An emergency meeting is being held in the royal palace’s conference room.
Given the gravity of the situation, the king himself is presiding over the meeting.

"Our kingdom’s geological experts strongly suspect that the surrounding seas will experience at least one mega earthquake above level nine, possibly more.
"When that time comes, the kingdom will suffer from a terrifying tsunami impact just like Madaga Island, and we cannot predict how many citizens will perish."
The chief minister paused again and mentioned the most severe consequence: "There is a possibility that the kingdom could perish."
The king, upon hearing this, shifted uneasily and asked, "Gentlemen, you are all important officials of the kingdom. Do you have any good suggestions?"
No one spoke.
Because this is a formidable natural disaster, the kingdom does not have the strength to stop the volcanic eruption nor to withstand the tsunami sweeping through the nation, especially as it is an island country surrounded by sea.

A bald-headed minister cautiously suggested, "Perhaps we could request aid from our neighbors to the east."
This proposal brought a chorus of agreement.
"I concur!"
"Great Xia is the most powerful country in human history; they should have the ability to help the kingdom."

The chief minister answered his own question: "It’s not that Great Xia lacks the capability to predict, rather they knew all along. Otherwise, the Great Xia people wouldn’t be building so many dams along their coastal areas.
"The reason Great Xia is unwilling to alert the world beforehand, in my opinion, is partly targeted against the kingdom because they do not wish to see the kingdom receive advance warnings to prepare for the disaster."
The chief minister concluded, "Great Xia holds very deep hostility toward the kingdom, so even if we request aid from Eastern Giant Dragon, they will surely find an excuse to refuse.
"Great Xia people are shrewd and adept at scheming; they always like to achieve maximum results with minimal costs.

The conference room fell silent again.
