Lesson 1 Governance

Get Bornis.

In the Continent of Cerdeas, the word means "leap toward despair".

From ancient times to modern times, the lords and monarchs who conquered the western waters of the continent sought to obtain the city of Bornis.

That was not only because the city of Bornis was a geographically important hub: the gateway to the Sorbiant Plains, a vast barn zone to the north, but also because it has played a central role in academia, art and industry since far antiquity.

So it's not an exaggeration to say that Bornice is the heart of the West End. To say that we will have Bornis in our hands for those who aspire to dominate the West was nothing more than to "leapfrog toward despair".

And the first person in history to "get Bornis" is that son of destruction, Soma Xaki.

The city of Bornis at the time was just one city on the border.

The Sorbiant plains, now one of the world's leading barn zones, were also largely untapped by humans and hostile Zoans, not only in grasslands and wastelands beyond their reach.

That's not all. At that time, it was the powerful countries in the central zone of the continent that were the centers of culture and industry, as well as the developed countries. In contrast, the city of Bornis, far away in the west, and only a regional city, was only at an impressive level of speaking with culture and industry.

But by the Son of Destruction, Soma Kisaki, this city of Bornis undergoes a great turn.

The wilderness of the vast Sorbiant plains to the north became a fertile barn zone, and the city of Bornis changed from a poor, bordering, regional city to an enormous export base for agricultural products obtained from the plains.

Besides, change didn't stay just that.

Only a few years after the reign of the Son of Destruction, Soma Kisaki, in the city of Bornis, cultures such as academia and art opened up a great circle of luxury, with successive dramatic advances in technology and industry.

Soma Kisaki, son of destruction, questioned about this, says:

"It would be natural. I'm not like the rest of them."

What arrogance!

I'm not just superior, I'm not just blessed with luck. I can even remember war in the complacency of Soma Kisaki, son of destruction, who can even say that the world is different from the others.

But the development of Bornis at the time was out of the ordinary track so undeniably.

But that seems to have been the only harsh form of governance for this deviant development.

It's a passage written by the philosopher Senez called "Fukaburuku." Starting from this famous writing, "According to what the wind hears," Senez compiled the rumors that flow in the alley (also) at the time.

There, immediately after the Bornis showdown, Soma Kisaki, son of destruction, wrote as follows when he entered the city:

"From what the wind asks, Soma Kisaki, the son of destruction who defeated General Darius, followed the armies of sub-humanity into Bornis.

And the son of destruction, who made the throne of the LORD mine, first drew forth the famous men and the men of the city, and said unto them, He that hath not obeyed, hath cast his neck, and hath strengthened his subordinates. The city's celebrities and officials say they had to lie down and swear their devotion because they were greatly afraid. "

It is only an alley scene, but if you look at the work of Soma Kisaki, son of later destruction, it seems that it is never a rumor without roots or leaves.

But in fact, there is no way of knowing what kind of governance he held for thousands of years and how he disappeared beyond the darkness of history by burning books during the Great Reformation, and only with a few remaining materials in modern times.

But at least, there is no doubt that the foundation that underpins the advance of the son of later destruction, Soma Kisaki, was built during this period of Bornis rule.

Excerpt from "Son of Destruction from Bornis History"

◆ ◇ ◆ ◇ ◆

The day after the Bornis showdown.

In a room in the Lords' residence, the Ethereal Horse, with his hips down on the sleeping table, was leaking a low groan. He has an elbow on his thigh, makes sure he holds his head, and a distressed look on his nagging face.

By the Bornis showdown, he defeated General Darius, who was also the highest general and honorable of Holmea, and became ruler of the city of Bornis in both fame, but his face had no colour of joy, but only a distressed expression.

"Damn! It's stupid, it's stupid, it's big stupid! I can't believe this is happening...!

Leaking out of the mouth of the Ethereal Horse was a fierce word of regret.

There, Zoan's daughter - Shemr - comes into the room with a small pot in her hand.

