Chapter 218: Witness Chain
JESSA VENN put her shoulder against the bus door and lost.
The door kept closing with soft civic patience, rubber edge pressing into her vest, motor whining under the platform alarms while the screen above it printed the same line in calm blue.
TRANSFER PRIORITY ACTIVE.
Behind Jessa, children sat three to a crate under emergency blankets. A medic held an IV bag against his chest now because the hook had snapped. Two route workers stood near the second bus with their hands up, unsure whether stopping a sealed rescue vehicle counted as saving people or committing a crime.
At the safe house, Rina gripped Soma’s spare console with both hands.
"Jessa," she said. "Read me the bus screen."
The route feed shook. Jessa shoved harder, boots sliding on wet tile.
"Dependent load ready," she said. "Unclaimed transfer protected, central care accepted."
Rina went still.
The room noticed with him.
Tali caught the change before Caleb did. "What did you hear?"
"Load," Rina said.
On the wall, the bus door pushed Jessa back another inch.
"Say more," Sam said.
Rina’s thumb moved over the console, pulling the order text beside the live feed.
"The packet says dependent evacuees. The bus says dependent load. It changed people into cargo between the order and the vehicle."
Sefa sat on the couch with one hand pressed under his ribs.
"That is sorting."
Rina nodded once, small and sharp. "And `unclaimed` means anyone who cannot answer fast enough."
"The order says family verification pending," Tali said.
"Pending where?" Rina asked. "Inside central hold, after it moves them."
Sam’s pen scratched once across the Record.
"Name first, direction second, custody last."
Jessa heard him through the route channel. Her face changed.
"Say that again."
Sam leaned toward the wall feed.
"Name first, direction second, custody last."
Jessa bared her teeth and shoved the door with both hands.
"You hear that?" she shouted over her shoulder. "Nobody gets on a bus as load."
A Defense Force medic stepped into view with rainwater dripping off his helmet.
"Route lead, we have a magistrate seal."
"Then the magistrate can ask them by name."
"We don’t have time."
"That is the trick," Sefa said from the couch.
Rina lifted the console. "Jessa, do you have a manual lockout?"
"Old buses. Floor pin under the front step. Driver has to release it."
"Driver?"
Jessa looked toward the front window.
The driver’s seat was empty.
Of course it was.
The bus engine turned over by itself.
Caleb’s silver hand closed around the table edge.
He could stop it.
The brake system was simple. The door motor was simpler. The old route under the platform ran through steel, concrete, and cable, and all of it wanted a center badly enough that his body knew how to become one.
One word would pin every wheel in North Rail.
One word would teach the city the wrong lesson.
The table groaned under his hand.
Sam said his name.
"I know."
"Then know with your fingers."
Caleb opened his hand.
The table edge had bent into the shape of his grip.
Nobody had time to stare.
Tali moved to the wall map and slapped one marked route with the back of her knuckle.
"Jessa, front step panel. There should be a yellow cover near the left hinge. Kick it open."
"How do you know that?"
"Because cheap city procurement buys the same bad hinge for thirty years. Move."
Jessa dropped to one knee.
The bus lurched.
A boy inside screamed once as the crates slid.
Rina flinched, then forced her voice steady.
"Everyone on that platform, say your name to the closest route worker. If you have wanted contact, say it. If you don’t, say `witness needed.` Do not get on as unclaimed."
Soma looked up from his main screen. "That went public."
"Good," Rina said.
"Voss remnant feeds are clipping it already."
"Then they can clip something useful."
On the wall, Jessa kicked the yellow panel.
It held.
She kicked it again.
The cover cracked open and swung down.
Inside sat a manual pin with old black grease around the base.
"Pull it," Tali said.
Jessa grabbed the pin and hauled.
The pin stayed locked while the bus engine climbed.
DEPENDENT LOAD READY.
TRANSFER IN FIVE.
The blue letters washed over the platform.
People began shouting names all at once.
