Similar to the time the Sayers were involved in the incident in an industrial city, the Revolutionary Army was sending a messenger to a union of adventurers who would list an anti-demonic king. The Saiyas were originally sent to the industrial city to form an alliance between the industrial city and the revolutionary army, and the revolutionary army, which also wanted to form an alliance with the Adventurers' Union, had its personnel here.