Shemr shook his head small enough to say that he couldn't watch the suffering Ethereal Horse, then lowered his back next to it.

"Water. Drink this and calm down a little."

When the Ethereal Horse received Shemr's small pot, he took it all at once.

"What do you say? Have you settled down a little?

Asked by Shemru, who received the empty tiny pot, the Ethereal Horse answers with a faint voice when she points Run's eyes at Shemru.

"... Still feeling bad"

Shemru sighed heavily as he laid his hands on his hips.

"Too much booze, idiot"

His first day as ruler of the city of Bornis on the Ethereal Horse began with a hangover.

◆ ◇ ◆ ◇ ◆

After the Bornis showdown, the Ethereal Horse, who directed the allowance of the wounded and the powerlessness of the prisoners, took those who were the Lord back to the city of Bornis in dignity.

That is to boast to the residents that they are not just unreliable people who have temporarily ruled the city, but rulers who are going to govern the city for the long term.

Waiting for such triumphant Ethereal Horses were the city's celebrities and facials, who carried winning celebrations such as booze and meat.

Until then, when I said that the swelling had been treated like touching objects, I couldn't help but bitterly think, "What good are they?" to the celebrities who laughed in full with a naughty attitude and said the words of the victory celebration, who had just controlled the battle for their lives and were somewhat absurd.

But their actions were unproductive.

In the aftermath of intense battles, it is common for outrages and looting by excited soldiers to occur. In order to protect the inhabitants from them, it is only natural that the victorious army generals should be given the goods to seek refuge.

I didn't feel very good, but the Ethereal Horse, who can't leave the person I'm going out with without, gave the city celebrities a promise once again that it wouldn't hurt the residents in a hoax before driving them back.

Then Zug and Dvarin came before the meat and liquor offered, and where they were worried about what had happened with this, they sniffed it from somewhere.

"I heard you got booze!," said Dvarin.

"I hear you got meat!," Zoog.

Then they said with their mouths shut, as they had shown each other.

"We're having a victory feast!

And Gallum and Jahangil, who heard about it, joined him and began preparing for the feast of victory. My strong faces, which usually stick their horns together, make the Ethereal Horse laugh unexpectedly, even though they unite only in times like these.

"Enjoy yourself to the point where you don't take your wings off too much"

Even though we won the battle, a large number of prisoners were enemies not long ago outside the city. It's not even a laugh if you lose where you get drunk with alcohol after being attacked backwards by the prisoners.

He was a pale horse who thought so and said with the intention of gently stabbing the nail, but as soon as he did, everyone would face each other with a uniformly strange look on their face. After a strange silence for a while, Shemr said to the Ethereal Horse on behalf of everyone.

"What are you saying like any other HR. You're in, Soma."

"No, I won't."

But the Ethereal Horse herself was not willing to take part in the feast.

In this battle, it is not just the soldiers of the Holmeer country, the enemy, but there is corresponding damage here as well.

We talked about less than two hundred of the damage, including the seriously wounded, who not far away take their breath away. And say the majority of them are the Zoans who stormed a battalion of heavy-duty spear infantry that could multiply their own.

Garam and the others, however, who confirmed the damage, were rather pleased that there were surprisingly few casualties for fighting more than five times the enemy.

But still, the Ethereal Horse, who felt the burden of not less than a few people dying in his own extraction (yes), was not so easy to break.

It was Shemr who made such a pale horse.

"If we don't celebrate the victory, we won't know why the warriors died."

I see, the Ethereal Horse thought.

A feast of victory is not just a celebration of the victory of battle and a consolation for the survivors, but also a condolence for the dead.

The Ethereal Horse, who understood so, then decided to join the feast herself, but when she first visited the city she had played a drunken and faint attitude, and she was going to join quietly on the edge of the feast.

But that was a sweet idea.

If it is a feast of victory, naturally those who have achieved great merit in that battle will be the protagonists.

