Holy Roman Empire
585 Treaty of the Near East
Things did not surprise the British, and the time was delayed to the end of 1874. Seeing that Austria did not mean to continue the war, it might be that no one was behind to control the food, or was eager to go home for Christmas, the Tsarist government decided to choose decisively compromise.
On December 18, 1874, Austria, Russia, and Ottoman signed the "Near East Treaty" in London.
Treaty content:
1. The Ottoman Empire recognized the defeat of the war and was responsible for the war;
2. Return to the Kingdom of Jerusalem and transfer the sovereignty of the Arabian Peninsula to Austria as compensation; (Note: not including the two river basin areas, but including Kuwaiti areas)
3. To cede the Caucasus region to the Russian Empire and compensate the Russians for 2 million rubles in war expenses;
4. The opening of the Black Sea Strait as a free strait, the three countries shall not block the strait at any time and under any circumstances;
5. The Austrian Navy lifted the blockade of the Ottoman Empire from now on;
6. From the date of signing the treaty, the two sides exchanged prisoners within one month and withdrew from the other party's territory within three months;
...
The treaty reached the Vienna Palace and Franz decisively approved it.The Ottoman Empire itself was a poor ghost, and it was enough to cut the ground. It was a waste of time to ask for war compensation.
The Russians worked hard for so long, and finally got 2 million rubles in compensation. This is a huge sum for individuals, but it is insignificant for the country.
What was most relishing in this war was not that the airships were shining, nor that the coalition forces were as powerful as a broken bamboo, but the sky-high transfer fees on the Arabian Peninsula.
Although no specific discount amount was written in the treaty, the 3 billion Aegis compensation paid by Austria was reported by the newspaper.
This headline news is most popular with the people who eat melons.From the 3 billion sky-high compensation to the sovereignty of the Arabian Peninsula, the gap in value is more than ten times.
After tea and dinner, it ’s enough to talk. Normal people do n’t think that the Arabian Peninsula is worth so much money, and no one thinks that Austria can claim so much money.
Ask for prices all over the world and pay back the money.It was originally a normal means in the negotiations, and the gap between the final result and the initial requirements was normal.
Franz couldn't help but be thankful that he didn't require the amount of compensation to be written on the treaty, otherwise this topic could be disputed into the next century.
As the winner of the Near East War, Austria ’s biggest gain was not territorial expansion or economic benefit, but religious influence.
The merits of regaining Jerusalem are enough to make Franz famous in the history of religion, and even take his title longer, for example: "Holy Land Reclaimer", "Saints", "Christ World Guardian" ...
The Holy See is very generous this time. The honorary title does not require the wholesale of money. Not only the emperor, but the officers and soldiers who participated in the war of recapture in Jerusalem did not fall, and collectively awarded the honorary title of "Holy Land Reclaimer".
If not taking into account the reaction of the Vienna government, it is estimated that the Holy See will also wholesale Paladins.Pius IX had already brought a group of archbishops to Jerusalem, waiting for Franz to be crowned in the past, and they were fighting to restore the Holy See.
They have been forced out. In recent years, the Holy See has been crushed by the French, and even the Vatican headquarters has to be controlled by others.
Not to mention privileges, now the pope must abide by the French religious management law.When Napoleon III killed the chickens and monkeys, he also sent the cardinal who had violated the law to the prison, leaving him no face at all.
It is also compelling to run to Jerusalem to build a parish.At least Franz gave them more favourable conditions, and they can take the lead within one-third of an acre of the Holy See.
The situation in the Middle East is complicated, and none of them is in the front.The reopening of the diocese of Jerusalem will bring the future to shame.
At the Vienna Palace, Prime Minister Felix reported: "The battle in Jerusalem was mainly based on siege. There was no war in the city, and the buildings were not damaged.
The palace has already started repairs, and the construction can be completed in up to two months, which will not affect the coronation in April next year.
However, in recent times, there have been more religious conflicts in the area. Although we have sent the Ottomans back to our country, there are still fishes that are breaking the net.
The government intends to implement the law and order, implement real-name registration in the local area, and strictly investigate the illegal detainees who stay in the local area.
... "
Recovering Jerusalem does not mean that the matter is over. The King Franz is almost at the end.In terms of jurisprudence, it is only after the coronation of Jerusalem that it is considered the true legal monarch of the Kingdom of Jerusalem.
