Rebuild World

121 Trouble Negotiating

As expected by Sarah, Elena and the others were rubbing (and) rubbing (and). Sarah explained to Akira the content of the request and its background, but there is a part that she deliberately omitted. That was also where the majority of the reasons Elena got so grumpy that she roughed up her voice.

The city of Kugamayama decided to hire the personnel of its troops to be dispatched to the Serantalville for a successful bounty neck crusade, but it would be inefficient if they did not make some more unified moves than dispatch a large number of hunters to the Serantalville and its environs. Excessive rubbing (and) mischief in the chain of command may also occur.

So the city contemplated running the system of instructions as it stood during the bounty neck crusade. The troops of the hunters who succeeded in the prize neck crusade can also count on the level of command. They were rapidly regrouping their troops during the Big Walker crusade, but they still succeeded in the crusade. They should also coordinate troop operations and arbitrate between hunters on their own. That's what the city decided.

In order to unify the system of instructions in the field of operations, it is necessary to have some unit, or organization, of the hunters as the head of the system of instructions in the field. So the city decided to leave the overall instructions to the group that contributed most to the bounty neck crusade.

The city has designated Drunkham. Drancam also had a large bounty neck crusade unit, which alone succeeded in crusading half the bounty neck and also contributed significantly to the most powerful prize neck crusade. The decision by the city side to entrust Drancam with specific instructions for the operation would also be natural. Leave the entire command of the operation to Drancam, and the hunters other than Drancam will operate the hunter's troops in the form of getting under it. That was the original plan.

But the decision was to elicit an unexpected backlash from many hunters.

Drancam has put out requests to many hunters on the day of the anomaly in the ruins of Mihazono Street. It's a request for backup for an emergency request in the Serantaru building. And it turned out to produce many non-returnees. The rescue targets, who are still believed to be possible survivors in the building, are the hunters who received a request from Drancam at that time.

In consequence theory, it's like they were sent to the dead with money on the edge to Drancam. Some of the hard-won survivors and those I know who have been interrupted resent Drancam. Due to the large number of non-returnees at Drancam's request, some questioned Drancam's ability to judge and direct.

Apart from that, some people decide that Drancam is trying to use this operation to enhance his position in the Kugamayama city.

Apart from Drancam, there are many hunter's detachment parties in Kugamayama city. Drunkham's position in the city will be more elevated if Drunkham takes the lead and succeeds in the operations to which the city attaches importance. If hunters belonging to other inmates participate in this operation in the current system of instructions, they will help to increase the status of their competitors.

If Drancam takes the chain of command, he pushes the dangerous mission to the hunters who belong to the other inmates. Some were so concerned.

Because of such factors, many hunters were reluctant to move under Drancam's command.

And the problem also existed inside Drancam.

Drancam has already sent troops to the ruins of Mihazono Street. The advance unit is officially under Katsuya's command, though. The additional units will be under its command and under Katsuya's command.

Drancam exists with young people and others, and even young people are at odds with katsuya and anti-katsuya. There are few extreme examples like Sikarabe, but the number of hunters who showed strong resistance to coming under Katsuya's command was something that could not be ignored. They either moved their command from Katsuya and the others to themselves or started negotiating inside Drunkham by involving Drunkham executives so that they could drink the appropriate terms of exchange.

Besides, the content and purpose of the negotiations between the hunters involved in the request vary. who are trying to create rewards whenever possible. Those who intend to refuse this request after preserving the city's facade by deliberately confronting other inmates. who are trying to sell favors to certain inmates by negotiation.

Various human beings continued to negotiate for various purposes, for their own benefit, and for the benefit of the organization, whatever they thought was difficult to navigate.

Those factors were intricately intertwined, turning the negotiations into something even more cumbersome.

The hunter's office outpost at the ruins of Mihazono Street now brings together negotiators from the Hunter Prison Party, such as the city and Drancam, deputies hired by the hunter team, and leaders of the hunter team, who were struggling to wrap up this very difficult negotiation. Elena is one of them.

Used as a place to negotiate is the dining room in the outpost. Carol sits next to Elena. Across the table sat a man in charge of negotiating a drancam named Maeda.

