The First Civilization

Chapter 33: The Council’s Call

A cold wind swept through the Greenleaf Tribe. Dark clouds slowly gathered above the forest, casting long shadows across the village, as if the sky itself sensed the weight of what had just arrived.

Inside the meeting hall, no one spoke. Every leader’s attention remained fixed on the leather scroll sent by the Stone River Tribe, its cured surface still faintly damp from the messenger’s journey.

Elder Sen carefully rolled it closed.

"It has been many years," he said, "since Stone River summoned every neighboring tribe."

Borin crossed his arms, his brow furrowed. "They only do this when the entire region is threatened."

The Red Moss captain nodded in agreement. "Then the situation is even worse than we thought."

---

Aren quietly studied the map spread across the table. The Greenleaf Tribe. Stone Brook. Red Moss. And farther north, Stone River — its territory marked in bold strokes far larger than any of the others.

If every tribe gathered there, then the Black Fang Tribe would surely hear about it.

"They’ll expect us to meet," Aren said.

Doran looked at him. "You think they’ll attack the council?"

Aren slowly shook his head. "No. They’ll watch. They’ll learn who stands together. And then—" he paused, choosing his words carefully, "—they’ll choose their target."

Silence filled the room. The Black Fang leader wasn’t acting out of anger. He was planning. Patiently, methodically, the way a hunter waits for the right moment rather than the first one.

Aren closed the notification. Three days. There was still time to prepare — but not much of it.

---

Outside, the allied warriors had already begun training together, and it showed just how much work remained. At first, the Greenleaf hunters struggled to match the longer spears used by Stone Brook, their footwork suited to close forest fighting rather than open reach. Likewise, the Red Moss warriors weren’t familiar with Greenleaf’s forest signals, missing cues that seemed obvious to anyone raised among the trees.

Everything felt awkward. Unorganized. Warriors who had fought bravely side by side in battle now stumbled over each other on the practice field, each still moving to the rhythm of their own tribe.

Aren watched quietly from the edge of the clearing. Then an idea formed.

---

He walked toward the training ground.

"Everyone."

The warriors stopped, turning toward him. Aren picked up a long branch and planted it in the dirt like a marker.

"If every tribe fights differently, we’ll only confuse each other."

The warriors exchanged uncertain looks.

"So what do we do?" Jarek asked.

"We create common signals," Aren answered. "One whistle. Advance. Two whistles. Fall back. Raised fist. Stop. Open hand. Spread out."

Simple. Easy to remember. No matter which tribe they came from — a system anyone could learn in an afternoon and never forget.

---

The warriors immediately began practicing. At first, several mistakes were made. A Stone Brook warrior charged when he should have stopped, nearly colliding with a Greenleaf hunter who froze at the wrong signal. A Greenleaf hunter retreated too early, drawing laughter from the others. The tension slowly disappeared, replaced by something lighter — warriors from three different tribes teasing each other over honest mistakes, learning as they went.

By sunset, the movements had become much smoother. Whistles cut cleanly through the training ground, followed by disciplined shifts in formation that would have looked chaotic just hours earlier.

The Civilization Legacy System appeared once more.

Aren smiled. Civilization wasn’t only about stronger buildings. Sometimes progress began with something as small as everyone understanding the same signal.

That evening, Lira approached Aren while carrying a basket of freshly gathered herbs, her steps unhurried despite the long day behind her.

"You’ve been working since sunrise," she said. "You should rest."

Aren chuckled. "So should you."

She smiled. "I already did."

She carefully placed several unfamiliar plants onto a wooden table, their leaves a deeper green than anything Aren recognized.

"I found these growing near the river. I think they can reduce pain."

Aren looked at the strange leaves. "They’re different from the herbs in your village."

Lira nodded excitedly. "If we share knowledge, every tribe becomes stronger."

Aren paused, considering the simple truth in that. Then he smiled. "Exactly."

---

Far away, beyond the eastern hills, inside a heavily guarded camp, a massive bonfire burned brightly against the darkening sky. More than a hundred warriors sat in complete silence around it. No laughter. No conversation. Only discipline, the kind bred through years of rigid command.

At the center of the camp stood a tall man wearing a cloak made from the black fur of a massive wolf. His sharp eyes rested on a crude wooden map spread before him. The scarred commander from the previous battle knelt before him, head bowed.

"We underestimated them."

The man remained silent, his gaze still fixed on the map.

"They formed an alliance."

Still, no response. After several moments, the Black Fang leader finally spoke, his voice calm and unhurried.

"So. They’ve found someone capable of uniting tribes."

The commander lowered his head. "Yes."

The leader picked up a carved stone piece representing Greenleaf. Then he placed another beside it. Stone Brook. Another. Red Moss. He stared at the three pieces for a long time, turning them slightly with one finger as though weighing their worth.

Then he smiled.

"Good."

The commander looked up in confusion. "My Chief?"

The Black Fang leader slowly folded his arms. "I was growing tired of conquering villages." His eyes gleamed in the firelight, sharp with something close to hunger. "Now, they’re finally giving me a worthy opponent."

The flames danced between them as silence returned to the camp, broken only by the crackle of burning wood.

---

Far to the west, the allied tribes prepared for peace. Far to the east, the Black Fang prepared for war. And somewhere beyond them both, the Stone River Tribe waited.

The Council of Tribes was about to begin.
