Everyone stared at Yi Tianyun with burning gazes, desperate to hear his definitive answer. If he told them not to establish an Empire for the time being, they would certainly put the idea on hold. They would follow his instructions to the letter and would not voice any objections.
This was merely a proposal on their part. If it truly wasn’t possible, they had no choice but to give up.

Establishing an Empire now didn’t conflict with his main quest at all; in fact, the main quest required him to achieve this very goal to be considered complete. In the real world, the conditions for establishing an Empire weren’t nearly so demanding.

Especially with Ren Long as a powerful ally who would certainly provide support, they had the perfect combination of timing, location, and popular support. Establishing the Celestial Cloud Empire wouldn’t be a problem; the only thing they needed was time!
Establishing an Empire required building an Imperial City, followed by other cities distributed across the continent to form a large-scale sphere of influence. This would require a great number of Cultivators to accomplish; otherwise, there wouldn’t be enough manpower to manage everything.
The Celestial Cloud Mansion already had a considerable number of people, enough to manage several cities. As long as the core elders were stationed there to oversee things, there wouldn’t be any issues. As for other Cultivators, once the cities were established, they would naturally attract many to migrate over, provided the cities were prosperous and relatively safe.
Then, from the Cultivators who arrived, they could select some to join the Celestial Cloud Empire and bolster its forces.
Everything had to be built up bit by bit, and the time required would be staggering. It was like building a house; it had to be assembled one brick and one tile at a time. It couldn’t possibly be built in a single day.
Sensing everyone’s expectant gazes, Yi Tianyun smiled and said, "That’s not a problem. We’ll choose this very Netherworld Continent as our site. From this day forward, it will no longer be called the Netherworld Continent. Instead, we’ll call it the Celestial Cloud Continent!"
Yi Tianyun himself was incredibly excited. ’To have come this far and be able to establish an empire of my very own... it’s a thrilling prospect.’ Previously, factions like the Merak Sect and the Celestial Extreme Mansion were not, strictly speaking, built by him. The Celestial Cloud Empire, however, would be a power he truly established himself. The two were fundamentally different.
Looks of elation filled the elders’ eyes. One by one, they rose to their feet and declared with heroic fervor, "Yes! "Alright, alright. I’m not one for flattery," Yi Tianyun said, shaking his head with a smile. "Nothing’s even set in stone yet, and you’re already calling me Great Emperor? I don’t know much about this sort of thing, so I’ll leave it all to you. I’ve never been good at management."
’He really was clueless in this area. Just thinking about it gave him a headache. If he had to arrange everything, he was sure his head would explode.’
"Just leave it to us! We may not be able to fight on the front lines with the Mansion Master, but we can arrange everything from behind the scenes and manage it all perfectly!"
Yi Yuwei and Ye Qingxuan stepped forward, along with the other women, each one as capable as any man. They were also expert administrators. The very reason Yi Tianyun had brought them back was for their talent in this area; skilled managers were absolutely indispensable.
"And us! We may not be skilled fighters, but we have some ability when it comes to protecting the sect!"
Yang Yu, Xu Fei, and the others all stepped forward. They had all received Yi Tianyun’s help and were immensely grateful. Naturally, they had to give their all to help in return.
"Then I’ll have to thank you all for letting me be a hands-off Mansion Master in peace," Yi Tianyun said. He felt a deep sense of relief. ’Even if I’m not here, they can manage everything perfectly.’
"No, it is the Mansion Master who has worked the hardest! The only reason we’ve been able to come this far and live so securely is all thanks to your efforts!"
Every one of them shook their heads, surprisingly unanimous in their belief that Yi Tianyun had it much harder, constantly battling against countless powerful experts. They knew that was the most terrifying part. Especially when facing the Netherworld Emperor, they had all felt death’s chilling proximity.

Yi Tianyun just smiled and didn’t say anything more. Nothing else needed to be said. Their mutual understanding was enough.
Soon, they all plunged into a flurry of activity, preparing to build the Imperial City. The list of tasks was immense. But none of them felt tired—only exhilarated! They wanted to seize that glory for Yi Tianyun.
"Yi, you’ve cultivated some excellent people. Every single one of them is completely loyal," Ren Long said with envy.
"They’re alright. It’s more that they’re willing to put their trust in me," Yi Tianyun said with a smile.
"Regardless, the Celestial Dragon Empire will need to rely on your help in the future..." Ren Long glanced around and, seeing no one nearby, whispered, "I have a feeling you could take over the Celestial Dragon Empire as well. If the two were to merge, it would be even more incredible."
"This... If your father, the Emperor, were to return, wouldn’t he skin you alive?" Yi Tianyun said, dumbfounded.
"He didn’t even deal with that traitor, the Dragon Chancellor. If it weren’t for you, the Celestial Dragon Empire would have been finished long ago. What right do they have to say anything?" Ren Long snorted, clearly displeased.
"Let’s talk about that later..." Yi Tianyun didn’t want to get involved in such matters for now. There was already too much to manage; getting involved would just make things chaotic.
"Alright, then. I think my little sister would be more than happy with that arrangement, too. You should give it some thought." Ren Long clapped him on the shoulder and smiled. "My work here is done, so I’m getting ready to take my leave."
Now that things here were concluded, it was time for him to leave. There were still many matters in the Celestial Dragon Empire that required his attention.
"Then thank you, Brother Ren."
After bidding him farewell, Yi Tianyun’s eyes flashed as he recalled the situation in the secret chamber. ’I’ll deal with that first,’ he thought. For him, it was a prime opportunity to gain a good amount of experience, and he couldn’t afford to waste it.
Facing the pressure from the unknown Divine Kingdom, he had to continue raising his cultivation. Otherwise, he would be unable to resist that terrifying power, much less protect his own Empire!
