious."
It was the non-permanent parliamentarians who were making their fortunes through transactions without border crossings with any country that raised this objection. If you put it to him, making further expeditions against the kingdom of Silesia, which is no longer the earliest military threat, would only end in the worst possible way: "it is the other nobles who benefit from the increased burden on themselves alone".
"It's good to be cautious. But you can't be too cautious and tread like you did when you were Carlsbert."
and a statement from another congressman.
In the Carlsbert Civil War, which erupted between 637 and early 638, the Union of Livonia Nobles was showing willingness to intervene. But that didn't end Livonia's civil war intervention due to the early end of the civil war and disagreements within the Senate like earlier.
Many regretted that if the intervention had been swift, they would have obtained the western realm of Carlsbert. The rebellion from nobles, especially those with territories bordering Carlsbert, was tremendous and blatantly condemned the Senate.
It was also in this era, as can be seen from these examples, that the shortcomings of the system of "senate" of the Union of Livonia Nobles were exposed.
In other words, the council system whereby each nobleman makes decisions by actively exchanging opinions on authoritarian monarchies with somewhat centralized powers has taken longer to reach a decision.
In the early days of statehood, every senator in the House of Lords had exhausted thorough arguments for the nation, and every senator was excellent and competent, so he was functioning well.
"If you are going to march against Silesia, you can form an expeditionary army with only the aristocracy in favor! I don't want you to get us involved!
"What, is that the word of a nobleman joining the same coalition!?
"If so, you want us to respect our opinions that are in the same coalition! What's in it for us to do with your travel plan?
Already 138 years since the founding of the Union of Livonia Nobles. At the beginning of the founding of the country, the diligent Livonia nobility did not exist in the House of Lords at the earliest, but was transformed into a barren exchange of views made up of nobles seeking only their own interests.
It is also called popular folly politics.
In the case of the Senate, which has only nobility, it might be better to describe it as "noble and foolish politics".
If this were just a non-permanent parliamentarian issue, it would still have been better.
Unfortunately, however, "noble and foolish politics" was also pervasive among the permanent deputies.
"As my Duke of Hermesberger family, I believe it is also an important judgment material on how the Ostmarc and Eastern Continental empires will emerge"
The Duke of Victor Siegfried von Hermesberger, who is a permanent MP and plans to take the seat of the next Senate Speaker, made what could be described as a todome to proponents of the expedition.
His opinions are ostensibly benign. At least more obviously than non-permanent parliamentarians.
Behind it, however, he thought we should keep pace with the Ostmarc Empire. The Duke of Hermesberger family is due to its deep political, economic and diplomatic ties to the Romanov Hermesberger Emperor family of the Ostmarc Empire.
And the Ostmarc Empire was overall friendly to the Kingdom of Silesia, except for a very few sadistic royal families. At the moment we do not know how the Ostmarc Empire will judge. Therefore,
"There is no justice in the Silesian travel plan. That country is dead at the earliest, and intervention only scratches the situation. Besides, Silesia is not the only enemy we have. It is also possible that the Western Continental Empire and the Holy Tyrrhenian Pope will pierce our backs and lower abdomen intervening in the civil war. We should be careful."
And so I argued.
Permanent members have the privilege of a "veto" that non-permanent members do not have. That the Senate voted by majority can also be brought into the veto by activating the veto.
The Duke of Hermesberger flickered his veto farther away.
"You're right, the Duke is right!
"I agree with the Duke of Hermesberger!
The opposition non-permanent deputies to the conscription, who obtained the opposition of the permanent deputies, shouted.
Though the debate ensued tens of minutes later between the pro-course and opposition deputies, the Duke of Hermesberger did not bend his will,
"Results of voting. Eight in favour, four against and three abstentions. The Duke of Hermesberger has activated the right of veto, making this proposal a veto."
The chancellor of the Senate, the Duke of Zaifert, had no choice but to declare so, and he had no choice but to hold his head unknown.

During the sight of the Second Reich capital of Christ, the Jingu Palace of Christ (Hagia Sophia).
It was no exaggeration to say that, as a result of the Seventh Ostmark-Christ War, the Second Reich of Christ had experienced its greatest defeat since its founding.
