He had originally planned to use the Source of the Secret Realm on the Heaven-Reaching Tower. However, since the tower had already automatically turned into a Secret Realm, he had to use the item elsewhere. The nine Neutral Cities in Qing City were all good candidates, but using the [Source of the Secret Realm] on any of them would have been a waste.

In the end, he used the Source of the Secret Realm on Hang City—a neutral city that was somewhat expendable and had, for some unknown reason, become tied to him. The result was fairly good; at least, judging by the entrance fee settings, he still retained a degree of ownership.
