Kitazawa smiled. As expected of his personal Anbu, she really was thoughtful.
His mind returned to the issue of Jinchuriki candidates.
First, he ruled out Hinata and Neji. Both already possessed the Moon-Chasing Bow and the Life Feather Bow. Each bow housed a Yin Release monster, making them equivalent to half a tailed beast on their own. On top of that, the two of them would obtain the Tenseigan in the future, so there was even less need for them to become Jinchuriki.
Kitazawa’s thoughts drifted to the seven ninja teams that had graduated from the Genius Class. Ideally, every team should have at least one Jinchuriki.
Team 1 was Kurama Yakumo, Karin, and Inuzuka Kiba.
Kurama Yakumo didn’t need a Tailed Beast at all. Her chakra reserves were already on par with half a Tailed Beast; she practically never ran out. In the original story, a Yin Release monster called Ido had been born within her. Combined with her genjutsu kekkei genkai, which rivaled the Mangekyo Sharingan, there were few in the entire ninja world who could match her.
That left Karin and Kiba. Between the two, Kitazawa eventually chose Karin.
Karin was already a medical intern and sealing specialist; her support ability was more than sufficient. Giving her a tailed beast would raise her combat capability to match. And as a member of the Uzumaki clan, she was naturally suited to becoming a Jinchuriki of Kyuubi.
Of the remaining Tailed Beasts, there were the One-Tails, Two-Tails, Four-Tails, Five-Tails, and Six-Tails.
Team 3 was Shikamaru, Ino, and Choji.
He skipped over Team 2 entirely, since that was Kakashi’s squad. Kakashi was already the Three-Tails’ Jinchuriki; assigning another Jinchuriki to that team would be wasteful.
Kitazawa stroked his chin. He planned to give the Two-Tails to Ino. The Two-Tails, Matatabi, took the form of a blue cat. As for his reasoning... it was probably just that the cat ears and tail from Partial Tailed Beast Transformation suited a girl more.
Team 4 consisted of Kimimaro, Tayuya, and Jugo. For this trio, it didn’t particularly matter who received a Tailed Beast. After a moment of thought, Kitazawa decided on giving the Five-Tails to Kimimaro. That way, it would further raise the upper limit of his strength.
Team 5 was Rock Lee, Hotaru, and Haku.
The biggest advantage of becoming a Jinchuriki was near-infinite chakra. But Rock Lee wasn’t a good fit. The Eight Gates alone brought an explosive surge of chakra, and since Lee had almost no talent for ninjutsu, giving him more chakra would be a bit of a waste.
Kitazawa finally settled on Haku for this team, assigning him the Six-Tails.
That left only the Four-Tails and One-Tails.
Team 6 already had Neji, and Team 7 went without saying. Kitazawa narrowed down the last two candidates to Yakushi Kabuto, Uchiha Izumi, and Aburame Torune—three of his own students.
In the end, he chose Kabuto and Torune. The reasoning was similar to Kimimaro’s: it would raise his potential ceiling. With the power of the Four-Tails added to his Sage Mode, Yakushi Kabuto would instantly become one of the strongest shinobi in the ninja world and Torune would be the best support for his new teammate with his unique abilities and Shukaku’s sealing abilities.
"Done."
Kitazawa stretched without thinking—and immediately brushed against Konan’s soft body behind him. He pulled her into his arms, his gaze falling to her rosy lips.
"Are you thirsty?" Kitazawa asked.
Konan froze for a second, then realized what he meant and nodded.
"Change your clothes first."
He glanced at the Anbu uniform she was wearing, then took out a black secretary outfit complete with black stockings.
Konan slipped off her Anbu gear, left only in her undergarments, then stepped back and began changing. Before long, a flash of admiration flickered in Kitazawa’s eyes. Her cold, refined features matched the secretary uniform perfectly. Those long legs wrapped in black stockings especially accentuated her tall, graceful figure.
Kitazawa reached out. Through the thin fabric, his fingers sank slightly into the firm, springy flesh of her thigh.
Konan walked over and crouched in front of him. As she moved, the suit jacket’s collar pulled taut and gaped slightly, revealing her white shirt and a broad expanse of pale skin beneath it. She rested her chin on his leg and looked up at him.
Kitazawa gave a small nod.
Seeing this, Konan lowered her head and took him in her mouth.
Kitazawa’s gaze drifted up to the Hokage’s desk. He exhaled lightly and reached for a document. Aside from the four dossiers from the Four Great Shinobi Villages, he hadn’t had time to look through the rest. Now was as good a time as any.
This one was from the Engineering Department. They had already repaired the terrain deformation caused by his battle with Nagato.
Konan’s breathing grew shallow. Her throat moved, her cheeks hollowed slightly, and a faint blush crept across her normally cold face.
Kitazawa frowned. He subconsciously patted the Hokage’s chair. Sometimes, this office chair really did feel too narrow and constricting.
He shook his head and kept reading.
