On March 1, 1848, the initiative of Baden and Württemberg bourgeois liberals convened a conference of liberal states in Heidelberg.

A total of 51 people participated in the meeting, most of them were representatives of the State of Southern Germany. Among them, there were 4 Prussians and only 1 Austrian.

The meeting adopted the "Declaration against the German People" and decided to set up a seven-member committee to prepare for the German preparatory parliament.(Predecessor of the Frankfurt Conference)
