559. Secrets of the Autonomous Communities
"Sarotka, young man, listen carefully and think about how you're going to live."
That's how the old owner of the tailor prefaced himself, dampening his mouth with Zhenhua tea (Chinka cha) and exposing thirty years of secrets.
The Autonomous Community of Listwer was created thirty years ago as a sanctuary for Kirkrus without wizards. Outside the Autonomous Region, reconstruction progressed on a rapid pitch by magic. The autonomous community did not rely on magic to go with manpower and machines, but there was also a budget shortfall, which led to the poor forming Barack Street in the East End.
It was difficult to redevelop where people had their roots down, and the disorder in Barack Street did not dissolve until it was burned down in February.
"It was a member of the Star Mark (Shigeru) who lived in the Autonomous Community who set fire to Barack Street"

The old woman mourns her powerlessness and drops her gaze on the teacup, unable to stop her knowing the plan.

A girl called Sarotka asks terribly. The spelldoctor Septentorio was surprised (a lot) at what he was talking about, but waited for it to continue without pinching his mouth.