It was also from this era that the Second Reich of Christ became known as the "dying sick" on the continent.
As a result of the defeat, the Second Reich of Christ lost its western Glycos region and its stronghold, Crete, which floats in the Aegean Sea, also lost control of the sea.
Although the newly built "Grand Duchy of Glycos" in the Glycos region was a nominally completely free and independent state, it was in fact a puppet state of the Ostomark Empire, under the strong powers of Ostomark not only in military and diplomatic matters, but also in internal affairs.
It is clear that the Ostmarc Empire will in the future swallow the Grand Duchy of Glycos by taking what can be described as administrative procedures, and that is also something that cannot be seen in defence for the Second Reich of Christ.
Consequently, Emperor Basileios IV withdrew with the Grand Chancellor (Sadranzam), following criticism directly from the domestic nobility.
Instead reigning was Melina Anatolicon, daughter of the concubine of Basileios IV at age 14. To the Grand Chancellor is the Marquis of Costa, who served as Registrar under the regime of the emperor Basileios IV.
The future of the Second Reich of Christ rested on the shoulders of Empress Melina, making her a flattering new emperor, and Marquis Costas, the Grand Chancellor.
Civil war in Silesia.
Melina asked the Marquis Costas, who breaks her knee in front of her as she depressingly scratches and fries her long stretched hair.
"It's Master Left, Your Majesty. On August 31, when he left, King Franz and his brother Grand Duke Carroll, who had long been in conflict under the water within the Kingdom of Silesia, finally exchanged swords. I sincerely apologize for the delay in reporting that Wang Du was under martial law..."
"It is not the responsibility of others (of course) in that regard. No need to apologize."
The civil war in Silesia was very interesting for both of us. Even if it does not border with Christ, it borders with the Ostmarc Empire, the largest virtual enemy of the Second Reich of Christ.
"We are in a state where we must confront a powerful enemy nation. Is that why we have to explore alliances? Just like Silesia once did."
Melina speaks to Costas in an age-appropriate, somewhere tongueless manner.
She was ineligible as an empress because Merina, who had just taken office, was an amateur in politics and was no less entitled to inherit the throne.
But Melina herself was aware of it, and that's why she aroused herself at least as the monarch of the Oblique Yang Empire.
"If 'diplomacy' measures are right, do you mean our allies are Silesia"
A measure of far-flung attack.
Interact with the distance and attack the proximity. It is a strategy to force two frontal wars on the enemy to gain relative merit. For the dying sick in the face of a mighty empire, it should be the best measure…, Melina thought.
"Are you saying that… will also determine our fate depending on how the civil war in Silesia falls"
Will he disappear into history as the last emperor of the Second Reich of Christ, or will he be glorified as the emperor who rebuilt the Reich?
Empress Merina's first foreign policy was her response to the civil war in Silesia.
"What do you think, Grand Chancellor (Sadranzam) Costas"
"It is Grand Duke Carol Silesia who currently prevails. His people are deeply connected to the Eastern Continental Empire. On the other hand, King Franz, who stands at a disadvantage, does not seem to have such a handover."
Carlsbert and I have a connection, but I know you can ignore it this time because it's a weak country, he goes on.
"How about the Ostmarc Empire?
"… somewhat complicated"
Costas said the controversy between "Silesian separatists" and "Silesian allies" is on the rise in the country.
It was as a result of Ostmarc Imperial Prince Valter's incitement to fire that the splinter nobles who were lurking for the becoming breathed back again. Still, the Marquis Coudenhoff, the foreign minister headed by the Silesian Alliance, prevails, but we do not know what will happen depending on the trend of the civil war.
…………
Listening to Costas' report, Melina thinks.
Costas is a former secretary general. The Registrar is the equivalent of a Minister for Foreign Affairs in another country. In other words, Costas is an expert in diplomacy.
Although his report probably included speculation, it is reliable given his personality. And she decided.
And the Empress Melina had enough power to judge and decide on trustworthy information beforehand.
"- Grand Chancellor (Sadranzam) Marquis Costas"
"Ha."
For the Second Reich of Christ, the Ostmarc Empire is an uncluttered enemy of the last seven wars.
Therefore, the Empress Melina's decision was clear.
It is only a matter of time before that decision comes to the table.