Franz asked: "How do the people of the Holy See behave, is there any support?"
After thinking about it, Prime Minister Felix said: "The performance was quite satisfactory. It seemed that he was frightened by Napoleon III and basically acted within the scope we agreed in advance.
Judging from the current situation, several cardinals have performed similarly, with the same support for the higher rank.Next is the restoration work in Jerusalem, which is the time to test their abilities."
The restoration work of Jerusalem is not only to repair damaged buildings, but also to rebuild ancient buildings destroyed by the Ottoman Empire.
The Holy See has the most say in this respect, and they have a complete record of information.Repairing the Holy Land is not a matter of one country, and Franz is not prepared to be the wrongdoer.
The most suitable place for this in Europe is the Holy See, so the task of raising funds and rebuilding cities also fell to the Holy See.
After the reconstruction of the Holy Land, the Parish of Jerusalem also needed a weighty religious leader to take charge of the local faith education.
Franz nodded: "The reconstruction of Jerusalem is completely decentralized to the Holy See. If they do well, even the management can be handed over to them together.
We are responsible for tax collection and public security. Austria does not lack a small city.The focus of the government's work is still on land fallow. The Middle East region is seriously deserted. If it is not controlled, it will be completely reduced to a desert in a long time.
If it does n’t matter if the holy land turns into a desert in the hands of the Ottoman Empire, if the holy land turns into a desert in our hands, then we are sinners.
The government should organize the manpower to turn the local arable land into mountain forests and grasslands as soon as possible, and plant windproof and sand-fixing plants on the desertified land. Funds are mainly collected from believers, or direct pilgrimage believers."
Franz has little interest in Jerusalem. Even if this ancient city is developed, it is only a tourist city, but the oil resources in the Middle East cannot be ignored.
The protection of the Holy Land is only nominal, in fact, it still lays the foundation for the future exploitation of petroleum resources.The natural environment in the Middle East is not as bad as that of future generations. With a little protection, there will be no special situation where water is more expensive than oil.
Anyway, there is no need to pay much. After the local population is moved away, the land is fully laid off, and the problem of desertification is mostly solved.
It is still possible to call on pilgrims to participate in such meaningful activities as planting trees and reforestation, and increase the oasis of 180 square kilometers every year.
Everyone naturally does not know what attention Franz is playing, but this does not affect everyone's execution.Now that Jerusalem is in Austria's hands, even for the sake of face, the Vienna government cannot allow the local area to become a desert.
Colonial Minister Stephen suggested: "Your Majesty, the Arabian Peninsula also has serious land desertification problems. The Colonial Ministry recommended that the local people be relocated and the land fallowed as well."
Franz nodded in satisfaction, this learning ability is fast.The desertification of the Arabian Peninsula is more serious and the governance is more difficult, but this is not the focus, the key is that the nomadic tribes on the peninsula are not easy to rule.
Now Austria wants to control the Arabian Peninsula, mainly because of its strategic position, and does not expect to plunder wealth from the peninsula.
Nomadic tribes on the peninsula are clanging for poverty, and the main economic pillar is to raise camels. Even if they send people to collect taxes, they may not be able to support tax officials.
If left unchecked, these tribes would threaten Austria's dominance as long as someone secretly supported them.Against this background, moving local tribes away is undoubtedly the best way to reduce the cost of domination.
Franz replied: "The Arabian Peninsula has been over-developed for a long time. In order to protect the natural environment, it is indeed necessary to take decades of fallow.
But the Arabian Peninsula is not small, there are still many small countries on the peninsula, it is not easy to achieve this, has the Ministry of Colony made a plan?"
The area of the Arabian Peninsula is not small. Even if it is vast and sparsely populated, there are at least two or three million people.It is not comparable in the Jerusalem area, and it is not so simple to move the local people away.
(Remarks: The Euphrates and Tigris Basin population areas are not counted, this part is not included in the treaty)
Colonial Minister Stephen explained: "Your Majesty, the Arabian Peninsula is dry and lacks water, and the population distribution is concentrated along the water source. We only need to control the water source.
The colonial ministry plans to leave a part of the young and strong labor force to be sent to the African continent for mining and railway repair, and the rest will be sent back to the Ottoman Empire."
Water shortage is the biggest shortcoming in the Arabian Peninsula. Once the water source is lost, nomadic tribes cannot swim.