Elena and Maeda continued their negotiations with a rugged look. Carol was smiling with a cool face somewhere.

After hearing from a colleague, Maeda manipulates the information terminal she had, cuts off the call, and exhales. And tell Elena.

"... I tried to get confirmation, but I still can't. I can't take that condition as a drancum."

"Yeah. So negotiation means crack, right?

When Elena tells him so, Maeda answers with a distorted expression.

"We can't do that to each other, can we? It's a request from the Kugamayama City, isn't it? How much do you get from a city just to create a bad rubbing cause and prolong the negotiations? You know that, don't you?

Elena replies without changing her expression without the agitation of fine dust.

"Of course I understand. Cities want this kind of negotiation to be concluded quickly, and they want the Selantarville offensive to begin immediately."

"If you know that, can't you compromise a few more terms? Even if we postpone the negotiations, we'll just buy each other some urban discomfort, okay?

"We're lowering our demands to the lower limit so we don't poorly postpone the negotiations and buy the city's upset, too?

"... as a condition that you come under Drancam's command, you can pay five times more from Drancam apart from the remuneration that the city pays, and some are paid in advance, so what's the lower limit? I don't care what you think."

"The difference between our perception of this operation and that of Drancam. I told you, didn't I? Lower limit. If you have enough time to negotiate, you'll be rewarded more."

Maeda looks at Elena with a serious look. From Elena's attitude, I can't feel the clarity to advance the negotiations. Maeda exhales and speaks.

"... are you serious? Is that good? This is a request from the Kugamayama City, isn't it? We need to tell the city why it broke down, too, than we offered such lame conditions and negotiated the premise of the breakdown. What would you do if someone on the city's management side thought you were a hunter who couldn't even negotiate in earnest?

Hunters hold powerful firearms to operate in ruins of the old world inhabited by dangerous monsters. Firepower, assuming, of course, fighting monsters, is too excessive for human opponents. Cities must have good control of such hunters to maintain urban security and order in the east.

Cities dotted in the east, the companies that run the cities, the Unified Enterprise Union, which oversees the companies, take various ways to maintain order in the east. Sometimes the hunter's office negotiates with the hunter in question about the activities of the hunter's operation so that the hunter in condition does not become grumpy and threaten the security of the east.

Sometimes they preach ethics as hunters in various negotiating venues. Sometimes I persuade you not to get slammed. Sometimes I arbitrate rubbing. Sometimes you can offer another benefit to keep you in mind. Sometimes they intimidate (or hold back). If there's room for negotiation there.

It's the same as a monster for the Unified Enterprise, such as a hunter who can't even bargain the least for it. Such hunters are treated as exterminating targets to the detriment of the security of the East and are certified on the bounty neck to be killed by other hunters.

To be regarded as someone who can negotiate in earnest (decent). That is very important in the east, where excessive force is commonly overflowing.

A hunter named Elena is a man who unilaterally puts demands on his opponents in the negotiating arena and is completely unwilling to make compromise slips. I don't see how that would affect the rating of a hunter named Elena on the city side if Drancam reported that to the city of Kugamayama. Still, though, it is certain that it will increase the likelihood of developing into something unwelcome for Elena.

Drancam has deepened its ties to Kugamayama City. The hunters who work in Kugamayama City mostly know about that. Naturally, Elena knows too. Maeda thought this might soften Elena's attitude and said something like that lighter threat.

Elena answers without breaking her expression.

"Speak as you please. I'll explain to the city exactly how the negotiations with Drancam broke down. I also think you'll be able to convince me of this story. That's why I want to get my negotiators back to Kugamayama City as soon as possible."

Elena's attitude was not shaken by dust. Maeda looks at Elena's attitude and holds her head. Elena also understands Maeda's position, but that doesn't mean we're going to cut our own profits for him.

"You're the one who interrupted me from the side when I was trying to negotiate with the city side in the first place, right? And on top of that, I have no step-in-law or obligation to make concessions to suit you."

"I've been getting a lot of requests from Drancam intermediaries before. I'm not obliged to pelican this request, but I may have a stepfather to show me how to walk away."

Elena's expression turns into something slightly grumpy.

"I ran out of brother-in-law for that last request. Even though that was contractually agreed in advance, at the time of silent acceptance of all reductions in compensation."

