It’s considered a major power, not just a race, because Tushang Ancient City is an alliance formed by several extremely powerful races.
The tribes forming this racial alliance each have a Tier Seven existence.

To the northwest of the Giant Mountain are the Guanxiong Race and Earth Ant, both Tier Five races.
To the southwest of the Giant Mountain is the Wood Ginger Race, a Tier Five race.
In the eastern and southern parts of Yongyi are the Huantou Race, suspected of having a Tier Five guardian.
Within the Giant Mountain Range are Tier Five Feiyi and Tier Five Snow Beasts.
In the northeastern part of the Giant Mountain is the Human Race in Cloud River Valley. Although it has experienced the ravages of Feiyi, it previously had a Tier Five martial artist as a guardian; their life and death are currently unknown.
A simple map was quickly drawn by Shen Can.
The closest Tier Seven race to the Giant Mountain Range is the Zhangshui Dragon Kingdom, but there are many Tier Five powers; Tier Six is not yet clear.
The Earth Ant and Huantou Race are enemies of the Yongyi Human Race. The Guanxiong Race and Wood Ginger Race have not yet been contacted.
Of the Wild Beasts in the mountains, Feiyi is a definite enemy, while Snow Beasts might be worth attempting to contact.
There is also the Kui Ox Race where Kui Spirit resides, living south of the Giant Mountain Range in the wetlands, though whether they are still there is unknown.
Currently, within the Giant Mountain Range’s territory, the main attractions for outsiders are the Profound Bird and the Earth Cave.
The Profound Bird has been targeted by the powerhouses of Tushang Ancient City.
The Earth Cave is under the watch of Tier Five creatures, and whether there are stronger beings is something Shen Can currently does not know though he guesses there probably are; they are just not discovered yet.
And the powerhouses of Tushang Ancient City are likely only interested in the Profound Bird and do not care much for the creatures in this region of Giant Mountain.
Soon, Shen Can thought through and made an initial division of the powers in the nearby area.
Huantou and Earth Ant are the first sequence targets.
The Wood Ginger and Guanxiong Races are the second sequence targets. While completing the first sequence target, investigations into the Wood Ginger and Guanxiong Races need to be conducted to determine whether they are enemies or allies.
Simultaneously, attempts should be made to develop the Earth Cave and acquire more resources.
Martial artists will be dispatched to Cloud River Valley to contact local Human Race and to the wetlands to find the whereabouts of the Kui Ox.
Only by sorting out the land on both sides of the Giant Mountain Range can potential crises be handled.
