The first worker sprayed white paint across the gas stripe.
Pip Daro screamed from the blue stairs.
"Gas."
The worker kept the nozzle down.
Yellow vanished under white in one wet pass. Mud turned pale. The cracked curb took the new color. A second worker rolled a stencil cart into the laundry court and locked its wheels.

In the evidence room, Soma enlarged the paint can label until the letters broke into squares.
Elara tapped the table with two fingers.
He shifted the image lower.
A smaller code sat near the can seam.

Soma counted.
"Transit. Relief. Certified evacuation. Two hospital logistics mirrors. Restoration rally routing."
Marn Pace came upright on her stretcher feed.
Pain stripped the color from her face.
"Rally routing?"
Soma opened the packet.
Restoration had moved its emergency vote gathering out of Kingsline Plaza after the stage collapse. The replacement location was a warehouse square three blocks east of Ward Nine.
Six buses were already approaching.
The certified overflow route now pointed at the laundry court.
Marn said a word Restoration would never put in a campaign transcript.
Rina looked at her.
"Can you stop the buses?"
"I can stop two. The other four are under party security routing."
"Who signed it?"
Marn read the authorization and went quiet.
"I did. Yesterday. It was a weather contingency packet."
Tali gave her no mercy.
"Your signature keeps finding bodies."
"I know."
Below the laundry court, the eleven mark pressed closer to the gas line.
Pip felt it through the railing.
"Mom."
Lena crouched beside him.
"What?"
"Street is pushing."
The fresh white route brightened on every traffic camera.

His rain hood had slipped back, showing a narrow face and a city utility tattoo behind one ear. He stared at the maintenance cap near the court drain.
"That yellow was old pipe code," he said.
His supervisor pointed at the stencil cart.
"The registry superseded it. Finish the box."
The worker put his boot on the fresh white line and scraped.
Yellow showed through.
"My crew patched this main six years ago. Yellow means the sleeve is carrying pressure."
The pale-coated interviewer checked his badge.
"Nico Barr. Your task is route visibility. Utility interpretation is outside assignment."
Nico looked up at Pip on the blue stairs.
"Kid saw it before any of us."
The registry added his name to the enforcement review.
Nico dropped the paint wand.
That choice reached the mirrors too.
Rina opened the mirror network.
"Ward Nine. Copy the old stripe somewhere the cameras can see it. Different materials. Different words. Keep the meaning local."
The answer came fast.
Lena tore yellow lining from the plastic crate and tied it to the railing.
Pip dragged a piece of chalk across the blue stair wall.
A man in a bathrobe hung three yellow towels from a window.
Someone painted `GAS BELOW` on a mattress with soup.
June put a yellow book jacket in Aldgate’s front window.
Iseul Park drew a crooked line across the hospital board and wrote `WARD NINE PIPE` beneath it.
The cameras saw disagreement.
The people saw a warning.
Soma split the feeds into a public grid.
"Machine layer still likes white. Human layer is turning yellow."
"Make the buses see humans," Rina said.
Davi pushed the grid onto Restoration’s rally screens.
Two buses slowed.
The other four stayed locked to certified routing.
Marn forced her medical feed onto the lead bus screens.
"This is Marn Pace. I signed the contingency packet you are following. I withdraw the Ward Nine overflow route. Look out your windows. White is covering a gas warning."
The bus system answered before the drivers could.

Caleb watched their dots move.
"Let me stand in the road."
Rina glanced at him.
"You become the road if you do that."
"I can live with being asphalt for ten minutes."
"The city will live with it forever."
He hated the answer because it was true.
Sam touched the Record case.
"Give him one body-sized job."
Tali studied the map.
"There is a manual relief gate under the east approach. If it stays shut, the four buses hit Ward Nine. If someone braces it open, the buses divert south before the machine route catches up."
"How far?" Caleb asked.
"Four blocks."
He was moving before anyone gave the distance a second shape.
Rina called after him.
"One gate. Ward Nine keeps the route."
"One gate," Caleb said.
He left silver footprints in dust and nothing else.
At Ward Nine, the stencil cart finished the last letter.
SAFE.
The eleven-piece under the court turned its palm upward.
Concrete rose around the gas main.
For one second, it looked like bracing.
Then the white route instructed the old service gate to open.
Metal groaned below the laundry blocks.
Soma found the gate on a pre-flood utility plan.
"That tunnel is sealed."
Cassius looked at the map from his chair by the wall.
"Sealed for people."
The service gate opened six inches.
Hot air pushed mud bubbles through a storm drain.
Pip backed into Lena.
"Something smells hungry."
Sefa turned toward him on the feed.
"Name the harm you have."
Pip shook his head.
"I don’t know it."
"Then name that."
Pip gripped the yellow lining tied to the rail.
"Pip Daro. Ward Nine blue stairs. Harm is something under court and I don’t know what. Wanted direction is keep gate shut and people on stairs. No custody."
The eleven mark stopped lifting.
The service gate kept opening.
It was answering a different system.
Tali swore.
"The eleven-piece is holding the pipe. The certified route is opening the tunnel. Two machines, two answers."
The first Restoration bus entered the east approach.
Caleb reached the manual relief gate and drove both hands under the steel arm.
Full silver rolled across his shoulders.
He lifted.
The gate fought him with three decades of rust and one live routing lock.
It rose high enough for the bus sensor to catch the diversion.
The first bus turned south.
The second followed.
The third hesitated.
Under Ward Nine, the service gate reached twelve inches.
A narrow head pushed through.
No eyes.
Teeth built for cable insulation and soft pipe seals.
Then another head appeared beside it.
Then five more.

Nico Barr ran toward the maintenance cap with his sleeve over his mouth. He kicked the stencil cart onto its side and reached for the old shutoff wheel under the drain lip.
The feeder snapped at his glove.
He tore his hand free and kept turning.
The gas cloud spread low across the white paint, invisible except where rain bent around it.
Soma found two emergency controls on the utility plan.
"North vent dumps into the rally warehouse approach. South seal traps the feeders under the court but pushes gas toward the blue stairs."
Tali stared at the map.
Four buses approached from the north.
Pip, Lena, and three hundred people held the south stairs.
Caleb still had both hands under the relief gate. If he let go, the buses followed the white route. If he stayed, Ward Nine faced the colony without him.
Rina saw the choice on Tali’s face.
"Say it."
Tali put one finger on the north vent and one on the south seal.
"I can keep the gas off the stairs or keep the feeders out of the buses."
Nobody offered her a kinder map.
Ward Nine turned yellow on every human feed.
The machine layer stayed white.