Nothing major had happened in Konoha lately. In less than an hour, he had finished going through all the documents.
Leaning back into the chair, he closed his eyes, feeling a wave of ecstasy wash over him.
Konan stood up, picked up the cup on the desk, and drank half of it. After wiping the fluid from the corner of her mouth, she glanced back at Kitazawa.
He patted his thigh.
Konan naturally sat down on his lap. Kitazawa buried his face in her chest, suddenly not in the mood to speak.
Konan gently stroked his hair, her eyes turning slightly misty.
"Let’s go take a nap."
When he finally caught his breath, Kitazawa picked Konan up and headed for her Anbu dormitory.
Meanwhile, Shikaku had finished drafting Konoha’s trade terms for the Four Great Shinobi Villages and sent couriers rushing out overnight.
By the next morning—
In the Raikage’s Office of the Hidden Cloud Village—
A thunderous crash echoed as the Raikage’s desk split cleanly in two.
"This is going too far!" the Fourth Raikage roared, face twisted with fury.
Mabui, Dodai, Darui and the others all wore dark expressions. They had just received Konoha’s so-called trade terms. How to put it... Every single item was absurd, showing absolutely no liniency.
"Why would Konoha propose trade terms that they know we’d never agree to?" Samui asked, confused.
"Konoha probably has no intention of returning the Tailed Beasts," Mabui said heavily.
"Does Konoha want to trigger the Fourth Great Ninja War?" Samui asked, startled.
"Then we’ll fight!" the Fourth Raikage snapped, responding on instinct.
"Raikage-sama, please calm down," Mabui said in a low voice. "First, we need to contact the other villages and confirm whether their terms match ours."
"And if they do?" the Fourth Raikage asked.
"Then we should invite the other Kage to a Five Kage Summit," Mabui replied after a brief pause.
The Raikage hesitated. With his personality, this kind of humiliation would normally be unacceptable. But remembering Kitazawa’s strength, he forced himself to swallow it.
"I’ll leave it to you," he said, clearly displeased.
"Yes, Raikage-sama."
Mabui turned and left, immediately dispatching messengers to Iwagakure, Kirigakure, and Sunagakure.
By the next day, the replies had arrived. All four villages had received nearly identical "terms"—equally outrageous.
Even Kirigakure, which had previously signed an alliance with Konoha, was no exception.
"Kitazawa is truly overbearing," Mabui muttered, clenching and then relaxing her fist.
She had no desire to go to war with Konoha. On paper, their odds of victory were poor. But without their Tailed Beasts, their future ability to resist would be even weaker.
"The Five Kage Summit is our last chance..." Mabui exhaled slowly.
If Kitazawa attended as requested, there was still room to negotiate. But if he refused to show up, it would mean he had no intention of ever returning the Tailed Beasts.
On a plain north of Konoha—
Kakashi, Sasuke, Torune, Kimimaro, Kabuto, Ino, Torune and Haku were assembled together.
"Kakashi-sensei," Ino asked curiously, "what are we doing here?"
"Didn’t Hokage-sama tell you?" Kakashi replied.
"No," Ino said. "An Anbu just notified me this morning to gather here at nine."
"Me too," Haku added.
"I met with Kitazawa-sensei yesterday. He plans to have us become Jinchuriki," Kabuto said, adjusting his glasses.
"Jinchuriki?" Ino’s eyes widened. "Like Naruto?"
Sasuke’s heart stirred, a rush of excitement blasting through him. More than half of Naruto’s strength came from the Nine-Tails. If he could become a Jinchuriki too, the gap between them would finally narrow. He might even have a chance to defeat Naruto.
"That’s right." Kakashi nodded. "The Akatsuki captured seven Tailed Beasts. Hokage-sama chose the seven of us to be their new Jinchuriki."
"Not Hinata and the others?" Haku asked, surprised.
In his mind, many students in the Genius Class were stronger than he was; he never thought it would be his turn. Ino also felt shocked—but the surprise quickly gave way to joy.
"Kitazawa-sensei must have his reasons for choosing us," Kabuto said, smiling. "We don’t need to overthink it. Just repay him after we become Jinchuriki."
"Kitazawa-sensei!"
The moment Kitazawa appeared, Ino cut herself off and rushed over to hug his arm.
"Kitazawa-sensei," Kabuto, Sasuke, and the others followed and greeted him.
"Do all of you know why I called you here?" Kitazawa tapped Ino lightly on the forehead and pulled his right arm free from her grasp.
"Kabuto-senpai told us!" Ino replied with a bright smile, clearly excited.
She felt no prejudice toward Jinchuriki. On the contrary, after seeing Naruto’s overwhelming strength, she was actually looking forward to becoming one. More importantly, her own strength would skyrocket, and beating Sakura in the future would be a breeze.
"Then let’s skip the chatter and start implanting the Tailed Beasts," Kitazawa said.
He walked a few steps forward, activated the Rinnegan, bit his thumb, and slammed his hand to the ground.
The earth trembled violently as the Gedo statue appeared from thin air.
