Chapter 834 - 802: Kicking Someone When They’re Down
Seeing Su Qing so upset, Xu Chunliang told her about his decision to go to Dongzhou Infectious Disease Hospital. After hearing this, Su Qing felt slightly better, and to comfort Xu Chunliang, she talked about how moving brings life and change.
While they were chatting, good news came from the metro construction collapse site. Two more trapped individuals were found. Although injured, they were not in life-threatening condition and were immediately taken to Changxing Hospital for emergency treatment.
Upon learning of this progress, Secretary Zhou breathed a sigh of relief from the bottom of his heart. The situation was finally developing in a positive direction. Yesterday, he personally went to the rescue site in the rain to direct the rescue work. Now, he intends to go to Changxing Hospital first to visit the rescued individuals and take every possible remedial measure.
After receiving the notification, Zhao Feiyang waited at the hospital entrance half an hour in advance.
Today was not a comfortable day for Zhao Feiyang. Huayuan Group sent a young elite named Feng Zhongya to replace Pei Lin. Feng Zhongya had previous experience at Da Heng and later joined Huayuan Group as Tang Jingwei’s assistant. Due to his excellent ability, he was quickly promoted.
Zhao Feiyang was well aware that Feng Zhongya’s arrival was meant to counterbalance him. Originally, a hospital meeting was arranged for this morning, mainly to introduce this new general manager of Huayan Health, Changxing Hospital’s Deputy Director, to the middle and high-level staff of Changxing.
Secretary Zhou’s visit came just in time to have the meeting canceled. Anyway, Zhao Feiyang did not want to hold any welcome ceremony. No matter who Tang Jingwei sent, there would be no easy success in Dongzhou or Changxing.
Before Secretary Zhou’s car had even arrived at Changxing, Zhao Feiyang received a phone call from Zhang Song, notifying him to have the security open the emergency access for the ambulance and arrange for Secretary Zhou’s car to enter through the passage.
When Secretary Zhou got out of the car, light rain started falling again from the sky. Zhang Song, who had gotten out first, opened his umbrella.
Secretary Zhou gestured that it wasn’t necessary, and Zhao Feiyang approached with a respectful smile: "Secretary Zhou, welcome to Changxing to guide our work."
Secretary Zhou nodded: "How are the injured doing?"
"They are not in any life danger. We’ve arranged for the hospital’s top experts to perform surgeries on them. The surgeries are all completed, recovery is going well, and they have been sent to the special care ward."
"You’ve worked hard!"
Secretary Zhou did not use an umbrella, nor did anyone else. They all followed Secretary Zhou in the rain to visit the patients in the ward.
Changxing Hospital’s Secretary Gao Xinhua was also among the welcoming crowd, but he didn’t approach as closely to Secretary Zhou as Zhao Feiyang did, only following behind the crowd for a round symbolically.
According to the original plan, Secretary Zhou would leave immediately after the visit, but today Secretary Zhou suddenly changed his mind, deciding to take a look at the nearby Phase II construction site.
Seeing the group of people closely following behind him, Secretary Zhou frowned slightly with displeasure. He instructed that only Zhao Feiyang, Gao Xinhua, and Zhang Song accompany him, while the others should go about their own business and not follow to get in the way. The past few days, Secretary Zhou had been feeling uneasy.
After the successful payment of the project funds, the construction site was bustling with activity.
Secretary Zhou was satisfied with what he saw and specifically pointed to the safety slogan, earnestly saying, "The two words ’safety’ should never be forgotten."
The three accompanying individuals nodded in agreement.
Secretary Zhou said, "Changxing Hospital is our first public-private partnership medical project in Dongzhou, and also our pilot project in the marketization of medical services. Xiaozhao, have you encountered any difficulties in your actual work?"
Gao Xinhua thought to himself that any difficulty couldn’t be mentioned. After all, it was Zhao Feiyang who brought Huayuan Group to Dongzhou, facilitating the public-private partnership. Now, even if he regrets it, he has to swallow his pride.
Zhao Feiyang said, "Secretary Zhou, since you asked, I will frankly say a few words. The difficulties in specific implementation are much greater than we anticipated. Specifically, the main issues come from the investors. We did not expect the financial situation of Huayuan Group to deteriorate so rapidly. Their debt restructuring is currently severely affecting the development of Changxing Hospital."
Gao Xinhua secretly broke out in a cold sweat for Zhao Feiyang, surprised that he dared to speak out. If Secretary Zhou were to ask, "Why didn’t you do something earlier?", what would he say?
Secretary Zhou nodded: "This cooperation model is our first instance, inevitably leading to issues. However, issues are nothing to fear; the sooner we find them, the sooner we can make changes. What are your thoughts?"
Zhao Feiyang replied, "I personally believe Huayuan Group is continuously overdrawing their credit. The funds for Changxing’s Phase II project were only alleviated thanks to my extensive efforts; otherwise, the project would have halted."
Secretary Zhou snorted coldly: "We brought businesses in to make money, but they must make money while also increasing government tax revenue, promoting local employment, and improving medical quality. What we don’t want are businesses biting the hand that feeds them."
Zhang Song said, "Cooperation is not selling to them; the original collaboration was about bringing in investments to develop Changxing Hospital. Their financial problems have prevented them from investing, effectively causing a breach of contract."
