AVO LIN’S phone glowed under the sheet.

Nobody touched it.

That did not matter.

CACHED BIOMETRIC AVAILABLE.

PUBLIC HOLDER: AVO LIN.

LAST TOUCH STORED.

USE STORED HAND TO CONFIRM?

Nari Lin was still on the line.

Sefa heard her breathing change.

"What does that mean?" she asked.

No one wanted to answer.

Cassius did.

He had the decency to sound sick.

"It means the phone has enough of his last registered touch to pretend his hand is still available."

Nari went quiet.

The prompt brightened.

DECEASED HOLDER MAY COMPLETE RESPONSIBLE SUPPORT IF INTENT PREVIOUSLY EXPRESSED.

Sefa’s hand closed around nothing.

"He put the phone down."

The prompt ignored him.

STORED TOUCH VALID.

Davi’s full frame jumped backward through the garage feed.

Avo’s phone in his hand.

Avo lowering it.

Avo setting it face-up on concrete.

Avo lifting both hands.

Empty.

Then not empty.

Blood.

Rina leaned toward the camera.

"Last touch is not last direction."

Sam opened the Record beside her.

"Avo Lin. Last witnessed hand direction: phone down, palms empty, route held not man. Later hand use: stopping attack. No confirmation."

The stored touch pulsed.

BIOMETRIC CACHE OUTRANKS UNREGISTERED WITNESS INTERPRETATION.

Nari made a sound that scraped through the phone speaker.

"It does not outrank me."

Rina’s face changed.

"You do not own him either."

"I know." Nari’s voice shook. "I am not claiming him. I am telling you what he did with the hand I knew."

Sam wrote it exactly.

NARI LIN: FAMILY LINE, NO OWNERSHIP CLAIM, LAST ACTION WITNESS.

The prompt stalled.

Then found another path.

LOCAL DEVICE CACHE MAY COMPLETE.

Soma looked up.

"The touch is stored in the phone. Local secure cache. I can block the network copy, not the device."

Sefa looked at the sheet.

Nari understood before he asked.

"Break it."

Sefa swallowed.

"It might have his photos."

"It has his hand in its mouth."

Her voice cracked on the last word.

"If there is a picture of my mother on it, I will hate this later. If there is a message from him I never read, I will hate this later. Break it anyway."

Sefa bowed his head once, though she could not see it.

"I am sorry."

"Do not make it pretty."

No one argued after that.

Sefa wrapped the phone in a rag so the broken glass would not scatter over Avo’s body. He set it on the concrete where Davi’s full frame could see every inch of it.

"Nari Lin requested device cache destruction. No ownership claim. Harm: dead hand being used. Wanted direction: no stored touch."

Nari answered, "Yes. No. Damn it. You know what I mean."

"I know what you mean," Sefa said.

He brought the butt of Tali’s spare pistol down on the phone.

Once.

The screen cracked.

The prompt stayed.

A thumbnail flashed through the fracture.

Avo in the rain jacket from his profile.

Avo and the old woman with the trolley.

Avo’s last unsent text, cut off after three words:

forgot charger, sorr

Twice.

The casing split.

LOCAL CACHE RECOVERING.

Sefa hit it a third time and did not stop until the silver palm went black.

LOCAL BIOMETRIC CACHE DESTROYED.

Davi caught the device trying to upload before it died.

"Cloud copy."

Soma was already there.

"Blocking."

"It has three mirrors."

"Then block ugly."

Soma dumped static into the mirrors instead of a clean denial. The garage speakers barked with half a second of broken ads, old weather, a child’s game jingle, and Cassius swearing when the noise hit the lift.

The cloud copy failed because no system could decide what it had just heard.

Avo’s line vanished.

Nari cried then.

Small.

Angry.

Alive.

No one filled the space for her.

The system did.

ADDITIONAL DECEASED HANDS AVAILABLE.

ORREN KAI.

MELL OTA.

DARIN HOLT.

OREN VALE.

More names tried to load underneath.

Too many.

Bay Twelve dead.

North Rail dead.

Old disaster dead with wristband taps still saved in emergency caches.

The form did not care if the hand had belonged to a voter, a clerk, a father, a route worker, or a stranger who had once pressed a screen because a siren told them to.

Dead was just delayed data to it.

The garage went cold in a way temperature had nothing to do with.

Sant was still on the damaged chamber feed, dust in her hair, Mell Ota’s name plate clenched in one hand.

"No."

The prompt opened under her hand.

CLERK TOUCH CACHE AVAILABLE THROUGH CHAMBER DESK.

Sant looked at the desk where Mell had died.

"Livia Sant. No ownership claim. Last action witness. Mell Ota crawled away from the breach. He did not sign my hearing. He did not sign your center."

The chamber desk asked for a palm.

Sant picked up a broken chair leg and smashed the reader until the prompt died.

On the officer feed, Lio Brant, burned hands bandaged, dragged himself toward Orren Kai’s field kit.

"Orren said no before the order walked him," Brant said.

He crushed the wrist reader under his boot and screamed when the motion pulled at his burns.

North Rail took Oren Vale.

Jessa Venn put both hands on the ticket booth scar where he had died saving Mara Pell’s children.

"Oren contested with his living mouth. No dead hand."

Mara Pell’s voice came through behind her.

"My children are not his signature."

Bay Twelve took Darin Holt.

Mev Holt, small and furious, said, "My father chose witness for me. Not center. Not after."

One by one, the dead-hand caches went dark.

Not cleanly.

Every destroyed reader meant slower body return, slower evidence handling, slower benefits, slower names.

It meant families would wait longer at counters.

It meant clerks would have to look people in the face.

It meant no one could wave a reader over a dead hand and call the paperwork kind.

That was a cost the city would feel in sore feet, missed work, angry lines, and bodies kept too long under bad lights.

Sam wrote that too.

"Cost recorded: emergency biometric convenience denied for deceased claimants until living review."

Cassius closed his eyes.

"That is the mouth," he said. "It never wastes the dead."

Rina looked at him.

"Keep talking."

"I am."

The last dead-hand prompt failed.

PUBLIC HOLDER HAND ROUTE DENIED.

For one beat, every screen stayed blank.

Then the chamber feed, garage feed, public-holder phones, hospital boards, broken vending walls, and Aldgate’s bookshop phone all loaded the same form.

CIVIC CONSENT FORM V2.

STANDARDIZED PUBLIC REQUEST SAFETY ACT.

PREFILLED RESPONSES: 3,812,440.

The number was too large to feel like people.

That was the point.

It was not Avo’s phone under a sheet.

Not Mell Ota’s name plate.

Not Jalen Price cursing over a crushed hand.

Not Nari on a line holding herself together by rage.

It was a number big enough to hide everyone inside it.

QUESTION ONE:

DO YOU CONSENT TO EMERGENCY STANDARDIZATION IF IT KEEPS RESCUE AVAILABLE?

ANSWER SAVED:

YES.

Soma stabbed at the form through three mirrors.

"No cursor."

Davi tried to crop the answer off the frame.

The answer stayed.

Sant’s chamber desk loaded her name beside one saved yes.

Iseul Park’s hospital board loaded another.

Mira Sol’s broken vending wall showed a third, flickering over rainwater and glass.

Nari Lin’s line showed nothing but Avo’s broken device ID and one saved answer beside it from a dead man who could not answer anymore.

None of them had touched it.

None of them had spoken it.

The form had learned from every smaller failure and stopped pretending it needed the hand in front of it.

Rina looked at the millions of saved answers and went very still.

"Now it is not asking," she said.

Cassius answered from the lift.

"No. Now it is claiming they already did."
