740 The New Vienna System

The development of things often has two sides. While the economic crisis ravaged the European continent and caused turmoil, it also accelerated the establishment of the Vienna system.

When the gunshots of Lyon sounded, the French government fell into a trap of internal and external relations; the vigorous development of the Italian independence movement even caused the colossal French Empire to fall to the brink of collapse.

In order to change its unfavorable political and diplomatic situation, the French urgently needed a stable international situation, and the Paris government had to make concessions on the issue of disarmament.

Without the obstruction of the French, the following disarmament meeting has made particularly smooth progress.

On January 21, 1882, 15 European countries including Britain, France, Russia and Austria signed the Treaty on Limiting the Arms of the Army.

According to the provisions of the treaty, the size of the army of each country is as follows:

500,000 of the Russian Empire;

486,000 in Austria;

382,000 in France;

Spain 246,000;

German Federal Empire 156,000;

116,000 in Britain;

98,000 in the Nordic Federation;

Belgium 48,000;

33,000 in the Netherlands;

32,000 in Switzerland;

Portugal 28,000;

Prussia 28,000;

Greece 18,000;

0.36 million in Montenegro;

...

Generally speaking, this arms treaty is based on the comprehensive strength of all countries and the regional military balance.

The share of the Kingdom of Prussia is low. It was because the Berlin government was poor and could not afford too many troops.

As early as half a year ago, the Berlin government had begun planning for disarmament. The biggest problem was that there was no way to convince the military to agree.

It was difficult to catch up with the arms limitation treaty, and the government would not fight for quotas for the military.

The signing of international treaties has created established facts, and the Prussian military must abide by it no matter how strong it is.

The signing of the arms limitation treaty and the shadow of war disappeared on the European continent.At least for the next ten years, everyone's safety is guaranteed.

Restricting the number of armies, although the advantages of large countries are still obvious, but under the mutual restraint of various countries, they have lost the ability to annex small countries.

That's right, mainly aimed at France.After the completion of the disarmament, the French's strength is fair enough to protect themselves, and it is not enough to continue to expand.

Knowing that it was targeted, the French can only accept it.At this time, Napoleon IV had to converge his ambitions to avoid being attacked inside and outside.

The arms treaty restricts only the European mainland, and the overseas colonies are neglected by everyone.This is not to stay in the back door, but a practical need.

There are three main reasons for being ignored: first, it is impossible to maintain the actual needs of the colonial system without sufficient troops;

Second, most colonial troops have limited combat effectiveness and are not valued by everyone;

Finally, the productivity constraints of the times.If overseas troops want to ship to the European continent, they need a lot of manpower and material investment, and it is economically not as good as direct military expansion.

After the signing of the arms treaty, the latter matter is easy to discuss.

The purpose of the Vienna system is: European countries jointly provide security for their own homeland security in order to maintain peace and stability on the European continent.

In this era of high anti-war waves, governments of all countries have no interest in launching wars on the European continent and will naturally not reject such a treaty.

Everyone's dispute is mainly in the details. Generally speaking, all European countries are peace-loving.Even if politicians do not love it, the international situation and the European people will make them love peace.

...

While everyone is celebrating the coming of peace, another arms race is brewing again.

The Vienna Palace, a military conference that determines the future direction of Austria and the world, is under way in secret.

At the moment, Franz holds a copy of the design parameters of the warship. If he is familiar with the history of naval development, he will find it particularly familiar.

The displacement is 14,147 tons, and the full-load displacement is 15,786 tons;

126.7 meters long and 21.86 meters wide;

The cruising range is 10 knots 4700 nautical miles, the maximum speed is 18.3 knots;

The designed coal reserve is 950 tons;

Equipped with 4 305mm main guns, 10 150mm rapid fire guns, 16 57mm rapid fire guns, 12 47mm machine guns, and seven 450mm torpedo tubes.

...

That's right, the beginning of the former Dreadnought.Franz ’s butterfly effect still affected the history of naval development.

Without the Franco-Prussian War, the French navy did not deflect because of funding problems, and the rising Austrian navy, the competition on the sea was much more brutal than the same period in history.

If there is competition, there will be development. In this ever-changing era, no one dares to stand still.

In this context, the naval technology of various countries is at least ten years ahead of the same period in history, and the design concept of the former Dreadnought Ship came into being.

Franz can't help on this issue.A warship is a manifestation of a country ’s industrial strength, and it cannot be promoted by a so-called idea.

If you look carefully, you will find that designers have never lacked brains, a lot of advanced ideas, and they have been put on hold for various reasons.

Not to mention the former Dreadnought Ship. The concepts similar to the Dreadnought Ship and the Aircraft Carrier have been brought up.

At the beginning, Franz was shocked by heaven and man, thinking that he had encountered a fellow passerby. It turned out that he thought too much.

The brethren who proposed the design concept similar to the fearless ship will not mention it. Although it is a little ahead, it is still acceptable. With Austrian industrial strength, it is barely possible to implement it.

It is more interesting to design the aircraft carriers.

For example: Airship Carrier Theory.It can be seen from the literal meaning that the airship was put on the ship and fought off and bombed.

Technically, this is no problem at all.The bombing hit was first ignored, the key is that the airship takes time to take off, and you will be sent to the sea without waiting for you to fly into the sky.

This is nothing. Another designer who proposed a "suicide attack", Franz thought it was the possession of Kamikaze.

Aircraft has just been born, combat is impossible.A designer opened his mind and put the plane on the ship as a one-off bomb. When war broke out, he directly hit the enemy warship.

There is no technical problem, the key is where to find so many warriors who committed suicide by flying?

In any case, the brain hole is still commendable.As for their design concept, let's put it into the warship technical reserve room first!

Franz asked: "How long will it take for this battleship to be built?"

The design solutions that could be delivered to him were all taken out after the Navy Department repeatedly reviewed them and determined that there were no technical problems.

Admiral Castagny replied: "It takes about a year and a half at the normal construction speed, and if it is accelerated, it can be completed in a year."

The construction time is one and a half years, plus the preparation time in advance, the commissioning time after launching, and the actual service time may be two years.

Compared to the previous battleships, this speed is slow; but compared to the future battleships, this speed is very fast.

Generally speaking, the first ship of a new type of warship is the slowest to build. The more the number of buildings, the faster the speed behind.

Franz nodded and said lightly: "It is sufficient to proceed at the normal construction speed. First build a ship and see the effect."

The former fearless ship is not cheap. A main gun requires 20,000 Aegis, and a warship costs millions of Aegis.

The cost of the latter may come down, but as the first warship as a test product, the cost is definitely not low.

The literal parameters are not equal to the actual parameters, and the true performance of the warship must be known after it is built.

The design values are all theoretical, and under normal circumstances there will be discrepancies.The exact error depends on luck.
