The Imperial System: Architect of an Empire

Chapter 149: Building Before Expanding

Sponsored

Kael’s words remained in the air.

"First, we’re going to build."

Darius studied him for a moment.

"Where do you intend to begin?"

Kael looked toward the settlement.

"The people."

Darius raised an eyebrow.

"Not the walls?"

"Not yet."

"The roads?"

"Those too."

"The farms?"

"Of course."

Darius crossed his arms.

"Then what exactly do you mean?"

Kael smiled.

"We’re going to make Blackwood a place people want to remain."

Kael spent the morning walking through the settlement.

He didn’t bring a large escort.

Only Darius, Lily, and two Black Dragon soldiers followed behind.

The first stop was the marketplace.

It had already grown beyond the space originally assigned to it.

Several merchants had placed their stalls along the road.

Others had begun constructing permanent wooden shops.

Kael watched a farmer exchange vegetables for a sack of flour.

Nearby, a merchant sold cloth brought from the southern provinces.

A family purchased cooking utensils.

Children ran between the stalls.

Kael smiled.

"This is happening faster than I expected."

Orrin Belmore approached from behind.

"Trade tends to do that."

Kael turned.

"You seem pleased."

"I am."

Orrin gestured toward the marketplace.

"Three merchants who visited last week have already sent messages to their families."

Kael raised an eyebrow.

"What kind of messages?"

"They want them to come here."

Kael’s expression changed.

"Families?"

"Yes."

Orrin smiled.

"They believe Blackwood has opportunity."

Kael looked around.

That was precisely what he wanted.

Not merely travelers.

Not merely merchants.

Settlers.

People who intended to stay.

Kael continued through the settlement.

He inspected the new wells.

Then the houses.

Then the storage buildings.

At every stop, he asked questions.

Was there enough water?

Were the roads wide enough?

Were the houses properly spaced?

Did the farmers have enough tools?

Did the merchants have somewhere secure to store their goods?

The people were surprised.

Their lord wasn’t simply passing through.

He was asking them what they needed.

An elderly woman approached him near one of the wells.

"My lord."

Kael turned.

"Yes?"

She hesitated before speaking.

"Will the well remain ours?"

Kael looked confused.

"Of course."

She lowered her head.

"Forgive me."

"You have nothing to apologize for."

She looked up.

"In my old village, the lord charged us for water."

Kael’s expression hardened.

"Water?"

She nodded.

Kael looked toward the well.

"Then Blackwood will be different."

The woman smiled.

"Thank you, my lord."

She bowed and walked away.

Darius watched her leave.

"Small things."

Kael nodded.

"To us."

He looked at the villagers.

"Not to them."

By midday, Kael returned to the manor.

He called Edwin, Lily, Darius, Garrick, Master Rowan, Bram, and Orrin into the main hall.

A large map was spread across the table.

Kael placed several markers around Blackwood.

"We’re expanding the settlement."

Orrin smiled.

"I expected that."

Kael pointed toward the marketplace.

"The market needs to become permanent."

He moved another marker.

"Warehouses here."

Another.

"Additional homes here."

Another.

"A larger farming district."

Master Rowan studied the map.

"How many homes?"

"At least fifty for the first stage."

Rowan looked at Kael.

"Fifty?"

"Yes."

"And after that?"

"Another fifty."

The carpenter nodded slowly.

"Then I’ll need more workers."

Kael looked toward Garrick.

"And they’ll need tools."

Garrick grunted.

"Already expected."

Kael smiled.

"Good."

Then he looked toward Darius.

"And we’ll need protection."

Darius pointed at the map.

"The settlement is spreading beyond the current defensive perimeter."

"Then move the perimeter."

Darius studied the map.

"That will require a proper wall."

Kael nodded.

"Not a fortress."

Darius looked at him.

"A settlement wall."

"Exactly."

Darius considered it.

"Watchtowers?"

"Four."

"Gatehouses?"

"Two."

"Patrol roads?"

"Build them."

Darius smiled faintly.

"You’re becoming expensive."

Kael laughed.

"I have a feeling you’re going to tell me that often."

The meeting continued for hours.

Kael approved:

New homes. Expanded farmland. Larger storage buildings. A permanent marketplace. Additional wells. Public bathhouses. Improved drainage. Roads connecting the settlement to the main villages. A defensive wall around the growing settlement. Four watchtowers. Two gatehouses.

Then Kael added one more instruction.

"Leave space."

Master Rowan looked at him.

"For what?"

"For buildings we haven’t thought of yet."

The carpenter smiled.

"Now that is sensible."

By sunset, construction had already begun.

Workers moved timber toward the new housing district.

Stonecutters marked the foundations of the first warehouse.

Farmers cleared additional land.

Darius selected positions for the watchtowers.

Garrick began preparing orders for tools.

And Blackwood...

continued to grow.

Kael stood outside the manor watching everything.

Lily came to stand beside him.

"You look pleased."

"I am."

"You didn’t build anything today."

Kael glanced at her.

"Did I not?"

She gestured toward the settlement.

"Those are the workers."

Kael smiled.

"No."

He looked toward the people.

"I gave them a reason to build."

Lily smiled.

That night, Kael returned to his chamber.

The notebook remained on his desk.

He opened it.

The page containing the words "Adventurer’s Guild" stared back at him.

For several moments, he considered adding another page.

Instead, he closed the book.

There was no need to rush.

The guild would come.

But before that happened...

Blackwood needed to become strong enough to support it.

Kael walked toward the window.

Far beyond the western forest was the valley Darius had discovered.

Three days away.

Fertile.

Untamed.

Waiting.

Kael’s eyes narrowed.

One day, people would live there.

One day, roads would connect it to Blackwood.

One day, another village would rise from that empty land.

But first...

Kael needed to know exactly what he was dealing with.

He turned away from the window.

"Darius."

The door opened a moment later.

"Yes, my lord?"

"Tomorrow, I want the survey reports."

Darius nodded.

"Already prepared."

Kael smiled.

"Good."

"And after that?"

Kael looked at the western map.

"We’ll decide whether that valley belongs in Blackwood’s future."

Darius gave a small nod.

"Understood."

He left.

Kael remained alone.

The Empire had given him eleven villages.

He had no intention of allowing that number to remain eleven forever.

But expansion would not come through reckless conquest.

It would come through roads, farms, people, trade, security, and prosperity.

First, Blackwood would grow.

Then...

Blackwood would reach beyond its original borders.

And perhaps, someday, the Imperial Court would realize that the small territory they once overlooked had become something they could no longer ignore.