Elena thinks she hasn't changed her look. The slightly unusual look is an indication of the inner leak from Elena, who is calmly about to continue the negotiations. That was well noticed by Maeda.

Maeda wears an eyeglass-shaped information device. Elena's information held in the drain cam is displayed in the display unit of the transmission formula of that information terminal. It also includes a history of requests Elena received via Drancam.

Maeda manipulates the information terminal to see the last thing Elena received. A report on the reduction of remuneration is also described there. It was supplemented by agreement and no problem.

(... what's the problem? Though there will be as many problems as I want. Who, the one who wrote this report? Mizha? That clerical executive? You're an idiot who decided this wasn't a problem for your executives? Or was the report altered by some other faction? Stop engaging my work in factional strife. You'll get in the way of my work. If the information about the negotiating partner is incorrect, the negotiation is useless.)

Maeda is a person who belongs to Drancam, but she doesn't put herself on the shoulders of some faction. Strongly speaking, he's neutral. He also maintained a standing position that pulled a step back into the civil conflict in Drancam.

(The number of rubs and negotiations within Drunkham is increasing, and my colleagues are getting tough on the arbitration, and there are fewer and fewer people who can negotiate with the outside world. Totally, I need you to do something soon.... well, don't be blurry. We need to do something about this negotiation first)

Maeda switched her mind, thinking she had been entrusted with troublesome negotiations.

Drancam's position is that we can't accept Elena and the others' demands. Elena and the others are not the only ones that Drancam is negotiating. If you accept Elena's demands and let the other hunters know about it, the other hunters will certainly try to catch the reward.

That doesn't mean we can break up the negotiations and get Elena and the others back to the city from Drunkham. It was Drunkham who interrupted the negotiations with Elena and the city using a handover with the city. If you keep interrupting from the Drunkham side and return the negotiations with Elena and the others to the city, you can be sure that the management of the Kugamayama city will question Drunkham's ability to negotiate.

And the longer the negotiation prolongs, the more discontent on the part of the city is sure to accumulate.

Maeda shifts her gaze from Elena to Carol with her head in her arms. Elena would be the one with the right to make decisions on Elena's side, but Carol would also be somewhat more involved in Elena's side of the decision than is present on this occasion. Maeda decides so and tells Carol to change the course of the field.

"Is it good for you, too, Carol, to stay like this? Even if we don't compromise on each other, we're all just gonna hurt each other, okay?

Carol asks Maeda with a spare smile.

"Then why don't you tell me the chain of command on Drancam's side, the commander of the operation, etc."

"... what are you going to do when you hear that?

"Can't you tell me?

"So what are you gonna do when you hear that?

"It's part of the compromise fold. If an experienced and competent commander were to direct the operation, that would increase our safety in operating operations, too, wouldn't it? I want you to think that our demand for such a reward is a sign of anxiety in that regard."

"You think I can't trust Drancam's command at all?

"I'm not going to say that much, but, look, a while ago, at the request of Drancam, a number of hunters got into the Serantalville, right? I heard that the insurance company panicked so much that there were no returnees."

"You think that's Drunkham's downfall? Don't you think it's impossible to anticipate anything like that?

"I'm not going to hold Drancam responsible for anything. We just wanted to make sure that Serantalville was a dangerous place."

"Because we are aware of that danger, we are trying to form a force of massive hunters to keep hunters from entering the Serantalville uncoupled and causing more damage. That's where Hunter is calling for us to come under our command to unify the chain of command so that he doesn't take unsolicited action and do damage. That's how you read the request, right?

"I know. That's why I'm asking about the Operation Commander on Drancam's side. If we can check the competent commanders and chain of command, we can also expect our safety in operations. If the person in command of the operation is someone I know, I can also predict some command. That might explain it to Elena from me and relieve Elena of her anxiety. That might safely lower Elena's demands. There may also be room for compromise on this request. Could you be convinced why I asked?

That's what Carol said and smiled at Maeda. Maeda replies painstakingly, understanding the disadvantage of the situation.

"... oh"

"That's good. So, can you tell me?

Even when Carol told me that, Maeda remained silent. Carol continues with a smile after understanding Maeda's position.

