The words came from her mouth.

The crime did too, if people only heard the clip.

Soma had the district map up, but the screen lagged behind the floor. The marks were faster than the civic system that claimed to own them. They moved like old debts finding names.

Tali leaned over the table with blood dried at the edge of one sleeve.

"North Rail can answer," she said. "South Ward can answer. Mercy lower stair has heat and no comms."

"Fastest is straight line," Caleb said.

His voice had gone flat. The full silver sat under his skin, ready to become an answer nobody had asked for.

Rina turned on him.

"Do not fix it by being larger."

He looked at her, and for once he took the correction clean.

"Then give me something small."

"Stay here," Rina said.

That hurt him more than an order. Good. It needed to.

Sefa had one hand around the edge of the table. Her knuckles were gray. She kept looking at the template as if it were a person in a borrowed coat.

"That is sorting speech," she said. "All silent districts. Unable to answer. It names the silence as the body."

Cassius gave a wet laugh from the wall.

"It also stole your consent word," he said. "No custody, placed by the captor. Very elegant. Very dead."

Rina kept her eyes on the map.

"Soma, open North Rail."

"Jessa’s line is live," Soma said.

Static cracked through the room. Then Jessa Venn came in breathing like she had run stairs with a child on each hip.

"I see it," Jessa said. "Something under Pell Gate."

"You are local requester," Rina said. "Use your own mouth. Name yourself. Name the harm. Say hold, not fastest."

"Jessa Venn, North Rail lower platform," Jessa said. "Harm is forged clearing through occupied gate. Wanted direction is hold the gate and brace the ceiling. No custody."

The north mark slowed.

It kept moving. Its head lifted under the map, if a thing under concrete could lift its head. The platform camera showed dust drifting from the ticket arch. People were pressed against the far wall with their palms over children’s ears.

Jessa spoke again, rougher.

"Harm is the gate breaking onto living people. Wanted direction is hold. Hold. Hold."

The ticket arch bowed.

Then the old metal struts locked.

No cheer came from North Rail. Jessa had enough sense to keep her people quiet while the thing listened.

Soma’s fingers jumped to South Ward.

"Mira on two."

Mira Sol came through with wind and shouting behind her.

"I got it," she said. "The floor is shaking under the east wall."

Rina read the mark on the map. It had picked a line through the school shelter’s cistern room. The fastest route to the bodies under the collapsed bakery cut through clean water, two sleeping rows, and Jalen Price’s splinted hand station.

"Mira, same correction," Rina said. "Local name. Actual harm. Human route."

"Mira Sol, South Ward school shelter," Mira said. "Harm is forged route through water and sleeping people. Wanted direction is east brace, then north alley, slow enough for evacuation. No custody."

The mark kept moving.

Tali swore once.

"It likes fastest."

"Of course it does," Cassius said. "Fastest has no witness."

Sefa bent closer to the table.

"Name one body," she said.

Mira heard her through the open line.

"Tov Ren is under the east wall," Mira said. "His left leg is pinned by shelving. Harm is crush if the wall opens. Wanted direction is brace the wall, then lift the shelving away from Tov Ren. No custody."

The south mark stuttered.

On the camera, the cistern water jumped in rings. Dust poured from the ceiling over blankets and stacked canned fruit. Jalen Price dragged his bad hand against his chest and pushed two little kids behind a vending machine with his shoulder.

"Again," Rina said.

Mira’s voice broke on the first word and repaired itself by the second.

"Tov Ren, South Ward school shelter. Harm is crush. Wanted direction is brace, then lift. No custody."

The wall held.

The shelving rose three inches.

Tov screamed. It was the best sound in the room.

Tali had already turned to Mercy.

"Lower stair is still silent."

Soma shook his head.

"Mercy dispatch is down. Hospital board is cut. Iseul’s ramp line has no picture."

On the map, the third mark passed under Red Salt drainage and curved toward Mercy Civic’s oxygen stair.

Fastest available route.

The stair fed three floors of improvised beds. The old oxygen valves were behind a maintenance wall nobody used unless the alarms failed. The people there had no camera, no clean line, no local mouth the city accepted.

Elara moved.

Barely.

Her bandaged fingers dragged across the table once, caught on the corner of the Mercy grid, and tapped the stair.

Then she tapped the old laundry mark beside it.

Soma stared.

"Laundry chute?"

Elara tapped twice.

Caleb went still.

"She means the bell," he said. "Old hospital bell. The one in the laundry shaft."

Soma searched the board.

"Manual strike only. No remote."

"Who is near it?" Rina asked.

Tali already knew she would hate the answer.

"Laleh Omondi."

Soma found the staff list. His mouth tightened.

"Dispatch aide. Last check-in six minutes ago. Mercy lower stair."

Rina took the dead line anyway.

"Laleh Omondi, if you can hear anything, strike the laundry bell. Three, pause, two. Make the city hear you as local."

Static.

The Mercy mark reached the oxygen wall.

The floor under the map buzzed with it. The thing had no malice in the human sense. That made it worse. A cruel person might enjoy a scream. This only solved the shape it had been given.

Fastest route.

All silent districts.

Unable to answer.

The first impact knocked dust from the ceiling in the evidence room.

On the Mercy thermal grid, a hot line flared where the wall split.

Soma said, "Valve room breach."

Tali put both hands flat on the table.

"Laleh."

Nothing.

Then a bell rang through the dead Mercy line.

Three strikes.

Pause.

Two strikes.

The sound was ugly, flat, and human.

Rina leaned into it.

"Laleh Omondi, Mercy lower stair, local requester. Harm is forged route through oxygen and occupied beds. Wanted direction is stop breach, close valve, brace stair. No custody."

The bell struck once.

Again.

Again.

"She is correcting," Sefa said.

The Mercy mark paused against the valve room.

For one full breath, the city gave the right answer room to live.

Then the wall blew inward.

The Mercy feed turned white with heat.

Soma flinched back from the console. Tali stayed with it until the thermal image settled and the bodies became bodies again.

The mark had stopped the breach after the blast, which made the math uglier. It braced the stair. It closed the pressure. It saved the beds above.

It had also made the first wrong cut.

Soma read the new hospital tag in a voice too careful to be mercy.

"Laleh Omondi. Dispatch aide. Manual bell station. No movement."

Caleb gripped the table.

Silver crawled across his hand.

Rina set her palm on his wrist before the room could make a god out of grief.

"No," she said.

His jaw worked.

"She answered us."

"Then we keep her answer clean."

The silver stayed, but it stopped crawling.

Rina turned back to the form.

"File correction. Mass request invalid. Silence has no authority to request for everyone. Unable to answer is condition, not harm. Fastest available route is a weapon. Local requester required. Actual harm required. Human direction required."

Sant took it down.

His hands shook for the first time since Rina had met him.

South Ward lifted.

Mercy braced after killing the woman who had found its mouth.

Nobody said that was a win.

Davi’s feed pinged on the side screen.

He had been quiet too long, which meant he had been hunting the lie where it would matter.

"You need to see this," he said.

The public feed opened without permission. Restoration colors filled the corner of the room, warm gold over rescue-gray, Caleb’s face half-cropped behind a banner he had never approved.

Caleb read his own name on the template.

For once, he had no plain thing to say.

Tali wrote Laleh Omondi’s name under the three lower freight names from Bay Twelve. She pressed so hard the pen tore the paper.

Then she looked at Rina.

"Next one comes faster."

Rina nodded.

Outside, somewhere under the city, another eleven mark began to turn.
