Chapter 231: Prefill
AVO’S PHONE kept talking after he stopped.
It lay face-up on the garage floor, half under the silver rail Caleb had grown from the concrete. Blood touched the edge of the screen and crawled into the crack across the glass.
Kim’s archive smile stayed clean.
PREFILL CIVIC CONSENT FORM?
The question pulsed once.
Then it filled itself.
EMERGENCY CIVIC CONTINUITY CONSENT.
PUBLIC HOLDER: AVO LIN.
STATEMENT ACCEPTED: I HOLD THE ROUTE.
RECOMMENDED COMPLETION: CENTERED RESCUE AUTHORIZATION.
Caleb’s damaged hand closed.
The silver in his palm tried to answer the insult with pressure. The floor under the phone ticked. Rina put one hand over his wrist before the concrete could break.
"No," she said. "It wants you angry enough to erase the evidence."
Sefa kept both hands on Avo’s wound, though there was nothing useful left for his hands to do. His shirt was soaked to the elbows.
"Avo Lin did not sign," he said into the local chain. "Repeat that."
The first repetition came from Aldgate.
Then North Rail.
Then South Ward.
AVO LIN DID NOT SIGN.
The consent form adjusted.
PUBLIC HOLDER STATUS: UNCONTESTED PENDING FAMILY OR CIVIC REVIEW.
"It is using the gap," Sam said.
Cassius leaned against the lift wall, breathing through his mouth. The foundation witness kept one chipped shoulder between him and the garage.
"That was always the mouth’s trick," Cassius said. "Take the part a person says before the refusal and print it where the refusal should be."
Sam’s pen moved.
"Deposition continues," she said. "Statement recorded under active witness attack."
The captured Voss remnant lay on the concrete with Tali’s bullet through his knee. He had stopped screaming and started shaking. That was worse for him. People had begun to look at him like a thing that could answer.
Tali crouched two paces away, pistol held low.
"Name."
The man’s jaw worked.
His phone lit inside his coat.
The same form.
PUBLIC HOLDER: PENDING.
RECOMMENDED COMPLETION: WITNESS SECURITY NECESSITY.
Tali took the phone with two fingers and slid it across the floor to Soma’s remote camera.
"No one touches a silver prompt," she said.
Rina picked up Avo’s phone by the edges.
It rang before she could turn it over.
NARI LIN.
Avo’s aunt answered on the second tone with traffic noise behind her and fear already in her voice.
"Avo?"
Rina looked at Sefa.
Sefa shook his head once.
Rina put the phone on speaker.
"My name is Rina. Avo stopped a man from reaching the witness lift."
The line broke around a small sound.
Not a scream.
Not yet.
Nari Lin breathed like she was holding a door shut with her shoulder.
"Is he dead?"
"Yes," Rina said.
The local chain went quiet enough to hear rain hitting the garage ramp.
Nari made another sound. This one had teeth.
"He was supposed to bring my charger back."
Rina shut her eyes.
"They are trying to use his last statement as consent."
"What statement?"
"He said he held the route, not the man."
"Then use the whole thing," Nari said. "He put the phone down. He was always stupid with good causes, but he put things down when he knew they were not his."
Sam wrote it exactly.
Nari Lin, family line, contesting holder status.
Avo’s phone flashed.
FAMILY LINE CONTESTS HOLDER STATUS.
PUBLIC HOLDER STATUS: DISPUTED.
The first prefilled signature vanished.
The garage moved around that loss.
People started putting their phones face-down without being asked again. One by one. Concrete clicks, plastic cases, cracked glass. Every small sound said no louder than a speech.
On a Restoration edit-bay mirror, Davi Sorn appeared with both hands in his hair and a headset hanging from one ear.
"I carried the first clip," he said. "I opened the wrong door."
His screen showed six hundred queued mirrors, all with the same silver prompt waiting at the bottom. The easy thing would have been to delete the whole stack and pretend the damage ended at his desk.
Rina looked into his camera.
"Do not clean your name. Help clean his."
Davi swallowed.
"Avo Lin did not sign," he said.
The edit bay repeated it through every mirror he still controlled.
AVO LIN DID NOT SIGN.
HIS PHONE WAS DOWN.
The line went farther than the civic relay could reach. Corner stores. Lift waiting rooms. A broken laundry wall in Bay Twelve where someone had taped a phone above a bucket. People who had never heard Avo’s voice saw the correction before the form could dress him as proof.
The form did not die.
It learned.
KIMMELY MERCER LEGACY CLEARANCE AVAILABLE.
The sweet Kim lifted one hand on every screen.
"I can verify consent safety."
Real Kim’s voice came through Soma’s knife speaker, raw and close.
"Ask me."
Tali’s mouth went flat. "Name, harm, wanted direction."
"Kim Mercer," the sweet screen said.
"Kim Mercer," the knife speaker said.
"Harm," Tali said.
"I mistook a cage for ownership because it bought beautiful tools," said the sweet screen.

Soma’s face changed.
Rina’s hand tightened on Avo’s phone.
"Direction."
"Out of my own hands," the sweet screen said.
"Out of my own hands," the knife speaker said.
The words matched down to the breath.
Cassius started laughing. It scraped up his throat and turned into a cough.
"She wrote half your locks," he said. "Of course the lock knows her teeth."
Caleb looked at Kim’s clean archive face.
The old ache came up before he could stop it.
Not forgiveness.
Not trust.
Memory.
That voice had kept him alive in rooms where alive had meant owned. It had called him precious like a warning and a leash. The worst part was that some piece of him still knew where to stand when she sounded certain.
The sweet screen smiled at him.
"I can still save my boy if they let me hold the route."
Real Kim made a broken noise.
"Cut that sentence out of me."
Soma looked up. "How?"
"Archive Eight," Kim said. "Old stream purchase root. My private mirror. The smiling face lives there. So does every clean memory I used to prove I was helping."
Soma’s fingers hovered over three dead keys and one live switch.
"If I cut it, you lose your safest bridge into the holder network."
"Good."
"You may lose more than the bridge."
"Good."
The sweet Kim’s expression did not move.
"That action may reduce rescue access."
Real Kim laughed once, ugly and thin.
"There she is."
Tali stood. "No trust test. Consequence test. Public witnesses, listen. Kim Mercer is requesting lockout from Archive Eight. This may damage her access, memory proof, rescue reach, and private authority. We are not forgiving her. We are not handing her Caleb. We are recording a chosen wound."
Sam added the line to the Record.
Sefa repeated it with blood on his hands.
Nari Lin, still on Avo’s phone, said, "If it uses my boy, cut it."
Mira Sol said the same from South Ward.
Jessa Venn said it from North Rail.
June said it from Aldgate.
Soma hit the live switch.
The garage screens went black.
Kim screamed through the knife speaker for half a breath before she bit it off.
Every sweet archive face broke into squares.
The consent form emptied.
No names.
No prefilled center.
No Avo Lin.
No Kim Mercer.
For one clean second, the phones showed blank white boxes waiting for an answer.
Then a different seal loaded at the top.
DEFENSE FORCE FIELD ORDER AUTHORIZATION.
DANA: ACTIVE COMPLIANCE.
PURPOSE: SECURE MATERIAL WITNESS FROM UNREGISTERED FOUNDATION BODY.
The garage ramp camera clicked on by itself.
Elara walked down through blue emergency light with a field pistol in her right hand and a black order band locked around her throat.
The muzzle pointed at the foundation witness.
Three inches low.
