Varania became the first kingdom in the history of the Hudeii Desert.

One without an official king yet.

In other to handle the influx of migrants who sought refuge in the Holy Kingdom of Varania.

Roy established a new division, the Lapler Immigration Department.

This department comprises of different beastmen races and species, but commanded by a Sun Tiger-man.

Rozen was directly recommended by Lord Manuses, after a few background checks.

He was appointed as the Immigration Commissioner of Varania Kingdom.

Every week, hundreds of beastmen migrated to Varania, the first criteria to be allowed into Varania was to pray to the God of Beast.

Non followers weren’t permitted.

Roy created this rule not to discriminate but to gather followers faster than he could imagine.

He needed to get to ten thousand followers before the deadline.

The morning sun of the Hudeii Desert rose like a crest of molten gold, casting long, sharp shadows across the eastern side of the new Kingdom of Varania.

Here, situated away from the humid, water-logged basin of the lower districts, sat Roy’s grand manor—a sweeping fortress of dark obsidian and reinforced Varanite blocks, a gift from a kingdom that revered him as its absolute vanguard.

Inside his official grand chambers, the air was perfectly still, smelling faintly of old parchment, ozone, and the cold, lingering trace of shadow mana.

Roy stood motionless before a massive, floor-to-ceiling arched window, facing the blinding dawn.

He was dressed in a sleek, tailored black trench coat that seemed to absorb the incoming sunlight rather than reflect it, the dark fabric hanging heavily around his frame.

"What a beautiful morning" Roy exhaled a soft sigh.

His hands were loosely clasped behind his back, his eyes fixed on the sprawling, transformed horizon of Varania where the distant tremors of construction and expansion beat like a steady pulse.

Without a sound, the pool of darkness stretched across the polished obsidian floorboards began to ripple.

Like liquid ink flowing upward, Alisa emerged from his shadows.

"Good morning Master Jarden" she bowed.

Her movements were completely frictionless, her presence carrying the subtle, elusive grace of her Ghost-Silk properties.

She did not make a sound as her boots touched the solid floor, immediately dropping to one knee and bowing her head deeply before his back.

"Alisa..." Roy slightly tilts his head, stealing a glance at Alisa "What is it?" he asked.

"My Lord," Alisa’s voice cut through the silence of the chamber, smooth and unwavering. "The morning reports have been compiled."

Roy didn’t turn around.

He simply gave a slight, permissive tilt of his head, staring out at the rising sun.

"Speak," he murmured.

"The migration progress from Yeren City and the outer rim has officially reached unprecedented heights," Alisa reported, her eyes fixed on the floor before her.

"With our military presence multiplied tenfold, over fifty thousand merchants, rogue beastmen, and laborers have crossed our eastern checkpoints in the last seventy-two hours alone."

"Many have even volunteered to be a part of our military" she bowed.

"Military huh?" Roy gently stroked his chin, "I do remember Varania still lacks a strong military, that is good"

"Let Trojan evaluate the volunteers for now" he instructed.

"Anything else?" Roy asked.

"Yes Master" Alisa smiled.

"The hydro-political stranglehold established by High Priest Croak has successfully stabilized the Church’s legitimacy, ensuring that food and water distribution remains entirely under the administrative control."

"Three seas have been created after we dugged ninety feet deep into the ground" she added.

She paused for a fraction of a second, adjusting her posture slightly as she moved into the core political updates of the newly minted empire.

"Furthermore, the internal governance of the Kingdom has successfully been restructured."

"Restructured?" Roy asked.

"Yes" Alisa bowed once again.

"Following the grand ascension, five distinct noble families have officially been born from our strongest ancestral lineages to form the core of our domestic governance."

"These five houses will directly represent the new House of Assembly."

"Ah it happened faster than I expected" Roy chuckled, "Well this is for the betterment of this Kingdom" he smiled.

Few days ago, Roy introduced the significance of Aristocracy.

For a kingdom to flourish, nobles are necessary.

Since the old Tempest had zero nobles, the only significant family was the Ryodor Family which is controlled by Manuses Ryodor.

Roy had to create four more noble households.

Establishing the five Great Families.

Alisa detailed the bloodlines with cold, calculated precision:

The first was the House of Fenrir; Born from the resilient line of the Martial General Eurenia, their aristocratic powers was directly linked to the existence of the Church.

The second is House of Pjador; Holding the tactical logistics and defensive fortifications.

A bloodline of Hyena-Men belonging to the Inquisition Commander, Matriarch Brenda Pjador.

This Great Family aristocratic authority is closely linked with the existence of the Adminstration.

The third is House of Rydor; Born from the proud, lineage of Sun Tiger-Men, with Manuses reigning as the Patriarch.

Commander Trojan was also adopted by Manuses, making him an official noble of House Ryodor.

This Great Family’s aristocratic authority is directly linked with the existence of the Administration.

The fourth House of Mydar; the Frog-Man bloodline of High Priest Croak, since the Patriarch of this noble family is the High Priest of the Church.

It’s aristocratic authority is directly linked with the existence of the Church.

"The fifth house, acting as the stabilizing neutral anchor for the assembly, has also taken its seat," Alisa concluded.

The House of May.

The Great Family ruled by Alisa, they are the only neutral household amongst the five Great Families.

Known as the shadows of Varania.

"The structural framework is complete." she sighed,

"The supreme assembly has been officially created and with its headquarters currently under construction"

"The supreme assembly will be headed by a Grand Chancellor who will be elected from the Great Familes" she added.

"Externally and internally, Varania is functioning as a sovereign apex." Roy chuckled.

Silence settled back over the grand chamber.

The morning sun climbed higher, casting a brilliant, warm light over Roy’s black trench coat, illuminating the sharp contours of his profile through the open window.

"Everything’s going smoothly, I don’t need to worry about anything right?" he asked.

"Yes Master Jarden" Alisa answered.

Alisa remained on one knee, but she didn’t melt back into the shadows.

Her hands, resting against the polished floor, tightened slightly.

The cold, mechanical efficiency of the report faded, replaced by an intense, heavy gravity that seemed to pull at the very air in the room.

"Is there something you want to say to me?" noticing Alisa’s reluctance, Roy decided to ask.

For a long moment, she struggled with the weight of her own thoughts before she finally decided to voice her mind.

"My Lord..." Alisa whispered, her voice dropping into a quiet, deeply personal register that bypassed her formal reporting tone.

She slowly lifted her head, her dark eyes locking onto the broad, unmoving silhouette of Roy’s back.

"May I speak freely?"

Roy remained silent, a gesture she took as his quiet assent.

"Ever since the establishment of this Kingdom... since the entire Hudeii Desert fell to its knees before the banner of the God of Beasts... I have watched you," Alisa said, her breath catching slightly as she forced the words out.

"The entire world looks at you and sees the chosen champion. The beastmen revere you as a living proxy of a primordial god. But... I cannot forget."

She took a slow, deliberate breath, the memory vividly flashing behind her eyes.

"I clearly remember that day." she paused.

"The day you stepped into the abyss and saved me."

"I remember that terrifying presence, the cold calculation in your eyes, and the sheer human will it took to rip me from the dark."

Alisa’s gaze sharpened, a look of profound, agonizing confusion cutting through her usual stoic mask.

"Are you truly a beastman, My Lord?" she questioned.

"And if you are not..... why are you doing this?" she asked again.

"Why am I doing what?" Roy’s eyes narrowed.

"Why are you deceiving everyone, leading a kingdom of creatures that the rest of the world considers feral"

"Are you truly an Apostle of the God of Beast?"
