However, while the land was vast, the population was small. Although each inhabitant enjoyed an expansive place to live, the sparse population was a persistent problem.

If one were to ask whose residence in the Azure Empire was the largest, the answer was, without a doubt, the General’s Mansion. The mansion itself was as large as the Royal Palace. However, it also boasted an attached horse ranch, making the entire estate even larger than the palace grounds.

Its owner was the Great General, Zhan Sha. He was a great talent of the Monster Race, and every student and disciple he taught became a skilled warrior in the army.

"As expected of my Great General, studying military texts at every moment," an old man in a yellow robe said proudly, stroking his beard as he watched the young man reading a book of strategy not far away.

This young man was only twenty, yet he was already the Great General. As he studied the military texts, his exceptional demeanor made him stand out, a cut above all others.

"As a General, one cannot afford a single day of laxity," Zhan Sha said with a smile, closing the book. "Though there is no war at the moment, I believe my era will come soon."

He spoke the words "my era" with absolute confidence.

This is a Five-Star nation, but that’s not enough! The nation I support must be a Seven-Star nation at the very least.

"I believe you can succeed," the Azure Emperor nodded.

Zhan Sha, though young, was a transformed fighting shark from the sea. It wasn’t just his own strength that was formidable; he also had several talented disciples. They had followed him and grown strong by his side, becoming pillars of the military. Zhan Sha was a rare talent, excelling in both military and civil arts.

Seeing the Emperor’s praise and the clear, trusting look in his eyes, Zhan Sha laughed. "To have the Emperor’s trust is enough."

"You knew the moment you saw me that I came to find you about something," the old man smiled. "I need to borrow your talented subordinates to investigate someone."

"Investigate someone?" His eyebrows furrowed as he asked, "Who?"

"Wu Tian," the Azure Emperor said.

The Azure Emperor had grown old. He didn’t want to live out his life in mediocrity like his predecessors. He, too, dreamed of leaving behind the everlasting legacy of a great Emperor, but the right opportunity had never come.

Now, that opportunity had arrived. It had come because of this man named Wu Tian. But this man was also someone the Azure Emperor dreaded, fearing that his own success or failure would ultimately hinge on this one person.

"Wu Tian?" Zhan Sha’s brow furrowed slightly. He knew every person on the island by name. To have reached such a level of command as a General was a rare feat indeed.

"This person doesn’t seem to be from our Azure Empire, does he?" Zhan Sha looked at the Azure Emperor.

"Correct, he is not," the Azure Emperor nodded. "Wu Tian is from the Xiuyuan Realm, a land beyond our borders."

"A person from beyond?" Zhan Sha guessed what this implied, and his normally calm eyes began to burn with fervor. "Emperor, is it truly time for me to act?"

I have quelled domestic rebellions and rooted out corrupt officials. But in my heart, I know that is not what I, Zhan Sha, was truly meant to do.

"Correct, the time to make use of you has come. This Wu Tian is a talent much like yourself, excelling in both civil and martial arts. Not only is he capable, but rumor has it his subordinates are also quite skilled." The Azure Emperor smiled. "Because of him, the lands beyond our island—the Artifact Domain, the Domain of Myriad Demons, and the Xiuyuan Realm—have all devolved into chaos. "Excellent!" Zhan Sha nodded with a smile.

"Wu Tian?" Zhan Sha laughed with contempt, refusing to believe anyone from such a place could compare to him.

"Very well. Since that’s the case, I have a plan." A smile touched Zhan Sha’s lips as he effortlessly devised a strategy. "The Three Realms are currently in turmoil. We can dispatch ships to their shores and spread the word that there is an island overseas, a land of peace. Once they learn how wonderful it is here, their people will flock to us. This will solve the Azure Empire’s problem of a small population. When the time comes, we will have more soldiers and they will have fewer. Victory will be ours!"

"An excellent plan!" The Azure Emperor’s eyes lit up with excitement.