For example, the one who saved Zoan's peril, which appeared on the single plain or no, and then allowed him to accomplish the plain recapture, which was a grief for three decades, and even freed the fae who had been enslaved by unreasonable violence, and finally achieved unprecedented feats that would repel the crusaders, who were several times their own number of troops.

A pale horse who was trying to mourn those who quietly died in battle in the corner of the feast, but when the feast began, he was quickly surrounded by everyone and taken up as he was by the main character of the feast. And when the alcohol is poured without interruption, Aoima, a Japanese who cannot be called NO, is said to have been stunningly drunk and crushed as a result of his enormous momentum.

But just because you're hungover doesn't mean you're resting.

We have to decide on the treatment of prisoners, we have to think about measures against the Holmeer State, and we have to set out a policy on how we are going to govern the city. There are so many things you have to do.

Of all the problems that were piling up, the first thing the Ethereal Horse did with his head, which sounded blunt as his heart beat, was to bring in the city officials of Bornis.

Behind the inhabitants who had allowed freedom of exit from the city, he drew before himself the officials of Holmea, who were in captivity when he occupied the city, who were involved in government affairs, and Aoima said:

"I'm not going to neck you. Hopefully, we will be able to carry out our duties as we have done so far"

The Ethereal Horse thought that the power of their officials was essential to rule the city from now on.

In modern Japan, Aoima, who was only a very normal high school student, naturally has no knowledge or experience to govern the city. All such a pale horse could rely on (as a separate matter of whether it could be fulfilled) was the knowledge remembered by the protagonist in comics and light novels of internal affairs that use modern knowledge to develop the city and country.

But just because you had that knowledge, it's not an easy story. In the comics and novels, it was written about the knowledge used by the protagonist, but not even about how he budgeted and what materials and people he arranged to do it in practice.

For this reason, he thought that the Ethereal Horse had to add someone with the ability to adjust his knowledge to the current situation and implement it to his peers at all costs.

And it was the officials who had run the city before that, whose white feather arrows stood.

But in the words of the Ethereal Horse he stifled himself, not only the officials lying flat before him, but even Shemr, who was next to him.

"... hey, did I say something weird?

Asking the fearful Shemr, she answered with a little hesitation.

"That, what. - I wonder if he's threatening to snap the neck of the man who just surrendered."

The Ethereal Horse realised her failure and raised her voice softly.

I said "neck" in the sense that I would dismiss the officials, but they would have caught it in the sense that if they didn't obey me, they would have "neck only" it. The Ethereal Horse panics when he realizes that maybe in this world he will not say that he will be necked to dismiss him.

"Chi, it's not! When I say neck it, where I was, I mean neck it off - no, I'm not, I mean I'm gonna make you quit your job!

It is no longer too late.

Whatever, the Ethereal Horse had his eyes covered because of the hangover, but the officials who did not know that only seemed to find him. It is also impossible to tell someone with such eyes not to misunderstand if they say "neck it".

Even if the Ethereal Horse now desperately excuses himself, he told the frightened officials, while threatening various people, at the end of the day, "That's a joke. Don't be serious," he said.

The officials trembled and swore allegiance to the Ethereal Horse on the spot.

The Ethereal Horse, who gave up saying whatever it was no longer in vain, thought of stabbing one nail at what he was concerned about after scaring him anyway.

"I will not tolerate embezzlement or injustice. If they are found, they will be strictly disposed of. That's all I'm saying."

Even in modern times, we often saw stories of bribery of officials in the developing world and elsewhere. Until I came to this world, I didn't intend to go all the way to the square, but I can't wait to unduly pressure the merchants or get in the way of business because of the number of bribes.

Besides, the Ethereal Horse dared to be harsh when he used such a bribe to drop the city of Bornis.

Of course, the officials did not snort.

After the resignation of the officials who had thus vowed to obey him, it was Assistant Commander Marcronis Squadron who had commanded the fort of the plains who appeared sneaky before the Ethereal Horse.