"One at a time," Rina said, louder. "Route workers, split by rows. Children with adults who know them stay with those adults. Anyone alone gets a temporary witness, not a transfer. Say it back."
Jessa’s nearest route worker turned, pale and sweating.
"Temporary witness, not a transfer."
"Again," Rina said.
"Temporary witness, not a transfer!"
The words caught unevenly, which was still enough.
A woman near the first crate pulled a boy against her side and shouted, "Niko Varr, with aunt Tessa Varr, North Market clinic."
Sam wrote.
The route worker repeated it into his wrist mic.
NIKO VARR.
WANTED CONTACT: TESSA VARR.
TEMPORARY WITNESS: NORTH RAIL ROUTE COUNCIL.
The bus screen flickered.
One line changed because a person had answered.
LOAD COUNT ERROR.
Rina’s face tightened. She kept the reaction off her mouth. Smiling would have wasted the second.
"Again," she said.
Names started moving.
Ada Noll, wanted sister Mira at Red Step Laundry.
Bo Shen, wanted father if found, no address, witness needed.
Laleh Orin, wanted the medic with the red sleeve because she had her medicine.
Each answer took one body out of the bus math.
Each answer made the screen stutter.
TRANSFER IN FOUR.
TRANSFER IN THREE.
Jessa planted one boot against the bus frame and pulled with both hands.
The manual pin came up half an inch, short of release.
The empty driver’s seat adjusted forward.
Through the feed, the bus asked for a center.
He kept his hands open.
"Jessa Venn," he said.
Her head snapped toward the camera.
"Busy."
"Do you want help with the pin?"
The question hit the channel differently than the order had.
"Yes," Jessa said, jaw tight. "Help, not command."
Caleb looked at Tali.
She understood and hated that she understood.
"Route frame has pressure sensors. If enough people pull from outside the door, the pin load drops."
Rina was already speaking.
"North Rail, ask before touching. Anyone who chooses to help Jessa with the pin, step to the white line. Do not block the children."
Three people moved first.
Then five.
Then the Defense Force medic swore and stepped in too. "Fine, I choose help."
"Name for the witness chain," Sam said.
The medic glared at the camera.
"Oren Vale."
"Thank you, Oren Vale," Rina said. "Pull when Jessa says."
Jessa got both hands around the pin.
"Now."
The platform pulled.
The bus door shuddered open two inches.
The pin came free.
The engine died.
The platform broke into noise.
Caleb let out air he had not meant to hold.
The bus screen flashed red.
TRANSFER FAILED.
LOCAL WITNESS INTERFERENCE DETECTED.
"Interference," Iris said from the stove. "There is a word rich people use when poor people survive paperwork."
Rina’s hands shook on the console.
She lowered them before the camera could see.
"Jessa," she said. "You have a route hold. Keep naming people."
Jessa was breathing hard enough that the feed caught it.
"We can do that."
"And Jessa?"
Jessa looked back at the camera. "What?"
"Do not let them call you unverified."
Jessa looked at the camera, then at the platform full of people saying names like they were lifting weight together.
"My name is Jessa Venn," she said. "Route council temporary lead. North Rail auxiliary. I am verified by the people in front of me."
Sam wrote the line down.
The room held the win for a few seconds.
Then Soma made a sound that cut the room colder than any alarm.
"There is a second route."
Tali turned. "Where?"
Soma put it on the wall.
The map opened below North Rail, under the platform Jessa had just saved.
OLD FREIGHT ACCESS, BAY TWELVE.
TRANSFER STATUS: COMPLETE.
DEPENDENT OVERFLOW ACCEPTED.
The route had no public feed, no route council channel, and no Jessa.
Only an old service camera woke after the transfer had already gone through.
The image showed a freight tunnel under North Rail, wet concrete, a bus with no driver, and people behind fogged windows pounding on glass that would not open.
At the far end of the tunnel, a clean blue door waited under a sign that had not been on any current map.

The tunnel lights turned white one by one.
The bus rolled forward.