Kakashi and the others stared, stunned. The sheer size of the statue was enough to shock anyone. Even those who had seen it before still felt an instinctive chill.
But what puzzled them even more was why Kitazawa could summon the Gedo Statue at all. Wasn’t it Nagato’s summoning beast?
"Kakashi," Kitazawa called.
Kakashi stepped forward. As he did, his pupils shrank in disbelief—Kitazawa’s Rinnegan glared back at him.
What was going on? Had he transplanted Nagato’s eyes?
"I’ll implant the Three-Tails into you first," Kitazawa said.
He understood what Kakashi was thinking, but he didn’t feel the need to explain. He was the Hokage now; he didn’t have to justify anything.
Kitazawa looked up at the Gedo statue. With a surge of Rinnegan power, the statue’s jaw opened. A moment later, it spat out a dense mass of chakra shaped like a turtle. It hit the ground and materialized into the three-tailed Isobu.
Without giving it any chance to react, Kitazawa used the Rinnegan to pin it down. He reached his hand toward Kakashi’s abdomen, forming the Eight Trigrams Sealing Style—the same double Four Symbols Seal that held the Nine-Tails.
If even the Nine-Tails couldn’t break free, the other Tailed Beasts stood no chance. And with Kitazawa’s current strength, his Eight Trigrams Seal was far more potent than the ones used by Minato and Kushina.
His chakra surged out, engulfing the Three-Tails. In the next instant, Isobu’s massive body shrank into a beam of light and shot into Kakashi’s stomach.
Once the seal space formed, Kitazawa withdrew his hand.
"Thank you, Hokage-sama," Kakashi exhaled.
He could clearly feel the Three-Tails within the seal space, along with its practically limitless chakra. Since receiving Obito’s Sharingan, chakra had always been his greatest weakness. Now, it was as if he had suddenly struck it rich; from this point on, he could afford to "waste" chakra at will.
For the moment, though, as a brand-new Jinchuriki, he had no idea how to actually tap into Isobu’s power.
"Sasuke," Kitazawa called again.
Sasuke stepped forward in a few strides. The sight of the Rinnegan still shocked him, but he didn’t ask any questions. Ever since becoming Kitazawa’s disciple, he had been handed one "impossible" thing after another; he was almost used to it.
The same process repeated itself, and soon Sasuke had become the Eight-Tails’ Jinchuriki. He clenched his fist instinctively. Now that he had truly become a Jinchuriki, he finally understood how Naruto had so much chakra. Sasuke felt confident he could fight him for three days and three nights straight.
One by one, all seven of them successfully became Jinchuriki.
"Being a Jinchuriki is really terrifying..." Ino said with a sigh.
It felt as if all the training she’d done so far had been meaningless—her power had leapt to a whole new level the instant she formed her bond with the Tailed Beast.
"But there are only nine-tailed beasts," Kabuto reminded her. "Most shinobi will never have this opportunity."
"That’s true," Haku agreed.
"This is all thanks to Kitazawa-sensei!" Ino said right away.
"It’s too early to thank me," Kitazawa replied.
He released the Summoning Technique; the Gedo Statue vanished, and the Rinnegan faded from his eyes. He glanced around at Ino and the others.
"This is a Tailed Beast Chakra Mode I created for you," he said, taking out seven scrolls and handing them over.
A typical Jinchuriki had three modes.
The first was simply borrowing Tailed Beast chakra. In this state, the Tailed Beast’s chakra surfaced around the body, but the user retained their human form.
The second was partial tailed beast transformation. The Jinchuriki would be wrapped in chakra, and the tails or other features of the Tailed Beast would appear—the amount of borrowed power was much greater.
The third was full transformation. The Jinchuriki would completely assume the Tailed Beast’s form and draw out its true power. If they were a Perfect Jinchuriki, their own consciousness would remain in control. If not, the Tailed Beast’s will would rampage, hijacking their body.
All the great villages tried to avoid that last situation whenever possible—like when Shukaku fully emerged after Gaara fell asleep in the original timeline.
Kakashi and the others had little hope of becoming Perfect Jinchuriki. That required reconciliation with their Tailed Beasts, but all of these Tailed Beasts had been forcibly captured by Kitazawa. That resentment would run deep, making true harmony very difficult.
In other words, they would likely be limited to the first two modes.
Even so, those two alone provided an enormous power-up.
Kitazawa hadn’t bothered to alter the first mode—borrowing chakra didn’t need changing. Instead, he had modified partial transformation. By merging Yin Release Chakra Mode with Naruto’s Nine-Tails Chakra Mode, he devised a new Tailed Beast Chakra Mode.
Simply put, this mode didn’t produce tails—only a cloak of Tailed Beast chakra. In this state, Kakashi and the others could wield their Tailed Beasts’ power more efficiently.
Sasuke was undoubtedly the happiest of the group. He could feel the gap between him and Naruto shrinking rapidly. Of course, Ino and the others were just as thrilled.