Secretary Zhou nodded and said, "I remember there is another project in the High-Tech Zone, correct?"
Zhang Song said, "The High-Tech Zone Stock Hospital, a project implemented through the efforts of Comrade Geng Wenjun."
Listening in, Gao Xinhua felt Zhang Song was deliberately adding insult to injury. The misfortunes of Geng Wenjun had already stirred up a storm in the city. Was Zhang Song trying to pin the blame for bringing Huayuan Group on him too?
Secretary Zhou looked at Zhao Feiyang and said, "Xiaozhao, why did you originally decide on the location in the High-Tech Zone?"
Zhao Feiyang replied, "I initially recommended setting up in the Bell Tower District on the site of the former Chemical Machinery Factory. As for the final location decision in the High-Tech Zone, it was the result of negotiations between Huayuan Group and the High-Tech Zone Management Committee. Huayuan’s President Tang felt the policies offered by the High-Tech Zone were more attractive."
Although silent, inside, Gao Xinhua was growing more disdainful of Zhao Feiyang. Originally, Zhao Feiyang managed to secure the medical and health-use land in the High-Tech Zone through connections facilitated by Geng Wenxiu. Now he was denying his involvement? While pushing the blame onto Huayuan Group might be understandable, joining in to throw a stone when Geng Wenjun was down was not very noble.
Secretary Zhou said, "The issues at Changxing relate to state assets and public welfare. Introducing capital does not mean capital can act recklessly. Xiaozhao, please organize the issues and report directly to me. If Huayuan Group cannot fulfill its initial promises, we must rectify this mistake promptly, ensuring the interests of the state and healthcare personnel."
After sending Secretary Zhou off, Gao Xinhua could hardly wait to pull out a cigarette from his pocket and light it up.
Zhao Feiyang waved to the departing motorcade with a beaming smile. Only after the vehicles were out of sight did he turn to face Gao Xinhua and say meaningfully, "Holding up alright?"
Gao Xinhua took a deep drag, slowly exhaled a plume of smoke, and said, "The craving for a cigarette hit me hard. Earlier at the construction site, I was beside myself."
Both of them spoke with implied meanings.
Gao Xinhua handed Zhao Feiyang a pack of his cigarettes, noting that Zhao Feiyang had been smoking more than him recently.
Zhao Feiyang waved his hand and said, "Don’t ruin me; I’ve quit."
Surprised, Gao Xinhua said, "I saw you smoking just a few days ago."
Zhao Feiyang replied, "Once you’ve thought things through, you’ll let go. Unlike you, who can’t put it down once you’ve picked it up. Aren’t you worried about your health?"
Gao Xinhua laughed, "At my age, there’s not much left to fear."
Zhao Feiyang said, "That’s not entirely true. Life is unpredictable, and even if you’re not afraid for yourself, you should think about your family. I’ve suffered from such situations."
Gao Xinhua responded, "Learn from your mistakes; without setbacks, young people can’t grow."
Zhao Feiyang nodded, "You do have a clear perspective."
Gao Xinhua took another puff of his cigarette and said, "I was talking about Xu Chunliang."
This caught Zhao Feiyang a bit off guard. He had certainly heard about the Cultural and Tourism Bureau incident and had paid special attention to how it handled Xu Chunliang. When he found out the bureau sent Xu Chunliang back to his original unit, his first thought was that karma pays back. Xu Chunliang, so capable, didn’t hesitate to trip him up before. Now he had gotten himself into trouble, and the city had decided he should return to where he started.
Seeing Xu Chunliang try to return to Changxing wouldn’t be easy. Zhao Feiyang thought Gao Xinhua was trying to plead on Xu Chunliang’s behalf, so he feigned ignorance: "What’s up with Xiaoxu?"
Zhao Feiyang nodded: "Ah, that. Fu Guomin should have just taken the responsibility alone without involving Xiaoxu." It’s worth mentioning that Fu Guomin and Xu Chunliang had gotten closer than even Zhao Feiyang, who introduced them. Naturally, a touch of bitterness lingered in his heart.
In fact, Fu Guomin had called Zhao Feiyang earlier, asking him to provide a way out for Xu Chunliang for the sake of their friendship. Fu Guomin hadn’t mentioned this to Xu Chunliang, fearing it would hurt his pride, but he hadn’t considered Zhao Feiyang’s feelings. If Xu Chunliang had approached Zhao Feiyang directly, Zhao might have opened his doors due to their relationship. But Fu Guomin’s call backfired.
Gao Xinhua quietly observed Zhao Feiyang’s expression: "If Xiaoxu wanted to come back, would you accept him?"
Zhao Feiyang laughed: "Secretary Gao, your question isn’t necessary. You should know him better than I do; Xu Chunliang is young and proud, valuing face above all. I suspect he would resign before coming back. It’s not like he lacks money, as the Changshan Hospital was his creation."
Gao Xinhua chuckled, "You haven’t given me a clear answer."
Zhao Feiyang replied, "Whether he comes back is not for me to decide. His handling wasn’t my decision. Secretary Gao, haven’t you forgotten that I’ve already quit my public post? Internal matters aren’t my responsibility. The only reason you’re asking my opinion is that you want him back. This doesn’t need to be discussed with me; Changxing Hospital is large enough that one more or less won’t make a difference."
