The lower number of horizontal divisions than vertical would be due to the vertical length of the paper used.

This makes it easier to understand the position than to fill in the numbers in sequence, and it is also easier to mark the walls and match them to the map.

Furthermore, the map also describes which walls you have marked, so you are exceptionally less worried about getting lost.
