Chapter 244: No Public Mouth
Restoration moved before Laleh Omondi’s name finished drying on Tali’s torn paper.
The template spread from feed to feed with Caleb’s face cropped clean and bright behind the words.

By the third copy, the blood on his sleeve had vanished.
By the fifth, Elara’s bandaged hand had been cut out.
By the eighth, Laleh had become `Verified Field Success`.
Caleb read it once.
Then he looked away before the silver in his skin found something to break.
"They used my name," he said.
"It has your name," Tali said.
"Still not me."
Rina pulled the public feed down to the raw layer. Requests were already arriving under the new field. People had typed them from basements, stairwells, parking decks, dark school rooms, and phones held above floodwater.
Most of them meant it.
That was the worst part.

Soma looked sick.
"The form is counting each copy as support."
"Support for what?" Sam asked.
Sant answered from the far console.
"A new requester class."
The words loaded in the corner of the civic form.

Sefa touched Laleh’s name on Tali’s paper.
"They are making a title out of a person."
"That title gets a mouth," Cassius said. "Then the mouth gets teeth."
Davi’s feed cut in with his camera too close to his face. The left side of his jaw was swollen from whatever Restoration loyalist had done after he pulled Sefa’s clip.
"My office never sent this."
Rina glanced at him.
"Your footage is in it."
The hit landed. Davi swallowed it without ducking.
"Yes."
"Find the source office."
"Already did. Restoration Field Rescue. Marn Pace signed the packet."
Tali wrote that name under Laleh’s.
Caleb saw it.
"Do not put every idiot under dead."
"Then keep her from earning the line."
The north wall monitor filled with Kingsline Plaza. Restoration had built a rescue stage between two burned bus shelters and a row of field kitchens. Gold banners hung over gray tarps. A thousand people stood in a crooked horseshoe around the platform because the kitchens had food and power banks.
Marn Pace stood at the stage center with a mic in one hand and Caleb’s face behind her.
She had square shoulders, rain-flattened hair, and the desperate confidence of someone who had found a slogan before finding a route.
"When local voices fail," she said, "we ask through the one voice the city already knows."
The crowd answered before Rina could swear.
"One city. One ask."
Under Kingsline Plaza, a fourth eleven mark woke.
It turned toward the stage.
The room went very quiet.
Caleb stepped toward the speaker.
Rina caught his sleeve.
"Voice is the trap."
"People are standing on top of a wrong request."
"Then we do it without making you the mouth."
His hand opened and closed once.
"Paper," he said.
Sam gave him the back of an evidence form and a black marker.
Caleb wrote in block letters, slow enough that the camera could catch every stroke.

He shoved the paper toward Rina.
"Does that work?"
"For your name," she said. "Only for your name."
"Good."
Sant filed it.
The system hesitated.

"Of course," Cassius said.
Rina pointed at the mirror list.
"No Caleb voice. No single chant. Local witnesses show the paper."
June put it in Aldgate’s front window.
Jessa held it up at North Rail beside the bent ticket gate.
Mira copied it on cardboard with one fat marker and held it over the South Ward school shelter.
Iseul Park put the words on a hospital whiteboard with Laleh’s name underneath.
The feed broke into a hundred uneven versions of the same refusal. Different handwriting. Different walls. Different hands.
The form hated that.
Good.
At Kingsline Plaza, Marn Pace kept speaking over the noise.
"This is fear trying to divide rescue. Do not let them take away the only name that works."
"Move them," Caleb said.
"Davi," Rina said. "You are local to the feed room?"
"Restoration east truck, forty meters from the stage."
"Use your own mouth."
Davi shifted the camera. The feed showed his shaking hand, the truck door, the stage supports, and the gap beneath the platform where the pavement had begun to buckle upward.
"Davi Sorn, Restoration east truck," he said. "Harm is stage collapse under occupied crowd. Wanted direction is move left down King Street away from stage supports. No custody."
The eleven mark paused.
Then the crowd shouted again.
"One city. One ask."
The mark chose the louder shape.
The plaza buckled.
People fell against the field kitchen rails. A banner pole snapped and dropped across the front rows. The stage rose six inches from below, not lifted clean, shoved by a thing answering a title instead of a person.
Marn Pace lost the mic.
Her right leg vanished through the platform boards.
The crowd screamed her name, which helped nothing.
Rina leaned into the open line.
"Marn Pace."
No answer.
"Marn Pace. If you can hear me, use your own name or that thing will keep answering the crowd."
Marn’s face came up on the plaza camera. The camera should have turned away. It stayed honest.
Her teeth were red. Her hands were locked on the broken boards around her leg.
"Marn Pace," she said.
The plaza noise tried to swallow her.
Rina lifted one finger, and every mirror cut crowd audio by half.
Marn dragged the next words out.
"Kingsline Plaza stage. Harm is my platform crushing my leg and the crowd pressing back into the rails. Wanted direction is lift stage edge, move people left down King Street. No custody."
The eleven mark turned from the banner to the boards.
It lifted the stage edge.
Too fast.
Tali snapped, "Slow."
Rina caught the word and sharpened it.
"Marn, say slow enough for your leg."
Marn’s head dropped. She got it back up.
"Slow enough for my leg. Slow enough for the front row."
The stage rose another inch and held.
Davi threw his camera at a field cook and ran into frame. He grabbed Marn under both arms with a medic on the other side. Three people in Restoration gold shoved the crowd left instead of chanting at it.
The field kitchen rails bent outward.
Children slipped through first.
Then old people.
Then everyone with enough shame to stop filming and move.
Caleb watched with both hands flat on the table. The silver made a thin ring around each finger, bright and useless for the thing he wanted most.
Sam saw it.
"Good," Sam said.
Caleb gave him a look.
"She almost lost her leg."
"You stayed one person."
It was measurement instead of comfort.
The form updated.

Rina wanted to let her shoulders drop.
The city allowed no such thing.
Sovereign Safety’s channel opened beside Restoration’s bleeding stage. Their copy used Laleh’s bell, the plaza buckle, Marn’s trapped leg, and three frames of Caleb’s silver hands. No Jessa. No Mira. No Iseul. No Marn making the correct request.
Only pain.
Only panic.
Only Caleb near the center of every cropped thing.

Sant made a sound that was almost a laugh and almost a cough.
"They lost Caleb as their requester, so now they want a license gate."
Kim’s text arrived on a dead phone under Soma’s elbow.

Elara’s bandaged hand moved on the table.
One tap.
Then another.
Tali followed her finger to the lower corner of the motion.
There, in small legal print under the saved yes field, the registry had already named a provisional certifying body.

Rina read it aloud once, so nobody could pretend the trap was abstract.
Local people were about to become illegal mouths.
Under the city, the fourth eleven mark held the stage long enough for Marn Pace to be dragged free.
Farther east, three smaller marks began to wake near districts with no certified speaker at all.
