DANA walked like someone had counted her bones and rented them back one step at a time.

The foundation witness shifted in front of Cassius.

Enough.

Chipped shoulder toward Elara. Mina Cho’s copied page still under its sleeve. Its hand stayed flat against the lift frame, asking no one for permission to stand there.

Caleb’s burned palm flexed.

"Elara."

The order band tightened.

Her jaw locked hard enough to show the muscle under her ear.

She raised the pistol.

Three inches low.

The muzzle pointed at the foundation witness’s knee instead of its chest.

That was her.

That was not freedom.

That was a handhold on a cliff face, two fingers deep and bleeding.

The crowd behind Caleb saw only the gun.

Phones came up.

Rina’s voice cracked across the garage before panic could take the room. "Phones down. Empty hands. Witness the angle, not the headline."

Some listened.

Some did not.

The consent form found the ones who did not.

PUBLIC SAFETY OBSERVERS PRESENT.

FIELD ORDER VISIBILITY CONFIRMED.

Elara fired.

The round struck the lift threshold three inches below the witness’s knee and punched through an old manual brake pin. The lift dropped half a foot.

Cassius slammed against his restraints and cursed.

The foundation witness caught the chair before it tipped.

Sam grabbed the Record against her chest with one hand and the lift rail with the other.

Elara’s left hand twitched.

Not apology.

Direction.

She had not missed.

She had shot the brake pin because the lift drop forced the foundation witness lower, out of the second shooter’s line.

Cassius stared at the order text on Elara’s throat and went pale in a way the gun had not managed.

"That is an evidence caption," he said.

Sam looked up.

"Say it clean."

"It is not here to arrest her. It is here to make her look like lawful rescue while the foundation witness looks like obstruction. If she shoots the witness on camera, the hearing gets its picture before it gets its testimony."

The consent form listened.

Sovereign Safety mirrors grabbed the same line and cut the first half away.

LAWFUL RESCUE.

FOUNDATION OBSTRUCTION.

Davi Sorn’s edit-bay feed snapped alive over a garage wall camera.

"I am cutting the crop," he said. "Full frame only. Elara, witness, Cassius, crowd, order band. No hero shot."

His hands shook on the controls.

He kept them there.

The captured Voss remnant on the floor moved his cuffed hand toward the ceramic pistol.

Tali kicked the weapon away and stepped on his shot knee.

"Stay useful," she said.

The field order compensated.

Five Defense Force officers entered behind Elara in gray rain armor. Their order bands lit at the same time.

MANUAL WITNESS TRANSFER REQUIRED.

HUMAN ACCESS WEDGE AUTHORIZED.

The first officer was a sergeant with a broken nose and the name BRANT on his chest plate.

He looked down at his own hands as they opened.

"No," he said.

His body walked past Elara.

Four more followed.

They reached for the lift seam.

Caleb moved.

The floor rails bent under the force of his step. He crossed the garage in two strides and caught Brant by the back of his armor before the man’s fingers entered the seam.

The other four were closer.

Elara fired again.

Three inches low.

The shot hit the control box under the seam and blew the panel open. Sparks snapped across the officers’ gloves. Two fell back, screaming. One dropped to his knees. One kept moving with smoke coming off his hands.

The order did not let them stop.

Caleb’s silver went into the lift seam, spreading flat, taking the door’s weight before it could turn five living bodies into tools.

The pressure hit him through the arm, shoulder, spine.

The lift wanted to close.

The order wanted wedges.

The crowd wanted to run.

Caleb held the seam.

"Ask them," he said through his teeth.

Rina understood first.

She slid to the fallen officers, phone still face-down in her pocket.

"Name," she said to the nearest one. "Harm. Wanted direction."

The officer with smoke on his gloves choked out, "Lio Brant. Body taken by order. Out."

"Out where?"

"Behind the silver."

Caleb gave him a place.

One rail rose from the floor behind Caleb, low and open. Shelter, not cage.

Rina dragged Brant behind it by his armor strap.

Sefa took the second officer.

Mira Sol’s voice came through a wall camera from South Ward. "Repeat for the others. Make the order hear names."

They did.

Nessa Ro. Hand burns. Out.

Jori Penn. Shoulder locked. Out.

Tam Vale. Cannot stop walking. Out.

The public holders moved with their phones down.

That mattered.

Avo’s line had left them something useful to do with their hands. A woman in a Restoration vest pinned Nessa’s bad wrist to her own stomach so Nessa could stop clawing toward the seam.

The teenage boy who had been holding his mother’s belt crawled under the rail and kicked a dropped baton out of reach. A man with bottled water used the whole crate as a wedge under Brant’s boot, giving Rina another inch.

"Names only," Rina said. "No ownership. No gratitude speech."

"Jori Penn," the boy repeated, shaking hard. "Shoulder locked. Out behind the silver."

The order band on Jori’s neck flashed yellow.

CLAIM LANGUAGE DETECTED.

TRANSFER DELAYED.

Soma shouted from the safe-house chain. "That delay is real. Keep doing it."

The crowd did.

Not cleanly.

Not bravely.

With bad voices, wrong timing, and hands that slipped on rain and blood.

It still counted.

The fifth officer reached the seam before anyone got his name.

Elara’s face changed.

Only once.

Her mouth tightened as if she had bitten through skin.

She turned her wrist three inches.

The pistol shot cut the strap across his chest plate and spun him sideways. It saved his hands from the seam.

It put his head in the path of the lift counterweight.

Caleb heard the impact.

The garage heard it.

The order band on Elara’s throat flashed green.

FIELD INTERFERENCE CORRECTED.

HUMAN ACCESS WEDGE EXPENDED: ONE.

His name appeared on the broken control panel after he was already gone.

ORREN KAI.

Rina stared at the letters.

"No," she said.

The field order accepted the word as sound and ignored it.

Elara’s pistol came up again.

This time the muzzle pointed at Cassius.

Three inches low would still kill him if the bullet crossed the throat instead of the eye.

Caleb could break her arm.

The thought arrived clean and useful.

That was the part he hated.

He could cross the gap, take the weapon, put Elara through the concrete, save Cassius, save the foundation witness, and let the city see a silver monster crush a leashed woman under a field order.

The Woman would print that for years.

Caleb opened his burned hand instead.

"Elara," he said, not loud. "What can you move?"

The order band tightened.

Blood marked the edge of her collar.

Her answer came from the gun.

Not words.

Pressure.

Her trigger finger pulled slow.

Too slow.

She was giving him the count.

Caleb did not command the witness.

He looked at it.

"If you choose Cassius, choose now."

The foundation witness moved before the shot.

It took Cassius’s chair sideways into the lift wall.

Elara’s bullet cracked through the air where Cassius’s throat had been and buried itself in the dead screen behind him.

The screen woke under the bullet hole.

CONTINUITY EMERGENCY HEARING OPEN.

CASUALTY AFFIDAVIT ATTACHED: ORREN KAI.

PRIMARY CAUSE: UNREGISTERED FOUNDATION OBSTRUCTION.

Elara lowered the gun three inches from where the order wanted it.

Her eyes found Caleb.

The band stole her voice.

Her left hand opened once at her side.

Five fingers.

Then one folded down.

Four left.