"If you don't talk to me, I can't convince Elena to do the same with the boulder?

Maeda answers in such a way that it is difficult to say by notion.

"... adjusting"

"I don't mind a rough story. It's better to organize around certain people and their factions and not just talk about them, but you don't know anything."

"... I'm in the process of adjusting at that stage"

When Maeda answered so as to throw up a little, she was slightly drooled.

I laugh inside when Carol hears the response as expected. Talk with a troubled look on your face as you hide its insides.

"As much as you understand the importance of a request from a city, and that's a situation where you have to finish troop formation and move the operation to execution as soon as possible, you know Drunkham, right? If your situation is so bad that you can't even organize the chain of command in that situation, then honestly, I have to question your ability to command it. I'm afraid Elena's demands are extraordinarily high, but I don't think so either, given the level of reward that makes us tolerate the dangers that can arise from that suspicion or misdirection."

After listening to Carol, Maeda exhaled deeply. There are parts of Maeda that also agree with inner Elena and Carol. I just can't put that on the table from the standpoint.

Maeda vomits stupidity inside.

(... I can't do this anymore. There's no more convincing material. Do you know yet? Let's just let the city take over the negotiations. The executives will complain a lot, but you guys are messing around. That's what I found out)

Maeda is a relatively loyal person to her duties. But still, there are limits. that the crap above is adversely affecting your duties. That I agree to some extent with what the negotiators have said. Having decided that it would be difficult to achieve the original objective even if negotiations continued in a foolish manner; They greatly inhibited Maeda's motivation to create a basement that would try to throw out this negotiation for a reason.

Carol noticed an astute (and meticulous) change in Maeda's attitude to the negotiations due to Maeda's subtle change in attitude. That Carol smiles and tells Maeda.

"I'm going to change my mind, but I don't know if I'm going to do anything until I'm done forming the main unit of the operation. I think we should send a handful of troops, even one, to the Selantarville."

Maeda replies after thinking about the meaning of Carol's story with a surprising look on her face.

"... send forward troops for power reconnaissance, etc. to curb grievances on the city side. Use ourselves for that unit. Is that what you're trying to say? You don't have to suggest that to me. I don't have the authority to direct specific operations. Even if it did, it was Drancam's maneuver. You can't just move that personnel over there. We need to add Drancam personnel to the unit. Not even Drancam is strong enough to be dispatched to Serantalville. On top of that, the one in that hand is undoubtedly involved in the braiding of the chain of command. We can't have personnel to screw into the advance unit. At least I can't."

Carol smiles in a meaningful way.

"I mean, would it be nice to have the cooperation of a hunter involved in Drancam's manoeuvres, or a hunter with a legend in the executive that makes it possible?

"... well, yes..."

Maeda replied with surprise.

Carol manipulates her information terminal to make a call request to someone. Soon I heard the other guy from Carol's information terminal.

"Carol. What can I do for you? You know how busy we are."

The person Carol contacted was Shikarabe. I laugh in a good mood as I hear that grumpy voice and talk to Shikarabe.

"Oh, I'm trying to help you around the corner, but that's a pretty good attitude, huh?

"What do you mean?

"You're looking for troops to take on requests from cities independently, but you're having difficulty navigating, aren't you? And if it stays like this, the hunter is going to be placed under the command of the unit in charge, right?

When Carol told Sikarabe that, Sikarabe remained silent for a few seconds. From that silence, Carol grasps that her expectations are correct.

From Carol's information terminal, I hear a voice disguised as the calm of Sicarabe.

"... what made you decide that?

"Shikarabe is talking to me right now."

"Huh?"

Hearing a voice that represented the inner part of Sicarabe in the end, Carol adds a supplement to her own explanation with a laugh of fun.

