Chapter 143: The Emperor’s New Assignment
The Hall of Dragons remained silent.
Kael slowly resumed his seat.
The Emperor’s words echoed through his mind.
A lord who builds quickly... will one day attract enemies just as quickly.
It wasn’t praise.
It was a warning.
Augustus Aurelius Asterion did not offer compliments lightly.
If he had acknowledged Blackwood before the entire Imperial Council, every noble in the Empire would now know Kael’s territory was beginning to rise.
Some would admire it.

Would see it as a threat.
The Emperor turned his attention back to the Council.
"The destruction of the three forts cannot be ignored."
His voice remained calm.
"Nor can we afford to act recklessly."
General Hector Valen stepped forward.
"The First Army is prepared to march immediately."
Cassian Aurelius Asterion shook his head.
"No."
The entire chamber looked toward the First Prince.
"If an unknown enemy destroyed three Imperial forts..."
He rested one hand on the pommel of his sword.
"...sending an army without understanding what we’re facing is arrogance."
Several generals nodded.
General Hector did not argue.
Cassian continued.
"We need information."
Lucien Aurelius Asterion stood next.
"The magical signatures recovered from the forts are inconsistent."
He placed several crystal tablets upon the table.
"Our court magi cannot identify them."
Minister Cass Volaris frowned.
"Unknown magic?"
Lucien nodded.
"It resembles neither beast mana..."
"...nor human spellcraft."
A murmur spread across the chamber.
Unknown magic.
That alone made the situation dangerous.
Prince Adrian Aurelius Asterion spoke next.
"The Third Legion has increased patrols along the frontier."
He pointed toward the eastern provinces.
"So far..."
"No unusual troop movements from neighboring kingdoms."
"So it isn’t an invasion," one minister muttered.
"Not a conventional one," Adrian replied.
Princess Elena quietly added,
"The villages near the border have begun sending requests for additional grain."
The chancellor looked up.
"Because of refugees?"
Elena nodded.
"Several settlements have emptied themselves before any imperial order was given."
"They’re frightened."
Kael listened carefully.
That detail caught his attention more than anything else.
People abandoned their homes before soldiers told them to.
Fear spread faster than armies.
The emperor rested both hands upon the arms of his throne.
"We shall strengthen the frontier."
No one objected.
"The border governors will receive additional funding."
Several ministers immediately began taking notes.

General Hector bowed.
"It shall be done."

Princess Elena inclined her head.
"I will oversee the humanitarian effort."
The Emperor nodded once.
"Approved."
Then Chancellor Roland Vester rose.
"Your Majesty."
The emperor looked toward him.
"There remains another matter."
Roland unfolded another scroll.
"The Imperial Treasury."
Several nobles sighed quietly.
Politics had returned.
"The recent reconstruction efforts following the northern monster outbreaks have strained provincial budgets."
He continued reading.
"Several frontier lords have requested additional financial assistance."
Minister Cass Volaris adjusted his spectacles.
"The Treasury cannot support every request."
The debate began almost immediately.
"We increase taxes."
"No."
"We reduce military spending."
"Impossible."
"We postpone public works."
"That would cripple development."
Voices rose throughout the chamber.
Kael remained silent.
Watching.
Listening.
Learning.
The discussion continued for nearly an hour.

The emperor spoke.
"Kael."
The room quieted again.
Kael stood.
"Yes, Your Majesty."
"I have received reports that Blackwood has begun repairing its roads."
"Yes."
"You are constructing new housing."
"Yes."
"You have attracted merchants without Imperial subsidies."
"Yes."
The Emperor regarded him thoughtfully.
"How?"
Several nobles looked toward Kael with genuine curiosity.
Kael answered honestly.
"I asked what the people needed."
The room became quiet.
"I did not begin by asking how Blackwood could become wealthy."
He continued.
"I asked why people would choose to remain."
He looked toward the gathered ministers.
"If farmers prosper..."
"They produce more."
"If roads improve..."
"Trade increases."
"If merchants feel safe..."
"They return."
"If families believe tomorrow will be better..."
"They settle."
Kael paused.
"Wealth follows people."
"It does not lead them."

Even Chancellor Roland Vester stopped writing.
The emperor’s fingers tapped lightly against the throne.

A faint smile appeared.
"An interesting answer."
One elderly noble stood abruptly.
He wore expensive crimson robes embroidered with golden vines.
His expression revealed neither anger nor respect.
Only skepticism.
"Your Majesty."
The emperor nodded.
"Speak."
The noble turned toward Kael.
"Fine words."
His voice carried throughout the chamber.
"But words build neither roads nor kingdoms."
Several nobles watched carefully.
"I have governed my territory for thirty-six years."
He folded his hands behind his back.
"The Tenth Prince has governed Blackwood for only a few months."
His eyes narrowed slightly.
"Forgive me if I remain unconvinced."
The atmosphere changed.

The elderly noble folded his arms.
"Proceed."
"If your people were given the choice..."
Kael spoke calmly.

"...or because they wish to?"
The Duke opened his mouth.
Then paused.
The chamber remained silent.
Kael continued.
"There is a difference."
He smiled politely.
"The first creates subjects."
"The second creates loyalty."
Several ministers quietly exchanged glances.
General Hector gave the faintest nod.
Even Lucien’s lips curved into a subtle smile.
The Duke slowly sat back down.
He had no immediate reply.
The Emperor finally spoke.
"Enough."
The chamber immediately obeyed.
He looked across the assembled nobles.
"Blackwood remains an experiment."
Kael listened carefully.
"If it succeeds..."
The Emperor’s voice echoed through the Hall of Dragons.
"The Empire will benefit."
His gaze swept across every lord present.
"If it fails..."
"The responsibility shall belong to Kael alone."
Kael bowed deeply.
"I accept that responsibility."
The emperor nodded.
"I expected nothing less."
Then he looked toward Chancellor Roland Vester.
"Prepare the decree."
Roland looked surprised.
"What decree, Your Majesty?"
The Emperor’s answer caused nearly every noble to look toward Kael.
"Blackwood shall receive recognition as an Imperial Development Territory."
The chamber erupted into whispers.
No territory had received such a designation in generations.
It did not grant Kael more land.
Nor additional noble rank.
Instead...
It granted him something potentially even more valuable.
The legal authority to test new methods of governance, infrastructure, agriculture, and commerce under Imperial protection.
If successful...
Other territories could adopt Blackwood’s reforms.
If unsuccessful...
Only Blackwood would bear the consequences.
Kael understood immediately what the Emperor had truly given him.
Not a reward.
An opportunity.
And every noble in the Hall of Dragons had just witnessed it.
Some looked impressed.
Some looked thoughtful.

Looked jealous.
As the meeting continued, Kael realized the Emperor had quietly changed his future.
