The conference room fell into a relieved silence.
Director Fisher and Mr. Jenkins wore smiles of survivors, standing up to shake hands with Lin Yu’an and Max, exchanging some polite words of congratulations and expectations for future cooperation.
Lin Yu’an just politely dealt with them, for these bureaucrats, this was merely a successful resolution to a PR crisis.
But for him, this was just the first step in a long journey.
He was now faced with two urgent matters.
First, to quickly complete the acquisition of the Giant Stone River Heritage Ranch and truly take that kingdom into his own hands.
Second, to immediately initiate the construction plan of the habitat he named December Arctic Home.
He glanced at the woman beside him, Max. Her blue eyes still held the shock of their recent intense exchange, but more so the anticipation for the future and a hint of... uncertainty.
Lin Yu’an knew she was worried about the future. After all, building a home for December is not as simple as setting up a shelter, but an extremely complex systematic project.
He said to Fisher: "Director Fisher, since we have reached a consensus on cooperation, I hope to immediately sign a one-and-a-half-year venue rental and cooperation agreement with you."
"Before December’s new home in Wyoming is completed, it will temporarily need to borrow your research center’s isolation facilities."
He added: "We will pay the highest market standards for venue rental and equipment use fees to the research center."
"Additionally, I will provide extra funding to comprehensively upgrade and renovate the existing isolation facilities."
"I need you to immediately replace a more powerful cooling system, expand the area of the deep-water pool, and add more natural enrichment facilities."
"All costs will be covered by me. I have only one request, that the quality of life December receives here must be of the highest standard it can enjoy before leaving."
This left Fisher speechless. The other party not only solved their biggest trouble but was now willing to spend money to help them upgrade their equipment. He had no reason to refuse.

"Look here, Max."

"This is the site for our December Arctic Home."
"I know building such a top-tier indoor and outdoor habitat requires time; I’ve consulted with the most top-notch architectural firms. Even if money is limitless and all approvals go through smoothly..."
"From starting from scratch to a complete functional facility, the most optimistic estimate still requires twelve to eighteen months."
He earnestly said: "During this period, I need you to stay in Anchorage as December’s chief guardian and behavioral mentor."
"To personally oversee its life here and be responsible for the facility’s upgrade renovation work. This is the most critical transitional period."
"I have no problem with that," Max immediately nodded. This was her profession and responsibility.
Lin Yu’an continued: "And I will start deploying this massive project plan, assembling one of the world’s top teams in Wyoming to complete this fifty-acre project!"
Hearing this number, even Max, a top polar bear biologist, couldn’t help but gasp.
"Fifty acres?" She found it somewhat incredulous, "Lin, do you know how big fifty acres are? That’s equivalent to thirty-eight standard football fields!"
"No facility worldwide for captive polar bears has ever reached even a fraction of this scale! It’s extravagant, even unnecessary."
Lin Yu’an shook his head, "No, Max, it is necessary."
He pulled up the satellite map of the Giant Stone River Heritage Ranch and enlarged the area near Mirror Lake’s northern shore.
"Look, the fifty acres I talk about are not a huge enclosed building."
Lin Yu’an’s gaze became gentle, as if he could already see the scenes of the future.
"What I want to give it is a world where it can chase the morning light at sunrise, feel the rush of live fish in the stream, and roll and frolic on the grasslands."
"It’s a composite territory simulating a miniature Arctic ecosystem exclusive for December."
"It will primarily consist of three parts."
"The first part here will fully retain the existing alpine meadows and part of the woodland landscape. I will invite the best ecologists from Alaska to introduce some cold-hardy Arctic plants."
"Such as Arctic cottongrass and some lichens and mosses, to create a landscape that closely resembles the real Arctic tundra."
"As for isolation, I will adopt the most commonly used three-layer composite deterrent fence employed in top wildlife reserves today."
He began drawing a sectional diagram of this system on the whiteboard.
"The outermost layer is a high-strength woven wire mesh about three meters high, primarily to block small and medium-sized external animals like wolves and coyotes from accidentally intruding."
"Additionally, it’s a preliminary physical barrier. Then, twenty feet inwards is the core protection, a twelve-line high-voltage pulse electric fence."
"It’s not constantly electrified but releases a high-voltage, low-current pulse of up to ten thousand volts instantly when an animal touches it."