"The request from Kugamayama City is basically supposed to maintain troop formation during the Bounty Neck Crusade. But the hunter Sikarabe was putting together at that time is not in a state where he can come to the ruins of Mihazono Street for any reason. If not, then Sicarabe should have been working with them, not Elena and the others. So I managed to find their replacement, but I haven't found it yet. If we could have prepared their replacement force, Sikarabe should be on his way to Selantalville soon. If you're in the middle of an operation to request a city, you don't have to get caught up in Dolankham's chain of command adjustments. If you're in the middle of an operation, Sikarabe will ignore my call requests, right? But Sikarabe didn't ignore my call request. Drancam tries to add the Sikalabes to another unit than Sikalabes cannot maintain troop formation during the prize neck crusade. For example, a successful battle for another bounty neck. So, the unit that leads that unit is led by a hunter named Katsuya, who is just in the ruins of Mihazono Street, right? Aren't you in the middle of being pressured by Drancam executives because you can't keep a request from the city on standby forever?

Hearing Carol explain, Sikarabe began to shut up again.

The situation in Sikarabe was just what Carol expected. Pressure had been exerted from the upper levels of Drancam to join forces commanded by Katsuya.

The only thing that differs from Carol's expectations is about the heart of Sicarabe. If the current situation continues, Sikarabe will succumb to the pressure from Drancam to join under Katsuya's command. That's what Carol had in mind.

However, there are no shards (shards) that are willing to join Shikarabe under Katsuya's command. As long as I'm under Katsuya's command, I'm going to go into the Serantalville by myself at the request of the city. But I wanted to avoid that whenever possible, so I managed to find a replacement.

Sikarabe gives up and exhales, then answers Carol's question in a grumpy manner.

"Oh, yeah. That's my situation. So, how are you gonna help me? I'm busy here, too. There is no rush. Say your terms."

It's not like Carol brought the story along to show Sicarabe herself. That's about as much as I understand Shikarabe. Sikarabe is also well aware of the danger of making a debt to Carol. But I decided to ride Carol's invitation, thinking it was more than joining under Katsuya's command.

Carol explains her suggestion to Sikarabe. Sicarabe organizes Carol's suggestion with her own head and comes up with a few ideas. The idea is not whether we will take the proposal, but whether we will be able to make it happen. Sikarabe concludes.

"Okay. I'll tell the Drunkham executives who are going to screw that operation over. Tell that negotiator to turn the word around to an executive called Arabe."

"Okay. I'll see you later."

Carol hung up on Sikarabe. And Carol gets a quick confirmation from Elena.

"I took the liberty of talking to you, but were you okay?

Elena replies with at least an uncomfortable colourless look.

"It's okay. I'm not complaining."

What Elena most wanted to avoid was getting under Drancam's command, repeating the same situation as she did during the Bounty Neck Crusade. At that time, Elena and the others were treated uselessly and even reduced their rewards after being pushed against the butt plush. Besides, not only Elena and the others, but Akira and the others could get into the same situation this time. That is something that Elena will never tolerate.

Whether or not Drancam has the convenience of Drancam or the criteria for evaluating it. The actions of Elena and the others during the Bounty Neck Crusade differed greatly from what Drancam's side had expected, and as Drancam, he may have had to give Elena and the others an unsatisfactory rating.

But if there are so many fatal differences in the evaluation criteria between Elena and Drunkham, we should not act together (in the mutual interest). It would be mutually beneficial to hire a separate hunter to accept Drancam's evaluation criteria. That's what Elena thinks.

It's not like Elena has absolutely nothing to think of, either, about Carol putting Elena down and proceeding with the negotiations. But thanks to Carol's negotiations, what he wanted to avoid the most was avoided. There is no problem. Elena decided to think so.

Carol smiles a little invincibly, so she asks Elena.

"May I ask you to think that it was worth bringing me here?

Elena replies as she remembers what catches on to Carol's attitude.

…… That's right. Thank you. Thanks to you, we're going to be able to avoid a lot of trouble. "

"Can I ask Akira to say that from Elena, too?

"I don't mind, but for once, can I ask why?

"To raise the profile from my employer. You want me to do more than just help you properly, don't you? If Akira remembers me as a useful person, she can expect a reward. Can't you?"

Elena had felt something caught on Carol's attitude, but she also decided that what she was saying was extremely legitimate. Elena and the others were reluctant to negotiate with Drunkham because of Drunkham's disapproval of their work.

"... no, I get it. I'll tell Akira too."

Probably easier to make a good impression on Akira than to tell her via Elena herself. Carol smiles in a good mood while she thinks so.
