Behind the alchemy assembly line is the Alchemy Laboratory, where several obviously higher-level Undead are speaking with Eve.

She couldn’t forcibly demand non-Undead training buildings be constructed in Yalidu City.

Thus, she had always been searching for a solution.

Not building them would be wasteful.
