The registry found a softer word for taking a child.

Rina read the order once and made herself slow down before she spoke.
"They are going to steal him politely."
Caleb stood behind her with both hands on the table.
"Where is he?"
Soma brought Ward Nine back onto the wall.
The laundry court sat empty now, damp and cracked, with the gas stripe still half-buried under mud. The blue stairs climbed along the side of a brick apartment block. People had packed onto the landings with blankets, crates, wheeled chairs, two mattresses, and one shopping cart full of medicine bottles.
Pip Daro sat on the second landing in the yellow raincoat.
The coat made him too easy to find.
Beside him, the woman with one shoe held the plastic crate against her chest. She kept one arm hooked around the railing behind Pip, not around his neck, not around his shoulders. Close enough for him to lean back if he chose.
"Adult name?" Rina asked.
Soma checked the mirror tags.
"Lena Daro. Mother, if the old shelter card is still right."
The enforcement van turned into Ward Nine two streets away.
It was white this time.
No riot shutters.
No siren.
That made Caleb’s face change.
"That is worse."
Sam nodded.
"A soft van edits the story before it arrives."
Kim’s text blinked over Soma’s dead phone.

Sefa’s mouth tightened.
"They define fear as incompetence. Then they create fear."
On the Ward Nine mirror, a woman in a pale registry coat stepped out of the van with two aides behind her. She carried a blue blanket folded over one arm and a slate in the other.
No weapon on her hip.
Four armed officers stayed inside the van with the door cracked.
Tali said, "There are the weapons."
The woman in the pale coat looked up at the blue stairs and smiled with her whole face except her eyes.
"Pip Daro," she called. "We are here to keep you safe."
Pip pulled his hood lower.
Lena Daro stood.
"He is safe with me."
Rina winced.
"Wrong shape."
Caleb looked at her.
"She’s his mother."
"The form loves ownership words."
The registry slate proved it before the sentence finished.

Lena saw the slate update and went white with anger.
Rina grabbed the mirror line.
"Lena Daro, if you can hear me, ask him first."
The pale coat turned toward the nearest taped phone.
"Unauthorized coaching compromises minor reliability."
Rina spoke over her.
"Pip gets a mouth before anyone gets a claim."
Pip looked from the van to his mother to the gas stripe below.
His voice came through thin.
"I don’t want the van."
The registry slate lit.

Caleb made a sound low in his throat.
Rina kept her tone flat because the city wanted her furious.
"Pip, name what hurts. Concrete."
Pip swallowed.
"They are taking me from blue stairs."
"What else?"
"Gas is still under court."
"Wanted direction?"
The pale coat climbed the first stair.
"This is unsafe. Step away from the minor."
Pip’s hand closed on the wet railing.
"Stay here. With Mom. Away from gas."
Rina fed it back once.
"Pip Daro, Ward Nine blue stairs. Harm is removal from local witness before gas hazard is resolved. Wanted direction is stay with Lena Daro on blue stairs, away from gas. No custody."
Pip repeated it with his jaw shaking.
Lena repeated it too, changing one word.
"Lena Daro, Ward Nine blue stairs. Harm is removal of my son from a live gas hazard he can identify. Wanted direction is Pip stays beside me if he chooses, away from gas, with blue stairs open. No custody."
The Ward Nine mark under the map moved.
Small.
Careful.
It touched the base of the blue stairs from below.
The railing stopped trembling.
The pale coat froze on the first step.
Her smile finally died.
"Minor witness contact confirmed."
"Local witness contact," Sefa said to the nearest camera. "A child seeing danger stays a child. The city gets no claim on him."
Sant was already filing.

The pale coat lifted the blanket.
"Pip, this blanket is warm. We have food in the van."
Pip looked at the blanket.
Every adult on the landing saw him look.
That was the cruel part. Hunger was real. Cold was real. A soft van could carry real soup and still be a cage.
Caleb’s hands curled against the table.
"Can we send food?"
Tali answered without looking away from the map.
"If it arrives under your name, they call it public custody."
"Then whose?"
Marn Pace’s feed cut in from the Kingsline medical line. Her face looked waxy. Her leg was strapped under a brace, and someone had put a Restoration jacket over her shoulders like a flag they wanted back.
She pushed it off.
"Mine."
Rina turned.
Marn grimaced.
"Restoration field kitchens are already near Ward Nine. I can order food under local relief and put Lena Daro as distribution lead."
"That still touches your bad packet," Tali said.
"Then write the scar on it." Marn breathed through pain. "Marn Pace. Harm is prior misuse of relief branding to create public requester custody. Wanted direction is food sent to Lena Daro for local distribution, no witness transfer, no minor interview, no custody."
Rina looked at Sant.
Sant filed it with the speed of a man choosing a bad tool because it was the only tool on the table.
The pale coat saw the feed change.
"Unauthorized relief interference."
Lena Daro laughed once.
"You came with a blanket and four guns."
The landing heard her.
Ward Nine heard her.
The mirror network carried it with the ugly truth still attached.
The pale coat made a small gesture toward the van.
The armed officers stepped out.
The Ward Nine mark shifted under the blue stairs.
Pip spoke before Rina could.
"Harm is guns on stairs."
Lena put one hand near his shoulder and left the choice of touch to him.
He leaned back into her.
"Wanted direction is guns stay on street. Food comes up stairs. No custody."
The railing rang once under his hand.
The eleven-piece below Ward Nine answered by lifting the curb between the van and the first step.
Not high.
Ankle high.
Enough.
The officers stopped because nobody wanted to be the first fool to trip on a living street.
Marn’s field kitchen cart appeared at the far corner with three workers pushing it by hand. No Restoration banner. No Caleb face. The cart had soup tins, thermal blankets, and a cardboard sign in black marker.

Pip stared at the sign.
Then he started crying, quiet and furious.
Caleb looked away for half a second.
When he looked back, the silver had settled.
The pale coat lowered her slate.
The registry updated anyway.

On the Ward Nine feed, two city workers in gray rain ponchos stepped out behind the van with paint sprayers.
Their target was the gas stripe.
Elara tapped the table hard enough to split the scab across one knuckle.
Rina read the new order.
"They’re painting over what saved him."
Below Ward Nine, the eleven mark turned toward the laundry court again.
